BPA Trail Phase II
The landscape architecture firm, Otak, has prepared four options for the BPA Trail Phase II
project. Attached is a summary outlining the different options.
On July 6, 1995, the Parks and Recreation Commission reviewed the preliminary trail options and
has recommended the following:
The Parks and Recreation Commission recommends the preliminary trail Option # 2 of the BPA
Phase II Trail Project, with an addendum to the plan, to connect the section of Option 1(B) to
Option # 2., behind the King County Aquatics Center.

Estimated cost of Option # 2 ( 4,332' of trail): $324,900 - $541,500
Estimated cost of alternative section 1(B), an additional 750' of trail: $56,250 - $93,750
Note: The low and high trail cost estimates are base on phase I trail construction bid cost.
Approval of the Committee, is to select an alternative trail option for final design and forward to
full Council for approval. Final design of the project will be brought back to the Committee for
approval of the design and bidding process.

Subject: Preliminary Trail Options and Cost Estimate for
Federal Way Phase 2 BPA Trail Project
Below is a brief summary of the current proposed trail options. The cost estimates are very
general and broad but will give some basis for comparison of the options. The estimates are
based on a linear foot cost from information from base bids submitted on phase 1 and have
taken into consideration additional stream crossings, grading and retaining walls etc. All
options would require at least one stream crossing and possible wetland mitigation due to
potential filling to achieve grades near the northwest end on the steep side slopes coming
down to the stream crossing. Connections to existing and proposed trails would occur on all
options near the stream crossing. Retaining walls might also be required on all options at
the north end where the trail would begin to drop down to the stream crossing.
