Adjournment Next Meeting is December 6, 2007 CITY OF FEDERAL WAY PARKS, RECREATION AND CULTURAL SERVICES PARKS AND RECREATION COMMISSION Thursday, September 6, 2007 Hylebos Conference Room 6:00 p.m. City Hall MINUTES Chair Konkell called the meeting to order at 6:04 p.m. Present: Chair Fred Konkell, Vice Chair Marie Sciacqua, Ade Bright, Cindy Dodge and Tom Medhurst, Excused: Carol Otto and George Pfeiffer. Unexcused: Brian Ailinger and Helen Stanwell. Staff: PRCS Director Donna Hanson, Pars and Facilities Manager Steve Ikerd and Parks Planning and Development Coordinator B. Sanders. No public forum. Sciacqua moved: Konkell seconded motion to approve meeting minutes per changes by Sciacqua. Motion passed unanimously. COMMISSION BUSINESS Donations to Parks — Director Hanson has spoken with Assistant City Manager Iwen Wang and all is in place to accept donations from persons wishing to donate monies to the City. Hanson also spoke with Communication and Government Affairs Manager Linda Farmer and she is working with MIS to revamp the City website. The process for accepting donations will be part of the scheduled updates to make it more user friendly to the public sector. Chair Konkell said he is willing to write a letter to newspapers to make people aware of the opportunity. Hanson said information of this nature generally goes out to the public as a press release. She encouraged Konkell to draft a letter for review. Konkell asked commissioners to send him their input on the subject. Camp Kilworth — Hanson reported that there was no decision by the judge after oral arguments in Pierce County Court this morning. STAFF REPORTS Celebration Park Maintenance Building Update — Ikerd reported that the Council approved building construction in Celebration Park. He hopes to apply for permitting early next week then will go out to bid. Update on Whispering Hills Playground — After touring the site, staff was contacted by the new owners, Mosaic USA, who have bought the entire development and changed property use to condos. They told the City they do not want the playground on site. Staff is working with them on maintenance issues as well. Project Updates — Ms Sanders reported on the proposed Community Meetings for Wildwood and Cedar Grove Parks. Wildwood Park meeting will be held at nearby school and B. shared some available dates next month. Cedar Grove will have two meetings with one incorporating the police department to start a Blockwatch program and get the neighborhood involved in some volunteer projects. Federal Way Community Center Security System has a budget of $150,000. Bids were acquired but came back high on two different components. The intrusion detection system was decided upon because it came in under budget. Hylebos Boardwalk project is going well and B. distributed photos of work being done. Fabrication is being done off -site then the contractor brings modules in for placement. Sciacqua reported that the Barker Cabin at Hylebos has had the chimney river rock installed and the floor is M. No date when the Denny Cabin will start renovation. Saghalie Field project is on hold for state funding. Trails and Walking Plan is being fine -tuned and B. is attending meetings on this concept B. said there would be a couple public meetings locally to acquire information, possibly as early as October. Parks and Recreation immission, September 6, 2007 • Page 2 NEW BUSINESS Ikerd reported that parks maintenance crews have been clearing blackberries, brush and dead alders from Mirror Lake Park. Neighbors have voiced their appreciation and feelings that the site is safer. Sciacqua reported that on a trail in Celebration Park, she came across a camp with a smoldering fire that had been recently vacated. Recent police activities in Steel Lake Park have quieted with school back in session and cooler fall weather. The new WiFi system has installed cameras in Steel Lake Park and they are looking at power sources to install one at the Skate Park as well.
