MINUTES
Chair Purdom called the meeting to order at 6:10 p.m.
Present: Chair C.T. Purdom, Vice -Chair George Pfeiffer, Ade Bright, Cindy Dodge, Tom Medhurst, Carol Otto, Marie
Sciacqua, Helen Stanwell and David Talcott. Excused: Don Dennis, Joel Howitt and Fred Konkell.
Staff: PRCS Director Donna Hanson, Parks and Facilities Manager Steve Ikerd, Recreation and Cultural Services
Superintendent Mary Faber, Parks Planning and Development Coordinator Betty Sanders and Administrative Assistant Peg
Wright.
Otto moved: Sciacqua seconded motion to approve the December meeting minutes as written. Motion passed unanimously.

STAFF REPORTS
Transition of Kenneth Jones Pool /Klahanee Center — Recreation and Cultural Services Superintendent Faber reported on the
transition of the Kenneth Jones Pool to the Federal Way School District. FWSD plans to close the site and are looking at
filling the pool to avoid any safety hazards or liability risks. City staff will remove all furnishings and equipment prior to
transferring title to FWSD. KLCC was sold about one and a half years ago to Emerald City Basketball Association and they
have in turn, recently put it up for sale. Once staff has vacated there is a lot of maintenance items to do before turning it over
to Emerald City Basketball Association. The City will still be responsible for roof repairs that have been an ongoing issue for
some time. Staff hopes to have those issues resolved in the spring.
Community Center Marketing Plan Update — Faber reported that there have been two mailings to Federal Way residents then a
targeted mailing to all City commission and persons with a history of using facilities /classes. Currently there are rack cards
displayed in over 150 locations throughout the City with information on the Community Center. Staff have been attending
Chamber of Commerce meetings and stopping in City businesses with information/flyers to introduce the center. Channel 21
and the City website have a video available as well as coverage through the Federal Way Mirror. Staff began selling passes in
mid- December with 167 passes sold to date. Pfeiffer asked about the egress of the parking lot and if it would be a gated access.
Faber said it is a through street — 333` Street — that the Community Center is located on.
Dumas Bay Restoration Phase II — Park Planner B. Sanders said staff has notified the consultants that the City wants to
reconfigure the public process for the Dumas Bay restoration project. The consultants will meet with the Parks commission
first then plan public meetings. The consultants have come up with several alternatives to present for the restoration project.
PRCS Director Hanson added that the Hearing Examiner decision will rule what can or cannot be done on site.
Drainage at Steel Lake Park — Parks and Facilities Manager Steve Ikerd reported that the day prior he, B.Sanders and
commissioners Carol Otto and Helen Stanwell walked Steel Lake Park to look at drainage issues. The beach area was
overwhelmed by storms in November - December and lost a lot of sand in to the water. Some can be recovered by a "return
dredge" then more sand will have to be delivered. In their assessment, there were major drainage issues noted at Site #1. Also,
there are many low areas throughout the park that do not drain. Ikerd said staff would be working on filling those low areas to
eliminate safety hazards.
School Joint Use Agreement — Ikerd said he was able to find one joint agreement with FWSD that was transferred over from
King County in the early incorporation of the City. It originated in 1974 and when it was transferred to the City of Federal
Way, it renewed for another 25- years. There is one "perpetual" agreement dated 1992 for Saghalie Middle School, where
specific duties are outlined.

Draft Parks Commission 2007 Work Plan — Ikerd distributed the Draft 2007 Work Plan and had commissioners review the
document prior to discussion. Specific projects, summary /objectives, commission tasks and project timelines were discussed.
Projects listed were Dumas Bay Site Restoration Phase II, Downtown Public Space, Trail and Pedestrian Access
Improvements, Orientation/Impact Fee Update w /City Attorney, Annual Playground Equipment Replacement, Volunteer
Events, Camp Kilworth, Saghalie Park turf and Sacajawea Park turf.
Ikerd reported that Earth Day /Arbor Day is set for Saturday, April 21, 2007 and staff are expecting approximately 300 -400
volunteers. The plan is to return to the Blueberry Farm this year and staff are also looking at other park sites needing
additional attention.

PRPS Council Committee Meeting is February 13, 2007 at 6:00 p.m. in the Hylebos Conference room. Chair Purdom inquired
if there were any parks - related items on agenda requiring commissioners attendance.
