MINUTES
Chair C.T. Purdom called the meeting to order at 6:00 p.m.
Present: Chair C.T. Purdom, Vice Chair George Pfeiffer, Don Dennis, Joel Howitt, Fred Konkell, Tom
Medhurst, Carol Otto, Marie Sciacqua, Helen Stanwell and David Talcott. Excused: Ade Bright and Cindy
Dodge.
Staff: PRCS Director Donna Hanson, Recreation and Cultural Services Superintendent Mary Faber, Parks
Planning and Development Coordinator B. Sanders, Community Center Supervisor Doug Nelson and
Administrative Assistant Peg Wright.
Guest: Jeanne Burbidge, Council member.
Dennis moved; Talcott seconded motion to approve the November meeting minutes as written. Motion
passed unanimously.

STAFF REPORTS
Marketing Plan for Community Center — Mary Faber introduced Doug Nelson, new Community Center
Supervisor, to the commission. Faber then spoke on the marketing strategies for the new Community
Center which will include: press releases varying in size and description as the opening approaches,
advertise grand opening and facility, programs, services, staff, instructors, fees and passes on city website,
city television channel, Activenet database, through schools, direct mailing to city residents, door hangers
on passes and fees and coordinate signage and banners hung around city. As the grand opening date
approaches, the ads will become larger and more detailed in nature. Magnetic signs will be placed on all
City parks department vehicles to further advertise facility and grand opening. Facility passes will go on
sale at the Klahanee Community Center next week. Discussion followed on offering corporate enrollment
at a discount, how many persons need to pay to use facility daily /monthly to break even, will personal
trainers be available, advertise rental of meeting rooms in facility, etc.
Transition of Kenneth Jones Pool and Klahanee Community Center — Faber said the contract for
transitioning ownership of the Kenneth Jones Pool to Federal Way School District is in the Law
Department under review. The property has remained with the school district. They are closing the pool
and may use the building for another use by filling the pool area in. The Klahanee Community Center has
already been sold and being rented from the new owner, Emerald City Basketball, on a month by month
basis.
School Joint Use Agreements — Topic moved to January agenda.
Capital Improvement Plan/Steel Lake Master Plan — Sanders distributed a project and prioritization list
from the Parks, Recreation and Open Space Plan outlining park projects and the timeline. Projects listed
under "near- term" are for 2007 - 2009, "mid- term" is 2010 -2012 and "long- term" is for the timeline of
2013 +. The reason some projects are so far out in planning is lack of budgeted funds. Sanders wrote and
received a grant from King County for $400,000 for Camp Kilworth and is ranked first in the state for an
IAC grant for Camp Kilworth in the amount of $1 million. Commissioners talked about the prioritization
of the projects.

Community Center Update — Sanders reported that the Community Center completion date is January 12,
2007. Security of the interior and exterior of the building are currently being addressed. Two notable
events occurred this month: filling one of the pools with water and the art glass that goes over the entrance
doors arrived and was installed. Dennis requested a tour of the facility for commissioners prior to the
January Parks and Recreation commission meeting.
Sanders gave an update on another project that has started at Dumas Bay Center. They have started Phase 2
of the site restoration plan on the bluff and have hired a company that is familiar with the project and
worked with the City previously. They are currently looking at three major items of the project: physical
access to the water (steps down the bluff), stabilization for the face of the bluff and dealing with the toe of
the bluff. She said they are planning public meetings in January.
Council Committee scheduled for December 12, 2006 has been cancelled.

NEXT MEETING /AGENDA ITEMS
Pfeiffer proposed and it was unanimous to reschedule the January commission meeting to Thursday,
January 11, 2007 instead of January 4, 2007.
