MINUTES
Chair Konkell called the meeting to order at 6:00 p.m.
Present: Chair Konkell, Vice Chair Marie Sciacqua, Ade Bright, Don Dennis, Cindy Dodge, Carol Otto, George Pfeiffer,
David Talcott. Excused: Tom Medhurst and Helen Stanwell. Unexcused: Joel Howitt.
Staff: PRCS Director Donna Hanson, Parks and Facilities Manager Steve Ikerd and Administrative Assistant Peg Wright.

Pfeiffer moved: Sciacqua seconded motion to approve the March meeting minutes as written. Motion passed unanimously.
COMMISSION BUSINESS
project 2007 Work Plan Director Hanson said the proposed Work Plan was for commissioner review by p � and quarter ( of year).
Discussion followed on the projects.
Sacajawea soccer field repair was completed per warranty. Pfeiffer said he discovered a spring coming down on one corner of
the field and an area of the track, making it an ongoing drainage issue.
Chair Konkell Camp inquired on the status of Kilworth_with Hanson responding that there is a purchase and sale agreement for
p
the site. There is also a grant in the works for over $1.1 million. At this time, the appropriation is in the Senate budget but not
House budget. Pfeiffer said he is concerned about the clause allowin g use by Boy the Bo Scout organization for an unlimited time
frame.
Discussion followed on the proposed annexation and the impact on the parks department. Pfeiffer would like to see an
assessment done on the impact, needs, concerns of the PRCS depaihnent with the properties that would be acquired and PRCS
responsible for maintaining. Ikerd said an assessment is being done by parks maintenance staff.
Sciacqua moved: Dodge seconded motion to approve the 2007 Work Plan as written. Motion passed unanimously.
STAFF REPORTS
Community Center Opening/Update — Hanson reported on the Grand Opening at the Community Center, held March 30 -31.
The VIP Breakfast hosted 150 persons and the dedication/ribbon cutting was attended by approximately 700 persons. An
estimated 3500 -4000 persons toured the Community Center on Saturday and another 2500 on Sunday. There have been over
1400 passes sold as of April 3, 2007 with high activity levels since the early opening. The pool appears to be the popular draw
and there have been a lot of party reservations made. The latte and juice bar is not open yet and there is electrical work to be
done before it can be set -up.
Update on Artificial Turf Issues — Ikerd reported that the turf issues were repaired per warranty at Sacajawea Park. The torn
carpet area of the Karl Grosch field was repaired as well.
West Hylebos Repairs — The Hylebos boardwalk was repaired and re- opened on Tuesday, April 3. A contractor was hired to
remove a stump then staff spray painted the trip hazards. "Caution- Proceed with Care" signage is in place.
Celebration Park Building Update — The building has been put "on hold" until after the school levy per City Council direction.
Discussion followed on why the delay to bid after recommendations were made by both the Parks and Recreation Commission
and PRPS Council Committees. Hanson and Ikerd stated that building materials and building site in the park were the concerns
of one citizen during City Council public comment.
Earth Day — Graffiti Cover -Up — The scheduled Earth Day and Graffiti Cover -Up will be held April 21 st with twelve work
sites for 500+ volunteers. Drop -ins are to report to the Blueberry Farm location for assignment. Sciacqua asked if during the
Earth Day event, if volunteers could be assigned to Fisher's Pond for removal of blackberries and other brush. Ikerd noted the
request and location to pass on to coordinator, Jason Gerwen. Hanson reported that the City of Seattle recycles paint and mixes
it together to paint over their graffiti sites. They had a surplus that they gave us for our graffiti sites this year. Hanson said
there are 2 colors, either gray or brown, and we received over 200 gallons from them.

NEW BUSINESS
A reminder that April 6, 2007 is the deadline for applications for the Parks and Recreation Commission. Those commissioners
whose terms expire were reminded and sent applications after the March meeting. Alternate commission members were sent
applications to apply for full-commission, voting status as well.
Pfeiffer voiced concern on the need for grass at Lakota. He said since the berm went in, there is standing water down the entire
length so drainage is not working. He also requested "ladders" be painted on the fields at Sacajawea Park and Karl Grosch
field @Steel Lake. The "ladders" are training tools for speed and agility for soccer and football players.
A drainage system to address the wet areas and an irrigation system have been completed at Steel Lake Park this week in the
Site #4 /large group area.
Chair Konkell will attend the PRPS Council Committee meeting on Tuesday, April 10, 2007 in the Hylebos Conference Room
at City Hall.
