Parks Comm MINS 08-02-2007 • • CITY OF FEDERAL WAY PARKS, RECREATION AND CULTURAL SERVICES PARKS AND RECREATION COMMISSION Thursday, August 2, 2007 Hylebos Conference Room 6:00 p.m. City Hall MINUTES Chair Konkell called the meeting to order at 6:00 p.m. Present: Chair Fred Konkell, Vice Chair Marie Sciacqua, Brian Ailinger, Cindy Dodge, Tom Medhurst, Carol Otto and George Pfeiffer. Excused: Ade Bright. Unexcused: Helen Stanwell. Staff: Parks and Facilities Manager Steve Ikerd, Recreation and Cultural Services Superintendent Mary Faber, Parks Planning and Development Coordinator Betty Sanders and Administrative Assistant Peg Wright. Guests: Commander Kyle Sumpter, Federal Way Public Safety. Sciacqua moved: Otto seconded motion to approve the June meeting minutes as written. Motion passed unanimously. PUBLIC FORUM Diana Noble - Gulliford — She spoke as a representative of the Federal Way Historical Society requesting changes in landscape planning at Hylebos Park. They would like to see more grassy areas for picnic and recreational use. Also, there are issues with no restroom facilities on site. People are going to the bathroom behind one of the cabins causing a stench as well as health and cleanliness issues. Ms. Sanders responded that staff is looking at restroom options to address the current and future needs at Hylebos Park. Ms. Sanders also reported that she is working with user groups to make interpretive signs for the Hylebos Park area. Ikerd reported that the trail is being upgraded from the parking lot to the boardwalk. COMMISSION BUSINESS Police Report — added to agenda for reporting on recent Steel Lake incidents. Commander Sumpter reported on the active, on -going investigation at Steel Lake Park regarding the shooting in the park last night at 8:30 p.m. Two teens were hit by gunfire, a 15 -year old female and a 16 -year old male, in the vicinity of the basketball court. Ikerd said the park was locked down for the Police investigation until approximately 6 p.m. today. Commander Sumpter said it appears to be gang and drug related. He said there was another shooting last week adjacent to Lake Grove Park with a suspect in custody which appears to be drug related. Ikerd said staff is looking at installing cameras in the Skate Park and basketball areas of Steel Lake Park. Work Plan - Ikerd distributed an updated Work Plan and reported on each item listed. The Sacajawea Park soccer field repair has been completed but Pfeiffer said it appears the life expectancy on the product will be more like 8 -9 years over the projected 15 years. City Attorney orientation and impact fee update was completed in June. Atlas Tracks was awarded the contract for the Saghalie Park soccer field renovation. Volunteer projects are on -going throughout the year and Ikerd invited the commission to participate in any of these projects. Dumas Bay restoration has been put on hold because of the staff workload plus community has concerns about the sea lettuce problem which SWM is addressing. A consultant has been selected for the trail and walking plan, and the scope of work for . the project is being negotiated. Downtown public space design was discussed with ownership, maintenance, crime in area being the concerns at this site. Camp Kilworth goes to court in September to review title. Playground equipment replacement was discussed. Donations to Parks — tabled until next month for report from PRCS Director Hanson. Recap of Park Tours - Ikerd reported on the commission park tours of June 21 and July 19` Thanks to Carol Otto and Brian Ailinger for providing food. Pfeiffer asked about the bench issues with Ikerd saying staff have been working on repairs, removal, etc. STAFF REPORTS Red, White and Blue Festival — Ms. Faber reported and distributed marketing materials from this years festival. It is estimated there was over 15,000 persons in attendance on -site. There are thousands more who view from off -site locations, too. Free and pay activities are available so all persons attending can participate. Parking can be on -site and paid for or patrons can park off -site for free and walk in to the park to enjoy the festivities. She noticed there was some gang presence at this year's festival around the stage area. Staff and Police were able to defuse it and disperse by changing the music and atmosphere in the immediate area. Gang presence dispersed immediately. Community Center Pass Sales Update — Ms. Faber reported there are 1070 pass -types sold at the new Federal Way Community Center to date — 2796 members. The climbing wall and Senior Lounge are not seeing much use. Discussion followed on providing a food and drink service on site. Weekend room rentals are currently at 75 %. Project Update: Hylebos Boardwalk Update — Ms. Sanders reported on the demolition of the boardwalk. The back end of the park is closed and fenced during this work process. Although it is signed, persons are still trespassing in to the work area. Next phase is the installation of the foundation materials. It is being fabricated off -site then transported to the park for installation. Playground Equipment Update — Ms. Sanders reported on playground recommendations from staff viewpoint. Wildwood Park and Whispering Hills are the most needy because of safety issues. A public meeting needs to be scheduled to assess the Wildwood neighborhood needs and age group of playground equipment. Mirror Lake, Lake Grove and Dash Point Highland Parks will be considered and prioritized in the future. Pfeiffer moved: Sciacqua seconded notion to endorse the staff recommendations /priorization of starting with Wildwood and Whispering Hills then review the other three in January. Saghalie Park Soccer Field — Atlas Track was awarded the contract for the Saghalie field renovation. Celebration Park Maintenance Building — Ikerd reported the plans are with the architect and engineer reviewing for bid process.
