After reviewing survey results, the Commission is reporting that there may be an interest in supporting a Korean garden and trail. The Korean Senior Group showed an interest in a Korean community garden and the Senior Bridge Group showed an interest in a trail around the lake. The Commission would like to plan an d coordinate volunteer construction of these projects and needs plans and specifications to move forward. The Commission also recognizes the financial and time limitations on the City at this time and has requested the Parks and Recreation Council Committee review the survey and determine if the Commission should include this project in the 1997 -1998 work plan, and if they should use City staff to complete the planning and design work Committee Recommendation: Option 1: Defer until Parks and Recreation Council Committee can review the work program for park planning at the March 17 meeting. (3 people) 3) Conclusion: Only the Korean Senior Community members that partake in their regular Thursday noon luncheons replied 'with a positive interest in a short trail with a Korean Garden affached to it for walking the trail on Thursdays, weather permitting. The construction is targeted to begin spring 1997. Neighborhood Park Improvements: The Mirror Lake Neighborhood Park improvements is scheduled to start summer 1997. Lake Grove Ballfield Renovation Project: The bid documents and specifications are in the Legal Department for approval. After the documents are approved, PARCS will release the documents for public bid. The construction for the sports field is targeted to start in July 1997. Lake Killarney Master Plan: Hough Beck and Baird are currently working on the documents and specifications for the Lake Killarney Open Space Park. The public bid is scheduled for spring 1997. The project construction phase is targeted to begin summer 1997. Sports Field Complex: Staff is currently working with the Sports Field Committee. PARCS staff is working with Michael Williams and the US Army Corps of Engineers on the 1997 Nationwide 26 wetland permit for the site. Visitation Retreat and Cultural Center, Performing Arts Theater: PARCS staff is currently working with the Civic Theatre Committee. The public restroom construction documents and specification are currently being reviewed by the Legal Department. The project will be released for public bid after the Legal Department has approved the documents. Mark Twain: The King County CDBG has approved the revised 1997 CDBG project the sports field renovation at Mark Twain Elementary School. The revised interlocal agreement for the Mark Twain sports field renovation is currently being reviewed by the Legal Department as well as the PSA for Marty Lyon, Landscape Architect and Earth Tech Engineering and Surveying Inc. VRCC Signage: Linda Feltner is currently working on the interpretive signs for the VRCC. Ms. Feltner is the graphic and wildlife designer that created the Dumas Bay interpretive signs. Projects that are complete: Lake Killarney Master Plan VRCC Civic Theatre Conceptual Plan "Plan - B" Lake Grove Neighborhood Play Structure • • CITY OF FEDERAL WAY CITY COUNCIL PARKS AND RECREATION COMMITTEE Date: February 13, 1997 From: David Wilbrecht, Deputy Director Parks, Recreation and Cultural Services Subject: Off -Leash Area for Dogs Several citizens attended the Parks Commission meeting last Thursday evening, February 6, 1997, to share their concern and need for an of leash dog area/park in the City of Federal Way. Since this item is not on the Parks Commission's 1997 - 1998 work plan, the Commission has referred the request to the Parks and Recreation Council Committee for review and action. The dog owners have requested a location for an off -leash site for their pets. Other communities have successfully created off -leash areas but, these areas are too far to drive for many Federal Way residents; subsequently, city parks are being used during early morning hours violating City ordinances. A City ordinance requires dogs to be leashed in parks. The residents are asking for a park or location to legally take their dogs for off -leash activities such as running, and playing. Unfortunately, I didn't quite get around to writing the letter I intended to write at the time. As you know, we are the owners of two Labrador Retrievers who absolutely love to run. While we take them walking on a leash almost daily, no one can run with them in the way that they want and need to run. We want to be responsible dog owners, as do many other citizens of our community, who occasionally risk being caught breaking the leash law in order to provide their pets with a healthy run. When we talked last summer, we discussed the feasibility of turning French Lake Park into an off -leash area. The park is already completely fenced and it appears that it could be turned into a wonderful doggie park without a great deal of monetary investment (although I think the ponds might need to be filled). It is also my understanding that the park is currently under - utilized. Certainly there are many, many dog owners who would use this park - and would, 1 imagine, even be willing to pay a user's fee to pay for it. Creating an off -leash area would encourage pet owners who wish to run their dogs to do so responsibly, and would be a welcome addition to our community. They are the following: 1. The 9th Avenue Annex. The site is approximately five acres. The warehouse -type structure on site is currently used to build service kits. Property is zoned commercial. 2. Twin Lakes Elementary School's adjacent undeveloped 20 acres. Zoned single family. 3. Five Mile Lake 48 acres (SE comer of S. 360th and 32nd S. In Federal Way's future annexation area). Zoned single family. I am forwarding this to you for information purposes. The City's 1997/1998 budget does not include additional funds for park acquisition. Martin: The City of Federal Way Parks, Recreation and Cultural Service Department is requesting a one year extension of our current NW 26 USACOE (Nationwide Permit No. 94-4- 00862) Our current NW 26 USACOE, wetland permit, 94- 4- 00862, was issued on August 9, 1995. This is a two -year permit that will expire on August 9, 1997. The City of Federal Way is committed to the development of this sports field complex. The project is currently in the final public process. The modifications resulting from this process may include an additional vehicle access road to the north end of the property and minor field adjustments. However, the total wetland impact will remain under the original permitted amount of 0.8 acres. The City of Federal Way's goal is to execute a construction contract by December 2, 1997. The construction will commence soon after we award the contract. The City of Federal Way Parks, Recreation and Cultural Services Department is in complete cooperation with the U.S. Army Corps of Engineers in maintaining the wetland requirements for the projects. The start of this project is imminent and the one -year extension is a key factor to the project's time line. Recek reported on his conversation with the new Federal Way YMCA as to whether or not the organization would be interested in a joint city /YMCA - developed skateboard park to be build on the Y's 21st Avenue Southwest property. The Y would be interested, as long as users paid a $10 annual Y membership fee and a $1 /visit fee. (Zembruski commented that skateboard park access should be free to users, as is access to other city parks.) The subcommittee thanked Recek for his research and Zembruski for his observation, but tabled any further discussion until site visits have been completed. The following questions were compiled by members of the subcommittee for submission to skateboard park operators /managers in Seattle, Bellevue, Des Moines and Puyallup in advance of our visit. Since the Seattle site is closed for the winter, we will still attempt to visit the site and see how its elements are stored for the winter. We will also contact the new Kent skateboard park about a.potential site visit. 1. How widespread was the support or opposition for the concept? 2. Who were the principal suppliers for creation of your skateboard park that you would recommend to us? 3. Did you design separate skill areas or are features intermingled? 4. What are the operational hours and days open of your skateboard park? 5. Do you have personnel supervising the site on a daily basis? 6. Are city ordinances and regulations for the skateboard park posted at the site? 7. How do you enforce regulations? 8. What is your city's risk management policy on the park. 9. What are maintenance and operational costs as related to income, if you have income from the skateboard park. If you have no direct income, what are your attendance figure! 10. A Kent stop would be included in the south end tour, if possible. Recreation Manager Kurt Reuter will call the sites to arrange the visits. Saturdays were preferable, pending availability of site managers and staff. If at least one site visit is made before January 15, 1997, then the subcommittee will meet at its next regularly scheduled meeting on January 16. Otherwise, the subcommittee will not meet again until February 20, 1997. The committee decided that. 30 minutes was not enough time to adequately handle our agenda. Sue Donaldson,., who chairs the Parks Committee, said she agrees with the intent of the initiative but that she plans to draw up a similar proposal with different language. Should coun- cil members adopt Donaldson s ver- sion, then it would be on the ballot along with Initiative 42. The election would probably be next fall, Pippin said. Dan Stecher, co- chairman of the initiative campaign, said the measure's • bottom line is that it would change it city policy that dates from the 1900s p and dictates that Seattle "should" have no net loss of park land. The measure would change the intent from "should" to "shall," he said. Initiative 42 would require a pub- . lic hearing before the City Council • before any park land could be sold-or diverted to other purposes. . ; To sell or divert park land, council members would have to find't1ie action necessary and in the public interest. The city would also have to replace the lost park land with proper- ty of at least equal value. The initiative does not define "necessary" or "in the public interest." Stecher said.
