Purdom called the meeting to order at 6:00 p.m. Present: Chair C.T. Purdom, Vice Chair George Pfeiffer, Don Dennis, Fred Konkell, Tom Medhurst, Carol Otto, Marie Sciacqua and Helen Stanwell. Excused: Ade Bright and Cindy Dodge. Unexcused: Joel Howitt and David Talcott. Staff: Parks and Facilities Manager Steve Ikerd, Recreation and Cultural Services Superintendent Mary Faber, Parks Planning and Development Coordinator Betty Sanders and Administrative Assistant Peg Wright. Guests: Jeanne Burbidge, Council member, Barbara Reid and H. David Kaplan. Sciacqua moved; Pfeiffer seconded motion to approve the February meeting minutes as written. Motion passed unanimously. PUBLIC FORUM Barbara Reid — Reid thanked Chan Purdom for his many years of service to the Parks and Recreation Commission. . Dave Kaplan — Kaplan also wanted to express his appreciation to Chair Purdom for his commitment to the Parks and Recreation Commission and serving as chair for the past five years. He introduced a plaque that will hang in the new Community Center commemorating the banners and play structure at Celebration Park. COMMISSION BUSINESS Election of Officers — Chair Purdom reminded commissioners that terms expire for Don Dennis, Joel Howitt, George Pfeiffer, Tom Medhurst and Marie Sciacqua this year leaving five vacancies. Chair Purdom also announced he would not be continuing on the Parks and Recreation Commission after this evening and submitted a letter of resignation (his term expiration was 4/30/09). Pfeiffer nominated Fred Konkell for Chair position; Dennis seconded.motion. Nominations closed and motion • passed unanimously to elect Konkell as the Parks and Recreation Commission Chair. Dennis nominated Marie Sciacqua for Vice Chair; Pfeiffer seconded motion. Nominations closed and motion passed unanimously to elect Marie Sciacqua as Vice Chair. • STAFF REPORTS Community Center Opening Dates — Ms. Sanders said the new Community Center is now open to purchase passes. The center and access road will be open and operational next week. Grand Opening is scheduled for Saturday, March 31, 2007. Update on Artificial Turf Issues Sanders reported that repairs by Donny Jones of Field Turf are scheduled at Steel Lake and Sacajawea for March 19 -30. Design for the Saghalie soccer field will be done by consultant Bruce Dees and Associates. The concerns discussed at the last meeting were addressed and the consensus was Bruce Dees and Associates would be the best to continue on this project. Ikerd and Sanders met with Bruce Dees and he has begun the Scope of Work on this project. The design process will take approximately two months and the work 4 -6 weeks with good weather. • 1 Y Parks and Recreation Commission, March 1, 2007 Page 2 STAFF REPORTS (continued) West Hylebos Park/Cabins — Ms. Sanders said the boardwalk project is getting ready to go out to bid. It is a large project at $1.3 million with numerous sources being used to fund it. Because some grant monies have time limitations, portions of the boardwalk may be built at different times so as not to lose that funding source. Assessment of Storm Damage /Schedule of Repair — Ikerd said Adelaide, Lake Grove and West Hylebos Parks were the worst hit by storm damage. Adelaide and Lake Grove will get clean -up assistance during Earth Day on April 21, 2007. Concerns were discussed on the closure of West Hylebos Park because of the extensive damage to the boardwalk. Limited access to one side of the boardwalk with signage posted and temporary fencing on closed areas was proposed. Ikerd also reported that numerous homes were damaged from falling trees from greenbelts which have been addressed and taken care of to date. There are an additional twenty homes with leaning tree concerns needing arborist assessment and removal, if deemed hazardous. Volunteer Opportunities — Ikerd distributed a pamphlet listing dates for volunteer opportunities around Earth Day on April 21 Primary base will be at the Blueberry Farm but volunteers will branch out to other sites. Currently there have been 200 -300 persons committed through numerous groups and organizations. Graffiti sites are being addressed and a "Cover Up" group will be working on either cleaning off or painting on Earth Day, too. Celebration Park Maintenance Building Update — The status of the maintenance building for Celebration Park was discussed. The expense of renting an off -site storage unit, inconvenience of staff to go off -site for equipment used on a daily basis, loss of work time and safety issues of driving machinery on roadway and sidewalks were major concerns. Ikerd presented architectural drawings of the proposed building which would be built of metal materials like the Evidence Building because of cost savings and to come within budget. Building would be 1800 square feet costing around $195,000 which includes security and alarm system. Building would be on a concrete pad with three large rolling doors for driving machinery through and include a loft storage area and bathroom. Design standards were discussed how this building would fit with other buildings at Celebration Park and the new Community Center — especially when it is made from metal. Dennis moved; Konkell seconded motion to recommend the construction of the building at Celebration Park site to the Council Committee. Motion failed with no vote — all abstained. Further discussion followed on a possible partnership with the school district which would delay construction since their maintenance building construction depends on passage of a levy in the future. Stanwell stressed the loss of productivity by a limited Parks staff by not having a building on site — an estimated loss of approximately $10,000 a year (400 hours a year @$25 /hr). Konkell moved; Dennis seconded motion to recommend and support construction • of the maintenance building at Celebration Park to Council Committee. Motion passed with one nay. Newly appointed Commission Chair Konkell will attend the PRPS Council Committee meeting Monday.
