MINUTES
Chair C.T. Purdom called the meeting to order at 6:05 p.m. following a tour of the Community Center
construction site.
Present: Chair C. T. Purdom, Vice Chair George Pfeiffer, Ade Bright, Cindy Dodge, Carol Otto, Marie
Sciacqua and Helen Stanwell. Excused: Don Dennis, Fred Konkell and Tom Medhurst. Unexcused: Joel
Howitt and David Talcott.
Staff: PRCS Director Donna Hanson, Parks and Facilities Manager Steve Ikerd and Parks Planning and
Development Coordinator B. Sanders.
Bright moved; Dodge seconded motion to approve the September meeting minutes as written. Motion
passed unanimously.
PUBLIC FORUM
H. David Kaplan — distributed agenda and meeting minutes from the September 21, 2006 meeting between
City staff, Lakehaven Utility District and representatives from the "Parks Pals" group concerning French
Lake Park.
COMMISSION BUSINESS
New Commissioners /Commission Ideas & Expectations — Pfeiffer said he thought it would be beneficial to
get feedback from new Commissioners on what they see as issues in the parks system, expectations when
they arrived on the commission, etc. As stewards to the parks system, he felt their ideas could be
beneficial. Carol Otto said she would like to see better signage concerning barbeque use /disposal of
briquets; signage on "no camping" in city parks; more "doggie" boxes with disposable bags in the park
system; fix gate area so cars can not drive around exit gate in Steel Lake Park. Helen Stanwell had several
concerns: walking paths in Steel Lake Park would be beneficial so persons with strollers, carts, wagons
would not have to walk on busy road; picnic shelters are needed — only one reservable site available in the
entire city park system; lack of parking in Steel Lake Park; basketball /volleyball court area in Steel Lake
Park has become a concern with the type of persons who are frequent users; speeding cars; lack of
irrigation during the summer months, leaving the grass brown and dry in Steel Lake. Chair Purdom said he
lives on the opposite of the lake and sees lights coining and going in the park at all times of the night.
STAFF REPORTS
Lake Killarney Park — Ikerd reported on locking the gate at Lake Killarney in April, 2005 with signage
explaining it was because of illegal dumping, illegal activity and vandalism. One and a half years later,
there have been no calls from the public complaining of dumping and/or illegal activities. Light trash is
picked up by staff on a regular basis which was reported at a commission meeting earlier this spring. Park
hours should be posted to enforce dawn to dusk use. Ikerd recommended that the "temporary closure" sign
be removed and made suggestions to make the entrance more visibly pleasing. Pfeiffer suggested using the
ADA turnaround for a picnic area since it is dry most of the year. Pfeiffer and Kaplan suggested posting a
sign at the entrance with "pedestrians only" to identify the use of the park property. Pfeiffer also suggested
that all the trails in the parks system be signed with distance and destination. Walkers use the trail but
don't know if it ties in with another trail, ends at a lake, etc. Pfeiffer moved; Bright seconded motion to
accept staff recommendation that the gate remain locked and signage be provided. Motion passed
unanimously.

STAFF REPORTS (continued)
Park Projects — Sanders reported on the Community Center construction and said it is 75% complete.
Commissioners had a tour prior to the meeting and saw first -hand the progress. A Spring, 2007 opening is
projected. Cedar Grove Park is 40% completed with the asphalt path being installed this week. Cedar
Grove was awarded a $15,000 grant from Starbucks that will be used for playground equipment. Also,
when Starbucks awards monies their staff like to do a small volunteer project and they will assist in
landscape planting at a later date. At the Cabins Park project, pervious concrete was being poured this
week. Because of the backlog due to a regional strike by concrete workers, concrete is in high demand, and
concrete pouring is occurring sporadically, as it becomes available. Sanders reported that a part -time
construction manager has been hired to assist with finalizing smaller projects and through the winter,
working on a "to -do" maintenance /repair list for other parks. In the planning phase is the stabilizing of the
bluff at Dumas Bay Center. Anchor Environmental has been hired (this firm has also designed the Hylebos
Boardwalk) and they are working on recommendations for the bluff as well as access to the beach from the
center. The other project is with King County Public Health who have end of year monies they are willing
to use towards a "healthy living" project. Sanders said AHBL has been hired and will be working on a
trail /pedestrian plan using these funds.
PRPS Council committee meeting has been changed to Tuesday, October 10, 2006 at 6 p.m. and Chair
Purdom will attend.
