MINUTES
Chair Konkell called the meeting to order at 6:03 p.m.
Present: Chair Fred Konkell, Vice Chair Marie Sciacqua, Brian Ailinger, Carol Otto, George Pfeiffer, David Talcott.
Excused: Ade Bright, Cindy Dodge, Tom Medhurst. Unexcused: Adam Ponder and Helen Stanwell.
Staff: Parks Director Donna Hanson, City Attorney Pat Richardson, Deputy Chief of Police Andy Hwang, Parks
Planning and Development Coordinator Betty Sanders and Administrative Assistant Peg Wright.
Sciacqua moved: Pfeiffer seconded motion to accept the May, 2007 meeting minutes as written. Motion passed
unanimously.
PUBLIC FORUM
H. David Kaplan — He read an e-mail he sent to the City Council as well as City Manager Neal Beets discussing the
school bond passing and the proposal of the school and City partnering on a maintenance facility near Celebration Park.
In addition, he read a statement on his bequeath of 15% of his residual estate for maintenance or operation project (s) at
Celebration Park, Dumas Bay Center or Camp Kilworth with the Parks and Recreation Commission determining the
choice, cost and . use of funds.
COMMISSION BUSINESS
Police Report on Park Coverage — Deputy Chief Andy Hwang presented information from a document he distributed on
violent and property crime in Federal Way in comparison to other cities in the state. He discussed Federal Way index
crimes — homicide, rape, robbery, felony assault, burglary, larceny, auto theft and arson. Steel Lake Park issues were
the main concern of the commission and there was a data sheet on citations issued in 2007. Hwang said the crime rate
has declined for 8 of the 11 years there has been a FW Public Safety department. Director Hanson reported on the
ongoing problem of copper wire theft from the parks and said Public Works Streets division is having problems as well.
City Attorney Annual Training and Impact Fee Update — City Attorney Pat Richardson presented the annual orientation
for the commission. She discussed the commission authority, ethics, conflict of interest, open public meetings act,
public records and the use of public facilities during political campaigns. Impact fees were discussed as well.
Foundation Development — Sources of monies to the Parks Department from public donors was discussed, i.e.,
will/estate /memorial endowments or private donations for park amenities such as benches, fountains, trees, etc. Chair
Konkell talked with Jenni Snell of the Law Department on the possibility of setting up a "parks foundation" and found
out there is already a process in place to make such donations to the City. Pfeiffer said there are often matching grants
available to such foundations as well. Commissioners asked if there could be a press release or information made
available to the public so they would know the process. Director Hanson said she would look in to ways to advertise the
process to the public sector with suggestions of the City website, handouts in parks offices, etc.
STAFF REPORTS
West Hylebos Boardwalk Update — Sanders reported that the Hylebos Boardwalk bid was awarded to Epic Construction
of Bellevue by City Council. Sciacqua said Sanders will be meeting with the Historical Society and Friends of the
Hylebos on signage, benches, etc. on June 12, 2007.
• Playground Equipment Repair /Replacement — Sanders took photos of the park playgrounds that are being discussed for
replacement and/or repair and distributed to commissioners. Pfeiffer suggested it be tabled until after the park tours so
they could be evaluated. Sanders discussed new materials of playground equipment that is replacing wood components.
A consensus after evaluating the photos for replacement/repair was as follows: 1) Mirror Lake, 2) Lake Grove, 3)
Wildwood, 4) Whispering Hills and 5) Steel Lake Annex. A final decision will be made after the tour of the parks on

NEW BUSINESS
Commissioner David Talcott announced his resignation from the commission effective inunediately since he is moving
to Edgewood.
