Parks Comm MINS 04-01-2010 CITY OF FEDERAL WAY • PARKS, RECREATION AND CULTURAL SERVICES PARKS AD RECREATION COMMISSION Thursday, April 1, 2010 Hylebos Conference Room 6:00 p.m. City Hall MINUTES Chair Konkell called the meeting to order at 6:00 p.m. Present: Chair Fred Konkell, Julio Diaz, Martin Moore, Carol Otto, George Pfeiffer, Justin Schmitter, Marie Sciacqua, Jack Sharlock, Louise Wessel and Karl Zinner. Excused: Vice Chair Brian Ailinger and Dwight Otto. Staff: Parks and Facilities Manager Steve Ikerd and Administrative Assistant Peggy Wright. Minutes from the March Parks and Recreation Commission meeting were approved as written. PUBLIC FORUM Tom Bontempo - Mr. Bontempo distributed a handout on the cost estimate to build a 18 -hole disc golf course. His estimate of $10,676.00 is using volunteers to build it with parks staff doing the major heavy equipment use and falling of a few trees. He showed a map of the Panther Lake/BPA Trail area for a proposed course. He reiterated the low cost investment for the profits it brings in to the City. He said weekends bring an average of 200 vehicles and on weekdays an average of 80 vehicles to the course. Sharlock asked how long to build a course of this nature with Bontempo estimating approximately two months with staff assistance. The issue is parking to accommodate users. Bontempo would like to use the back parking lot of the Aquatic Center for parking but it would need to be approved by King County since it is their property. I and Bontempo will check with Community Development department on wetland restrictions in the proposed course area and report at the next meeting. Discussion followed about on -going maintenance costs of the course, liability to the City, parking at Aquatic Center, etc. Funding is the major issue with Sharlock asking about a grant to fund it — Ikerd reiterated that there are no grant writers in the PRCS department to apply then administer /maintain a grant of any sort. Pfeiffer said he is concerned beginning another project when funding is tight and there aren't additional monies for maintenance and operational costs. Pfeiffer said the soccer association approached King County on using the Aquatic Center back parking area as overflow parking on weekends and were denied. With other entities involved with the BPA Trail, Tacoma Water and BPA will also need to be consulted if used for a disc golf course. COMMISSION BUSINESS Trail and Pedestrian Access Subcommittee Report — Ikerd reported that Public Works are doing improvements at the intersection of 348 Street and 1St Avenue which will benefit the trail connection between BPA Trail and Hylebos. Discussion followed on the benefits of this opportunity. The MRSC (consultant/contractor) roster can be used for acquiring consultants. Ikerd printed off the current vendor list and said the process is to choose 3 -5 consultants who will then be interviewed by a staff panel and ultimately one consultant hired from this group. Zinner will review the list, research consultants best qualified for this project and bring information to next subcommittee meeting (date and location to be announced). Commissioners would also like to see the consultant do a trail map of the City which could be addressed in a RFP to see what costs would be for both projects. Disc Golf— discussed during Public Forum. Picnic Fee Increase — Ikerd will be doing another presentation to the City Council on April 6, 2010 on proposed picnic reservation fee increase. He will be presenting a resident versus non - resident fee structure as well as off - season versus peak- season fee structure. Commissioners discussed the City Council decision in length. Playground Visitation — A tour of parks with playgrounds needing replacement is scheduled for April 22 at 5:30 p.m. — confirmation will be made prior to tour date. The playgrounds being visited are Olympic View, Dash Point Highlands, Adelaide, Mirror Lake and Wedgewood parks. Park Rules Enforcement — Commissioners would like a presentation from the Police Department on the upcoming change in Animal Control in the City as well as from the Bike Patrol division. Ikerd will see if they are available to give a presentation at the June Parks and Recreation Commission meeting on June 3, 2010. NEW BUSINESS Earth Day is April 24 and there are seven locations for volunteer opportunities. Ikerd asked if one commissioner could be at each site where public sign -in to introduce themselves and welcome public to the activity. Commissioners were asked to notify Parks and Facilities Supervisor Jason Gerwen on the site they wish to volunteer so all don't show up at the same site. Moore asked about the water situation at French Lake dog park. Ikerd and Konkell said the pond continues to be tested regularly and results are posted for all park users. Moore asked about drinking water — Ikerd responded that the City does not have access to a water supply nor funding to supply it. Users continue to pack in their own water. Ikerd said he is working with the Law Department on a request for a RFP to use energy grant and State loan monies to improve the Energy Performance at City Hall. Chair Konkell encouraged commissioners to re -apply if their term expires and those who are alternates to apply for vacant voting positions. Chair Konkell can attend the PRHSPS Council Committee on April 13, 2010.
