A RESOLUTION of the City Council of the City of Federal Way,
Washington, Amending the Rules of Procedure by Adding a Sub-Section
under Section 9— Council Relations with Staff - Regarding Interaction
with Represented Employees.
WHEREAS, the Federal Way City Council adopted Rules of Procedure January 21,1992;

WHEREAS, the Federal Way City Council has modified the Rules of Procedure; and
WHEREAS, the Federal Way City Council discussed Staffrelations in its retreat on January
28, 2010; and
WHEREAS, the Federal Way City Council directed the City Attorney to prepare an
amendment to the Rules of Procedure regarding interaction with represented employees;
NOW THEREFORE, TI�E CITY COUNCIL OF THE CITY OF FEDERAL WAY,
RESOLVES AS FOLLOWS:
Section 1. A New Sub-Section Regarding Interaction with Represented Employees is added
to Section 9 as follows:
9.11 Council recognizes the unique status of emplovees represented by labor unions, and
will refrain from meetin� with those emplovees during negotiations in order to
prevent any misunderstandings or the perception of circumventing the formalized,
statutorv negotiation process. Council members mav meet with represented
emplovees at candidate endorsement interviews or other political forums. However,
at all times, Council will not discuss or address ne�otiation topics with the
represented emplovees.

Section 2. Severabilitv. If any section, sentence, clause orphrase of this resolution should be
held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,
clause or phrase of this resolution.
Section 3. Corrections. The City Clerk and the codifiers of this resolution are authorized to
make necessary corrections to this resolution including, but not limited to, the correction of
scrivener/clerical errors, references, resolution numbering, section/subsection numbers and any
references thereto.
Section 4. Ratification. Any act consistent with the authority and prior to the effective date
of this resolution is hereby ratified and affirmed.
Section 5. Effective Date. This resolution shall be effective immediately upon passage by
the Federal Way City Council.
