Subject: Parks and Recreation Commission 1996 work Plan
Background:
The Parks and Recreation Commission met on Thursday, March 7, 1996, to discuss the
proposed work plan priorities recommended by Councilmember Dovey. The work plan
elements included the following areas: parks and recreation survey, master plan of Lakota
Park, recovery rate and partnerships. The Commission discussed the work plan and
determined the most efficient way to begin the work was to break into three sub - committees.
The following sub - committees were established:
Parks and Recreation Survey: Laird Chambers (chair), Karl Grosch, Bob Kellogg
Recovery Rate: Dean McColgan (chair), Jim Baker, Margaret Nelson
Partnerships: Dave Kaplan (chair), Jerry Bollen, Bobby Roach
Lakota Master Plan: Commission as a whole
Each sub - committee set an initial meeting date with the goal to establish a meeting calendar, a
definition of scope of work, and a preliminary work plan. This information is to be provided
to staff prior to the next meeting and will be included in next month's agenda packet for
review by the other Commission members.

To approve the Parks and Recreation Commission's 1996 work plan as presented.

Subject: 1996 Family Fest
Background:
Attached is information regarding the 1996 Family Fest as requested by the Council
Committee on February 12. The information is based on Family Fest's request for services
from the City of Federal Way for 1996. The City provides extensive support to the event.
The amount of people in the park and the type of event require a great deal of logistical and
maintenance support. The City has the equipment and expertise to provide the services as
well as manage the resource and risk management issues appropriately during the event.
The Family Fest Committee's request for the City's in -kind services for this year's event is
approximately $13,501.60.
Committee Recommendation:
To agree to provide the services at the level requested by Family Fest for 1996.

Proposed Future Funding Initiative for Park, Recreation,
Open Space, Farm, Forest, Salmon and Wildlife Needs
The Citizens Oversight Committee together with elected officials in King County, Seattle
and suburban cities have been working to identify a number of important park, recreation,
open space, farm, forest, salmon and wildlife needs in our communities and the region.
The purpose of the proposed Future Funding Initiative is to address many of these needs.
Please plan to attend one of the meetings to learn how you can become involved in
this effort and to share your views on:

Thanks for sending me a copy of your updated plan and adoption ordinance. The Projects
Division of the Interagency Committee for Outdoor Recreation (IAC has reviewed the
Comprehensive Parks, Recreation, and Open Space Plan and finds it meets the planning
requirements as specified in Manual #2, Local Agency Guide to Planning Requirements. The
IAC is, therefore, pleased to inform you that Federal Way is eligible to participate in all
IAC grant categories except Urban Wildlife Habitat (UWH) until November 2000.
It should be noted that to retain grant -in -aid eligibility in future years, it is essential that
the IAC be notified of any major amendments to the plan as they occur. Your plan is used
in the evaluation of projects submitted for grants. An incorrect or incomplete plan could
cause a reduced evaluation score during the project evaluation process.
If IAC can be of further assistance relative to your park and recreation planning program,
please feel free to contact me.
