MINUTES
Chair C. T. Purdom called the meeting to order at 6:00 p.m.
Present: Chair C.T. Purdom, Vice Chair George Pfeiffer, Don Dennis, Fred Konkell, Tom Medhurst, Carol Otto,
Marie Sciacqua and David Talcott. Excused: Ade Bright, Cindy Dodge and Joel Howitt.
Staff: PRCS Director Donna Hanson, Parks and Facilities Manager Steve Ikerd, Recreation and Cultural Services
Superintendent Mary Faber, Parks Planning and Development Coordinator Betty Sanders and Administrative
Assistant Peg Wright.
Guests: Economic Development Director Patrick Doherty, Harrell and Sally Hurst, Jim Lessler and Kevin Morris.
Meeting minutes from the April Parks and Recreation Commission were approved as amended.
PUBLIC FORUM
Chair Purdom announced he and David Talcott were re- appointed and Carol Otto and Helen Stanwell were
appointed as alternates for three -year terms to the Parks and Recreation Commission.
Fred Konkell said that 70% of the BPA Trail users are dog owners who let their pets run off -leash and there is feces
everywhere along and on the trail. Konkell approached one person who became abusive when confronted on not
cleaning up after his pet. Pfeiffer said he, too, observed three dog messes in the middle of the trail on one days
outing. One of Pfeiffer's group was chased by a barking dog. Pfeiffer said dogs on the fields at Celebration Park is
still a problem and some kind of enforcement needs to be addressed. Staff does not have any enforcement authority
but the City does contract with King County for pet enforcement issues.
COMMISSION BUSINESS
Parks Plan Review — Planner Sanders reported on the Parks Plan with updated information from the park meeting of
April 25th. The core values were updated with additional information and a quick review done by Sanders. The
majority of the plan review will be on the Capital Improvements portion. City Council will have the first hearing on
June 6` then final on June 20, 2006. Several graphs were reviewed on project list/prioritization and potential funding
sources /capital projects. Dennis moved: Konkell seconded motion to forward, with all changes and additions, the 6-
Year Parks Plan to the joint council committee for approval. Motion passed unanimously.
STAFF REPORTS
Downtown Public Space Report — Economic Development Director Patrick Doherty introduced the "Public Open
Space Visioning" document and said RTKL from Dallas, Texas were the consultants working with the City. RTKL
did a study, working closely with a committee of citizens, to glean what the community wants as a City Center.
The first public visioning workshop was held August 29, 2005. A series of images depicting different types of
public spaces were presented and the attendees were asked to vote for the one they favored. The choices of the
public concepts were Town Squares, Community Park (small), Community Park (large), Community Gardens,
Pocket Parks, Niches, Intensity (active park), Intensity (passive park), Interaction (park format), Interaction (park
interface), Identity (public art), Identity (perception), Function (public space transition), Function (parking format)
and Function (shelter). The second workshop took place on September 27, 2005 and the discussion was on
conceptual location and its application. The final public visioning workshop strongly favored the idea of the Town
Square concept. Konkell moved: Pfeiffer seconded motion to endorse the public and committee preference for the
City Center. Motion passed unanimously.

Community Center Support Drive/Update — Recreation and Cultural Services Superintendent Faber reported on the
support drive for the Community Center. There have been two fundraising events to date with approximately
$18,000 in donations and a $25,000 pledge. Other fundraising events are scheduled for the next few months,
wrapping up in September. The committee continues to work on increasing the public awareness of the capital
campaign. Chair Purdom commended Faber for her hard work and diligence in the campaign.
Community Center Construction Update — Parks Planning and Development Coordinator Sanders distributed photos
of the construction site and explained the progress from last month. She said the project is at 45% completion.
Lake Killarney — Parks and Facility Manager Ikerd reported on the condition of Lake Killarney Park with the gate
remaining closed to vehicle access. Ikerd visited the park on May 4, 2006 to find it well maintained and a
substantial decrease in illegal dumping. Staff have received no complaints to date. The recommendation is to
continue with the current practice and leave the gate locked to prohibit vehicle access. Staff is working on making
visibility better in to the park and Director Hanson said parking options will be addressed.
Chair Purdom will attend the PRPS Council Committee meeting on Monday, May 8, 2006.
