Parks Comm MINS 11-01-2007 • • • CITY OF FEDERAL WAY PARKS, RECREATION AND CULTURAL SERVICES PARKS AND RECREATION COMMISSION Thursday, November 1, 2007 Hylebos Conference Room 6:00 p.m. City Hall MINUTES Chair Konkell called the meeting to order at 6:08 p.m. Present: Chair Fred Konkell, Vice Chair Marie Sciacqua, Brian Ailinger, Ade Bright, Carol Otto and George Pfeiffer. Excused: Cindy Dodge and Tom Medhurst. Unexcused: Helen Stanwell. Staff: Parks and Facilities Manager Steve Ikerd, Parks Planning and Development Coordinator B. Sanders and Administrative Assistant Peg Wright. Guests: Jeanne Burbidge, council member and Chad Stalder, resident. No public forum. Sciacqua moved: Bright seconded motion to approve the September meeting minutes as written. Motion passed unanimously. COMMISSION BUSINESS No commission business. STAFF REPORTS Celebration Park Maintenance Building Update — Ikerd reported that PRCS has applied for a land use and building permit through Community Development. Currently have land use permit and working with CD on building permit. He hopes to send building bid packet out next week to have them back by the end of November. Staff hopes to have building up and operational by the beginning of the busy season next Spring. Ikerd discussed plantings of trees and shrubs for best road view appeal as well. Projects Reports — Saghalie Field Update - Sanders reported that work has begun on the Saghalie field with approximately 7" layer of sand (2000 cubic yards) being removed. Approximately 800 cubic yards was transported to Steel Lake where staff leveled it on the beach. One corner of the field was very soft, holding water, but it doesn't appear it will be have to be replaced. Turf will be delivered in December. February 3, 2008 is the projected completion date, weather permitting. Trails and Walking Plan — Sanders said they must revise the scope of work because the consultant came in with a cost that was more than what is budgeted. Proposition 2 that recently passed includes monies for trail systems in King County and the City could expect approximately $140,000 yearly for six years. Discussion followed 011 connecting trails to Pierce County, BPA Trail, Interurban Trail and making a trail system through Camp Kilworth to best utilize the property. Hylebos Boardwalk — Sanders said the boardwalk replacement has been going very well and weather has been cooperative for the contractor. Project should be completed by mid- December. After the last windstorm, a large cedar tree is leaning across the next section of the boardwalk to be replaced. Staff is looking at what would be the best way to remedy it. New interpretative signage was discussed and B. is looking at vendors in cooperation with the Friends of the Hylebos. Sanders said an Dedication will be scheduled in the Spring since it will be completed in winter and weather may not cooperate for an on -site celebration at that time. Burbidge said the Lodging Tax committee is planning a Spring month of activities, focusing on gardens and possibly including the Hylebos. Wildwood Park Public Meeting — Sanders reported there was a good turnout of 10 adults and children as well as Commissioners Carol Otto and Fred Konkell in attendance. She received positive input and residents also voiced concerns on cleanliness issues around the play area, too dark from trees, underage kids smoking, people not picking up after their dogs, homelessness and prostitution. Residents would like to keep the trail system but have it improved between the school and other sides of the park. The play equipment they chose targeted upper body exercise and the new "web" style of play structures. B. would like to invite 3 -4 playground vendors to meet with staff and commissioners with their new designs for input. BMX track was discussed again. • Parks and Recreation C November 1, 2007 Page 2 STAFF REPORTS (continued) Cedar Grove Meeting — Sanders reported there were no residents at the meeting, only 2 staff persons and 2 commissioners. There were no residents in attendance at the Volunteer Work Party that was scheduled either. NEW BUSINESS Camp Kilworth — the decision of the court is that the property can be sold to the City but the appeal period is still in effect. Appeal period started October 26, 2007 and will run for thirty days. Pfeiffer reported that there are leaning firs over the northeast corner of the new Saghalie field and will overhang it. He suggested the trees be trimmed to alleviate any future problems. Pfeiffer asked about issues at French Lake Park concerning a gate and fencing that is falling down. Since dogs are running free, they have access to resident homes with the fence falling in to the park. The fences belong to the residents but the City has changed use of the park, so the question is what responsibility does the City have to do repairs. Ikerd will check on this topic and report back at the next meeting. Pfeiffer asked about the marketing plan and financial wellbeing of the Federal Way Community Center. He referenced the recent article in the News Tribune and feels they were led to believe sales and marketing were better than reported in the newspaper article. He asked about the FWCC marketing plan and what was being done during this high -sale time of year. Ailinger said he took a tour of the center with John Hutton and they discussed marketing tactics. Pfeiffer suggested bringing in an independent marketing group then have staff implement the process. Sanders said that GreenPlay is doing a six month assessment of the facility for Mary Faber. Sanders and Burbidge both responded that staff and council are looking at other sources of promotion of the center as well. Konkell said the input he has heard is that pass prices are too high. Sanders said an RFP on Impact Fees went out last week. She said they have already received some interest on it. Pfeiffer and Burbidge discussed the route of the light rail through the City. Chair Konkell will attend the PRHSPS Council Committee meeting. PENDING ITEMS No pending items.
