MINUTES
Chair Konkell called the meeting to order at 6:04 p.m.
Present: Chair Fred Konkell, Brian Ailinger, Julio Diaz, Martin Moore, Carol Otto, Justin Schmitter, Marie Sciacqua, Louise
Wessel and Karl Zinner. Excused: Mody Catahan, Chris Hash, Dwight Otto, George Pfeiffer, Jack Sharlock.
Staff: PRCS/PW/EM Director Cary Roe, Parks and Facilities Supervisors Jason Gerwen and Tim Dickinson, and Susan Clary
substituting for Administrative Assistant Peggy Wright.
Sciacqua moved; Zinner seconded motion to approve the August meeting minutes of the Parks and Recreation Commission as
written. Motion passed unanimously.
COMMISSION BUSINESS
Playground Replacement Recommendation — Parks and Facilities Supervisors Dickinson and Gerwen presented information
concerning playground replacement at Steel Lake Annex, Alderdale, Sacajawea and Saghalie Parks. They sought estimates
from different contractors and presented mock -ups of attractive equipment with proven longevity. At this time, there is
approximately $152,000 budgeted for playground replacement. With a show of hands, commissioners selected Option
"brown" for Steel Lake Annex, Option "B" for Alderdale, and Option "A" for Sacajawea. There are some constraints at
Saghalie with comparisons similar to Alderdale. The model presented would cost approximately $35K to install. With a show
of hands, Commissioners agreed this is the direction they want to proceed with Saghalie. Ailinger moved; Sciacqua seconded
motion to proceed with installations beginning November 1, 2009. The motion passed unanimously.
STAFF REPORTS
2009 -10 Budget Update — Director Roe distributed two documents that detail impacts to the budget, and reviewed each item
with the Comissioners. First, Long Range Plan Adjustments and their impact to the Parks Department and second, a list of
Parks Capital Improvement projects.
French Lake Dog Park/Small Dog Area — Parks Supervisor Gerwen met with Park Pals and citizens, forming a consensus on
where the small dog park area should be located in French Lake Park. There was no dissension. Fencing of the pond will take
place next week. The fencing material is available, but the gates need to be ordered. Director Roe stated that in general, the
water in the lake has tested somewhat better this summer than in the past.
FWCC Cafe Construction — Parks Supervisor Gerwen informed the Commission that the City has signed off on the permitting
and a Health Department inspection is scheduled for tomorrow. If the inspection passes, a soft opening is scheduled for
September 19. There is no date certain yet for an official grand opening.
2009 Work Plan Revisions — Parks Supervisor Gerwen provided a progress update on the Parks Commission Work Plan.
Sacajawea and Lakota Parks have been removed from the Plan because they were not funded at the original level. The Earth
Day volunteer event in April was very successful. Commission attendance at future events would be very beneficial and could

only make the event better. Chair Konkell asked that the Commission members receive an email notice in the future prior to
this type of event. Gerwen advised that this information would be included in his weekly update report.
Pedestrian Paths/Trails — Chair Konkell suggested forming a subcommittee to work with staff on this project. Commissioners
whose names were suggested, and those who volunteered were Zinner, Catahan, Diaz, Dwight Otto and Ailinger. Director Roe
will request an opinion from the city attorney concerning the number of participants in the subcommittee and any voting
restrictions, or requirements. The subcommittee will brainstorm what resources are needed and bring that information back to
the commission.

NEW BUSINESS
Commissioner Moore said that he recently became a member of AmeriCorps, and Federal Way has the largest program in the
nation.
Chair Konkell reported that he, along with Commissioners Schmitter and Wessel, attended the recent Diversity Commission
meeting. They have a serious need for volunteers. They are really looking for an infusion of enthusiasm.

The next meeting is October 1, 2009 and will be held in the senior lounge at the Federal Way Community Center.
