Adjournment NEXT MEETING IS APRIL 1, 2010 • CITY OF FEDERAL WAY PARKS, RECREATION AND CULTURAL SERVICES PARKS AND RECREATION COMMISSION Thursday, February 4, 2010 Hylebos Conference Room 6:00 p.m. City Hall MINUTES Vice Chair Ailinger called the meeting to order at 6:00 p.m. Present: Vice Chair Brian Ailinger, Julio Diaz, Martin Moore, Carol Otto, George Pfeiffer, Justin Schmitter, Jack Sharlock, Louise Wessel and Karl Zinner. Excused: Fred Konkell, Dwight Otto, Marie Sciacqua. Staff: PRCS/PW/EM Director Cary Roe; Parks and Facilities Manager Steve Ikerd and Administrative Assistant Susan Clary. Otto moved: Zinner seconded motion to accept the January, 2010 Parks and Recreation Commission meeting minutes as written. PUBLIC FORUM Tom Bontempo - Mr. Bontempo has looked at several park sites with the potential for a Disc Golf course. Finding adequate parking presents a problem. He likes Celebration Park, and Sacajawea would work well for a short, 9 -hole course. There is the likelihood for 75 -100 people in town on the week -ends for this activity. It was agreed that Mr. Bontempo will draw up a set of plans with course layout and bring them to the March 4 committee meeting for discussion. COMMISSION BUSINESS Disc Golf — After careful review of several sites, it was determined that Panther Lake and Celebration Park provide some good options. Additional information is needed concerning what the setbacks are at Celebration Park before proceeding any further. Approximately 10 -12 acres are needed for a course. The City of SeaTac has a good example of a great course that just basically follows a trail. Trail Pedestrian Access Subcommittee Report — Ailinger reported they were unable to meet this past week. Priorities were voted on last month and the top 2 are: 1) increasing awareness of existing bikeways/walkways; 2) connecting Hylebos to Celebration via Panther Lake. Ailinger spoke to a number of people and asked them to identify social trails already being used so they can be inventoried. Ikerd reported on the possibility of crossing 348 at W. Hylebos State Park. Public Works Traffic Division advised there may be a crossing going in at 6 Ave. and 348 just east of the Hylebos Park, that is similar to the crossing at 356 . Roe confirmed that the Hylebos boardwalk is the top priority with a trails inventory map second. The next Subcommittee meeting is scheduled for February 18, 5:30 p.m. in the Hylebos Conference Room. There will be further discussion of some short-term concepts. Reservation Proposed Fee Increase — Roe reported it has been 5 years since the last fee increase. The proposed schedule is going to the Parks, Recreation, Human Services & Public Safety Committee next week. The fee schedule was reviewed with consideration for the current economy, and the rates in neighboring jurisdictions. The proposed increase would place us in the middle of the pack. Our parks get a lot of use which is what we want. Pfeifer suggested charging more for site #5 during the peak season. Ikerd felt that the primitive nature of the site would prohibit a higher fee. He reported that there will be an automatic increase based on CPI built into the fee schedule. Moore was pleased to see that in today's economy the fees are affordable for families. Diaz moved to accept the proposed fee schedule and forward it to the City Council subcommittee; Otto seconded. Motion carried unanimously. STAFF REPORTS Playground Equipment Data - Ikerd reported that the playground equipment installation at Sacajawea was completed today. The structure and play chips are in. Steel Lake Annex will be finished 2/5 or 2/8. Installations at Alderdale Parks and Recreation Commission, February 4, 2010 Page 2 and Saghalie are targeted for April. Roe suggested bringing back the balance of the list and prioritizing it in relation to the new 2010 budget. He is hopeful another handful of playgrounds can be done. NEW BUSINESS Sharlock asked for an update concerning the aggressive dog situation at French Lake Park and the off -leash problem at Steel Lake Park. Roe advised that staff is working with the Police Dept. on the Steel Lake issue and the leash law will be enforced. They are also working with Park Pals to get names and license plate numbers of owners. If the owners fail to comply, they will be trespassed from the park. If that action fails to change the behavior, then they • can and will be arrested. Pfeifer asked about the status of new park signage. Hord said the signs are in, but they need to be tweaked a bit before they can be installed. There will be additional signage at Celebration Park, sites 5 & 6. Essentially, the higher use areas are a priority for installation. Moore reported on the success of the Americorps work project at Dumas Bay. The stairs and landing are finished. He thanked Jason Gerwen and his staff for all their support.
