Parks Comm MINS 05-03-2007 • CITY OF FEDERAL WAY PARKS, RECREATION AND CULTURAL SERVICES PARKS AND RECREATION COMMISSION Thursday, May 3, 2007 Hylebos Conference Room 6:00 p.m. City Hall MINUTES Chair Konkell called the meeting to order at 6:00 p.m. Present: Chair Fred Konkell, Vice Chair Marie Sciacqua, Ade Bright, Tom Medhurst, Carol Otto, George Pfeiffer and David Talcott. Excused: Cindy Dodge. Unexcused: Helen Stanwell. Staff: Parks and Facilities Manager Steve Ikerd, Parks Planning and Development Coordinator Betty Sanders and Administrative Assistant Peg Wright. Pfeiffer moved: Bright seconded motion to approve the April meeting minutes as written. • Motion carried unanimously. PUBLIC FORUM Barbara Reid — she spoke concerning the `on- hold" position of the maintenance building for Celebration Park. She would like • to see the City partner with the School District on a maintenance building. The subject will be revisited by the Council after the school levy on May I5th. Scott Williams — an Eagle Scout observing the meeting. COMMISSION BUSINESS Parks Tour — Ikerd distributed a list of all City parks and inquired what areas commissioners want to visit and when. There are too many parks to do in one night so a 2 -night tour is planned. Tours for parks commissioners are planned for June 21 and July 19 with commissioners to meet in front of City Hall at 6 :00 p.m. Volunteer Events (Starbucks) — Sanders reported that Cedar Grove Park received a $15,000 grant from Starbucks. Starbucks would like to continue volunteer work in those parks they have given money. May 17` is tentatively scheduled for a work day at Cedar Grove Park with Starbucks and Kiwanis partnering. Another work day may be planned in the future with neighborhood participation. Playground Equipment Locations — Sanders distributed a list of park playgrounds needing repair or replacement. It is scheduled at a rate of approximately two sites per year. In the 2007 -08 budget, the following are scheduled: Steel Lake Annex toddler area to replace spring toys and possibly add more amenities in large area nearby, Dash Points Highlands needs master plan/redesign and Lake Grove Park with staff identifying Wildwood Park, Mirror Lake Park and Whispering Hills as well. There is $134,000 budgeted for 2007 with a some monies left in the fund from last year. Commissioners were asked to visit these parks and prioritize the sites before the next meeting. Chair Konkell introduced new commissioner, Brian Ailinger. STAFF REPORTS • Community Center Update — Sanders reported that over 2,000 passes have been sold at the Community Center with the pool being the big draw, especially on weekends. There have been complaints on the pool surfaces — too rough and people are getting scratched. The landscape contractor is working with staff on grounds warranty. Earth Day /Graffiti Cover -Up Report — Ikerd reported on the April 21' Earth Day /Graffiti Cover -Up event. All the volunteer reports have not yet been submitted but an approximate number of 325 volunteers at 11 locations and 49 on the Graffiti Cover - Up project. Ikerd expressed his appreciation to Parks and Facilities Supervisor Jason Gerwen for his coordination of the event. Vice Chair Sciacqua expressed her appreciation to Jason as well for his scheduling volunteers at the Fisher's Pond -site. West Hylebos Boardwalk Bid Results — Parks Planner Sanders said there were 7 bidders for the boardwalk project. The bid results were good with one company corning in under project cost estimate by approximately $300,000. The bid was structured with two alternates if bid costs ran high. Bid was awarded to Epic Construction in Bellevue after reference checks were done. • • Parks and Recreation Commission, May 3, 2007 Page 2 STAFF REPORTS (continued) Saghalie Soccer Field Update — Pfeiffer reported that the ladders painted on the field were too close to the playing fields. Sanders reported on the artificial turf process through KCDA (King County Directors Association). Construction cannot begin until July I" so there is time to look at options. Chair Konkell will attend the PRHSPS Council Committee meeting on May 8, 2007 in the Hylebos conference room. NEW BUSINESS Commissioner Pfeiffer reported on the Lodging Tax Committee meeting from April 20th and the $17,000 that was allocated, subject to City. Council approval, will be: Requested Received Federal Way Symphony POPS Concert $5,000 $2,000 USSA National Softball Tournament $5,000 $3,000 NW National Softball Tournament $3,000 $2,500 August Baseball Tournament $1,000 Federal Way "Festival Days" $10,000 $5,000 Centerstage $5,000 $3,500 Commissioner Sciacqua said there were drainage issues in different areas in Celebration Park (trail areas), she felt Dumas Bay Park needed maintenance attention from her recent visit and security issues at Steel Lake Park after the shooting on Sunday, April 29` Commissioner Otto said she would like to see more Police patrols in the park — as a neighbor she has seen increased drug use, gun activity and barricade damage issues. Commissioner Pfeiffer said the smoking of marijuana at the Skate Park is obvious by persons using the soccer fields. Commissioners asked that someone from the Public Safety department attend the next commission meeting to discuss what can be done. Chair Konkell asked if the City has a foundation set up for charitable giving from benefactors for park amenities. Konkell and Pfieffer will research information and report at the next commission meeting. Barbara Reid said she had made a request some time ago for information on a bench to be placed near the Celebration Park soccer fields in memoriam for Jerry Jackson, who loved the park and to sit and watch his grandson play soccer there. She did not receive a reply and would like to know if it was ever purchased or placed in the park by his family or co- workers. Pfeiffer said there are 2 benches by Fields 7 & 8 and would check if there is a plaque on either.
