The Department officers and administrators identified by the City Council shall be appointed by the Mayor, and subj ect to confirmation by a maj ority of the members of the City Council. If the Council shall refuse to confirm any such nomination of the Mayor, then the Mayor shall appoint another person to fill the office, and the Mayor may continue to appoint until the appointee is confirmed. The Council shall have up to two regularly scheduled council meetings to act upon the Mayor's appointment, but should the Council fail to act within that period of time, the appointment will be deemed confirmed. The Mayor shall have the ability to make interim appointments for up to six months without Council confirmation. Director) K:\cm\electedmayor\appoint posirions\renton confirm I IIU . � � m . � �r CITY ATTORNEY'S OFFICE 1VIEMORANDUM DATE: APRIL 13, 2010 TO: CITY COUNCIL MEMBERS CC: BRIAN WILSON, CITY MAI�IAGER/POLICE CHIEF FROM: PATRICIA RICHARDSON, CITY ATTORNEY Q� SUBJECT: APPOINTIVE DESIGNATION: FINANCE DIRECTOR AND FINANCiAL SERVICES ADMINISTRATOR P.ND IDENTIFY WHICH POSITIONS FOR COUNCIL CONFIRMATION The purpose of this staff repart is to address four main areas: (1) to confirm the Ciry Council's direction from the April 6, 2014 Study Session where Council designated the departmental organizational structure of the City; (2) to further discuss the Finance Director and Financial Services rldministrator positions in regards to designating the positions appointive positions; (3) to deternune if Council wants to designate confirmation for additional positions; and (4) administrative support for the Council. RCW 35A.12.020 states that all appointive positions identified by Council must set forth, in an ordinance, the position title, the duties, the authority and the qualifications. Departments At the April 6, 2010 Study Session the City Council directed the City Attorney to commence drafting an ordinance to establish the following departments: 1. Mayor's Office {converted from the City Manager's Office) 2. Community Development Services 3. Finance 4. Human Resources 5. Information Technology Services 6. Law 7. Police 8. Public Works/Parks, Recrearion and Cultural Services The City Council also deterinined that the proposed functions or authority for each department as presented in the Staff Report are acceptable. Appointive Positions 1. Mandator}� Posirians. The City Council determined that the following positions with the posirion tide, duties and qualificauons absent years of experience should also be confirmed by Council: A. Ciry Clerk B. Police Chief C. City Attorney 2. Discretionary Positions. The City Council approved the following positions with the position tide, duties and qualifications absent years of experience: A. Communiry Development Services Director B. Human Resources Director C. Information Technology Services Director D. Public Works/Parks, Recreation and Cultural Services Director E. Communications and Government Affairs Manager F. Economic Development Director 3. Further Discussion. The Ciry Council wanted more discussion regarding the Finance Director and Financial Services Administrator positions. Attached are two documents of two columns setting forth the similar duties and the different duties as prescribed by the position descriptions to assist Council in providing direction to the City Attorney. Councit Confirmation of Positions The City Council approved the confirtnation language in Ordinance No. 10-643, which states: 2.10.13 Rules for Appointing Officers. Also, the attached outline shows that the Renton city council confirms the appointments of department directors and those positions in the mayor's office. Council Administrative Support Attached is a table of cities' responses concerning a�iministrauve support for Council. As the table shows, the individual providing support to counciT is separate from the support provided to the mayor. Although the table shows that council hires the liaison, Renton's city attorney indicatecl that the hiring is tnore of an informal practice. For the last vacanry council "hired" the liaison as some council members participated in the interview panel. And yet, the liaison position is supervised by the mayor or designee as council is not present full time.
