Parks Comm MINS 12-04-2008 1 � CITY OF FEDERAL WAY PARKS, RECREATION AND CULTURAL SERVICES PARKS AND RECREATION COMMISSION Thursday, December 4, 2008 Hylebos Conference Room 6:00 p.m. City Hall MINUTES Chair Konkell called the meeting to order at 6:02 p.m. Present: Chair Fred Konkell, Vice -Chair Brian Ailinger, Modesto Catahan, Scott Chaffee, Martin Moore, Carol Otto, George Pfeiffer, Marie Sciacqua, Jack Sharlock and Karl Zinner. Excused: Julio Diaz. Unexcused: Chris Hash and Sheri McConnaughey. Staff: Interim PRCS Director Steve Ikerd and Administrative Assistant Peggy Wright. Guests: Jeanne Burbidge, Council member. No public forum. Ailinger moved: Sciacqua seconded motion to approve the meeting minutes as written. Motion passed unanimously. COMMISSION BUSINESS No Commission Business on agenda. STAFF REPORTS Review Sacajawea and Lakota Master Plans — Ikerd displayed maps of Lakota and Sacajawea Parks by Macleod Reckord Landscape Architects, who did the designs in 2006. The designs were completed after public meetings were held for both locations. At Lakota, the design revealed the southwest berm that was added to control flooding issues. Paths in the area will be gravel instead of asphalt, Ikerd said they are easier to maintain. Discussion followed on the safety of school children on the Fire Department property, walking through the wooded "tunnel" area towards 312 Street. There were concerns on visibility and requesting opening site lines at a future date. Joint use of the properties were discussed by commissioners, as well as fees. The next biennium budget was approved Tuesday evening with the Lakota project losing $400,000 in funding. Ikerd presented the existing and conceptual designs by Macleod Reckord Landscape Architects on Sacajawea Park. This park experiences a lot of vandalism in the upper park and bathroom areas. The conceptual design would include improved, smaller parking areas, extended plaza area and pickleball courts. Pfeiffer said this is one of the highest used parks in the City. It is estimated that it will cost $7.5 million for this project with no monies budgeted at this time other than the $110,000 to change the design in 2009. Cost of Security Cameras in Parks — Ikerd said it is difficult to estimate the costs of security cameras because each parking lot can require different equipment. Another option that would affect cost is whether it could be done by M- I house staff. MIS staff just installed an extensive camera/security system at the Federal Way Community Center. J n' Y Y tY A rough estimate would be $5,000+ per site. There are meetings set up between police, the soccer association and City staff on the ongoing break -ins of vehicles. Pfeiffer said parents have begun patrolling the parking lots themselves, wearing fluorescent vests, carrying flashlights and walkie- talkies /cell phones. One person caught prowling in a parking lot was detained by parents last week. Celebration Park Building Update — Ikerd reported that the contract is in Law for a second review, with the goal of • starting construction in December, 2008. NEW BUSINESS Commissioner Chaffee inquired on the status of the cottonwood project along the BPA Trail. Once the cottonwoods are removed, the asphalt repair will begin with long repair areas being done, not just small area patching. The old asphalt will be totally removed as well as the cottonwood tree roots before a new base and asphalt is laid. Parks and Recreation •mission, December 4, 2008 Page 2 NEW BUSINESS (continued) Commissioner Pfeiffer discussed the extensive graffiti from the Thanksgiving weekend. He said it is always an issue over long weekends when youth are out of school. He said the BPA Trail has been hit heavily the past five years. Ikerd reiterated the City's stance on removing graffiti within a 48 -hour timeframe whenever possible. Chair Konkell said the City of Renton has recently passed a strict law on graffiti where parents can be held liable for their children upwards to a $5,000 fine. Aggressive panhandling was discussed. A commissioner approached a panhandler who had a woman blocked in by her car at Top Foods. When he confronted him, the panhandler moved to Albertsons so the commissioner called police when he saw him there approaching shoppers. Ikerd reported on the Wildwood Park play structure replacement. The old structure has been removed and the new one completely installed and functional. Benches and tables will be added to the park in the near future. Some brush removal has been done to improve site lines. Sciacqua reported on sign installation at Hylebos Park. The cement footings have been poured and sign - makers will be installing the signs on December 29 -30, 2008. Pfeiffer asked about the signage for the soccer fields concerning "walk -on" useage. ed that the budget had been approved at the Tuesday evening City Council meeting. staff Ikerd reported g pp Y g tY .There were no sta g P lay -offs although each department was asked to cut their budget for 2009 -2010. Lakota Park monies were cut approximately $400,000 and if Council accepts the HOA offer of assuming Laurelwood Park, those monies would 300 000. That would leave $200 000 for clean-up of the site. Ikerd reported that he pulled the Laurelwood Park item from the Council Committee agenda until he gets more information concerning taxes, property title search, etc. He was told by King County Assessors office that if the City assumed the property, they would have to pay the back property taxes so he ordered a title search. Ikerd wanted to have all facts and costs associated with this property available prior to recommending it to the Council Committee. The commission meeting in January will discuss Impact Fees. It will go to the Planning Commission on January 7 stakeholders meeting/Parks and Recreation Commission on January 8, 2009 and City Council on January 20, 2009. Sciacqua asked about the French Lake Dog Park meeting on Monday, December 8 Assistant City Manager Cary Roe will be facilitating the meeting with Ikerd and Jason Gerwen in attendance. Commissioners were asked to attend and nametags will be provided for identification. Otto remarked that there are a lot of dogs running loose /unleashed in Steel Lake Park. She has also observed people feeding the ducks and squirrels regularly on the beach. The squirrels are coming up to people aggressively for food now along the beach and walkway. Moore asked about information he received from a concerned resident on the loss of property in Steel Lake Park. Ikerd explained the City Access project and possible loss of Steel Lake Park property to accommodate widening of the road for the off -ramp. Ikerd explained that it is in the future by 5+ years. Pfeiffer asked about a postcard he received in the mail advertising a Boys and Girls Club in Federal Way just down the street from Steel Lake Park on 28 Avenue. Ailinger said it is next door to Truman High School, right at the HOV ramp and has been there for a few years. Chair Konkell will attend the PRHSPS Council Committee meeting on Tuesday.
