The following motions were made at the April 6, 1995 Parks and Recreation Commission
meeting:
1. Subject: Blueberry Farm /Vern Frease proposal of turning a portion of the Blueberry
Farm into a garden for weddings. Mr. Frease would donate $10,000 of his own money.
Dean McColgan moved, Jack Suchy seconded a motion that staff research and bring back
a proposal as to whether the plan is consistent with open space bond funds. Motion
passed.
2. Subject: Interagency Committee for Outdoor Recreation Grant Application.
Dave Kaplan moved, Bob Kellogg seconded that the Commission recommend that the
City apply for a IAC grant jointly with King County to implement the Panther Lake
master plan as far as trails around the lake, gazebo shelter, picnic area and other
amenities deemed reasonable for approximately $600,000. Motion passed.

SUBJECT: Purchase Offer for French Lake Park
The Lakehaven Utility District has a desire to purchase the City's interest of French Lake Park.
The Utility District has indicated that they need the property for a water treatment facility to
meet future needs.
The site, originally known as "Golffun," was purchased jointly in August 1990 from the
Shamania Investments, Inc. by King County Fire District No. 39, Lakehaven Utility District and
the City of Federal Way. The purchase price was One Million Fifty Three Thousand Four
Hundred Ninety Two and no /100 ($1,053,492.) The City's interest is one -half of the property;
purchased for $526,746.15.
The agreement for the purchase by the three entities provided how a value for the property
would be calculated if any party sold their interest. The agreement states that the payment shall
be based upon the original purchase cost and shall include simple interest at eight percent (8%)
per annum from the original purchase date to the date of payment. Therefore, if the City sold
their one -half interest, the value as of June 1, 1995 would be $726,909.63.
French Lake Park as it is today represents approximately five acres. The entire site purchased
is ten acres. The "other" five acres includes the entrance drive, parking lot, maintenance yard
and two buildings that Lakehaven Utility District has separated by a fence, with the exception
of the parking lot that is currently shared with the park. The park has an impressive stand of
second growth fir, several man-made ponds, picnic tables and some play equipment. It does
serve as a neighborhood park currently.
Other parks that are within one mile from this park include Lake Grove and Mirror Lake
neighborhood parks.
The City's Parks, Recreation and Open Space Comprehensive Plan recommends neighborhood
park service areas within a one -half mile radius.

If in fact the City Council elects to sell the park, I would recommend the following options for
Council to consider:
• A portion or all the funds to be programmed for acquisition and development of
neighborhood parks in areas of the city that have no neighborhood parks;
• A portion or all the funds to be programmed for acquisition of a sports complex; or
• A portion or all the funds to be programmed for upgrading existing school facilities to
serve as neighborhood parks and to address the need for additional athletic fields.
There is, of course, numerous other project needs. The recommendations made are based on
the Parks Comprehensive Plan's top two priorities for implementing the plan and in summary
they are:
1) Land acquisition for neighborhood and community parks, except for a sports field
complex.
2) Upgrading existing park sites to maximize the dollar and provide an immediate effect.
Please advise how to proceed. Do you want the Parks and Recreation Commission to hold a
public hearing on Lakehaven's proposal to purchase the property or should Lakehaven be
required to hold the public hearing?

The Parks and Recreation Council Committee directed staff to make IAC grant applications
for the following projects:
• Celebration Park
• Lakota Park
• Panther Lake Park
I am reporting that after meeting with the IAC Project Manager Phil Trask, Celebration Park
and Lakota Park projects are not far enough along in the planning process to qualify for
making a complete application by the May 1 deadline. Panther Lake Park can qualify for
application because it has a City Council - approved master plan and cost estimate for design
and development.
City of Federal Way has been successful on two projects for IAC funding; Saghalie and Steel
Lake Park. Phil Trask emphasized that these projects were very competitive because we
demonstrated the following key elements:
• Council adopted master plan
• Public support
• Secured funding for City's match
• Consistency with the Parks, Recreation and Open Space Comprehensive
Plan as meeting a " high priority" need.
IAC grant funds for the 1995 applications will not be awarded until July 1996. The 1996
grant application funds will be awarded in approximately March of 1997. The process takes
about 10 to 11 months before the State Legislature makes their final recommendations to the
Governor. Once the funds are awarded, there is a time restriction of two years in which
funds must be spent.

Celebration Park will go through SEPA review this year, and if the bond issue passes in
November, we would proceed into design and permitting in 1996, and building in 1997.
Given this schedule, a successful grant application in 1996 would best fit the City's
anticipated timeline for development of Celebration Park.
The Lakota Park project is a joint project with the School District. The scope is to master
plan the City's current park along with the School District's property to maximize both
resources for additional fields to include soccer, baseball and football.
The anticipated timelines would include concept master planning in 1995, SEPA review in
1996 and if both the School District and the City fund design and permitting for 1996, then
potentially construction could begin in 1997. The construction/renovation of the park would
have to be coordinated with the feasibility of relocating teams and school athletic programs to
other fields. This level of detail can be best addressed once a master plan is approved.
The Panther Lake Park master plan was approved by Council in 1994. The cost estimate for
the park accompanied the master plan. Currently there are no funds to proceed with design.
A possible timeline would be: design and permits in 1996 with development in 1997. The
Park's Comprehensive Plan identifies Panther Lake as a "high" ranking of importance for
development, but in the overall priority in the "Action Plan" chapter, page VIII -1 (see
attachment), open space is number seven in priority with the number one priority being land
acquisition for neighborhood parks and community park sites. An exception would be the
acquisition and development of a sports complex.
The King County Aquatics Center is currently in the design phase for expansion of their
facility. The preliminary review of that project indicates the need to work with the City on
extending the additional parking needs on to the City's Panther Lake Park. The potential
exists that the master plan for Panther Lake Park would change.
The 1991 cost estimate for Panther Lake Park as master planned was $1,420,405. This
includes a parking lot, children's play area, trails, picnic shelters, picnic tables, benches,
signage, landscaping and a restroom facility. The maximum grant for development projects
is $300,000. This would require the City to fund a minimum match of $300,000.
I would like the committee to confirm that an application for Panther Lake is still a priority
before the May 1 deadline.

SECTION VIII
ACTION PLAN
INTRODUCTION
Contained in this section is a list of all projects recommended in the plan, an indication
of priority and a description of possible funding sources. With this information, the City
will be able to develop its first capital improvement plan for park and recreation
facilities.
Table 26 on the next page lists all the park and open space projects described in the
plan. Indicated in the two columns are the actions needed to complete each project and
their priority ranking.
PROJECT PRIORITIES
The following criteria are recommended for prioritizing projects for the improvement
plan.
1. Land acquisition should have the highest priority, especially for
neighborhood and community park sites. Park acquisition and
development should have a higher priority in areas not presently being
served. Except for the sport field complex, projects within the City should
have priority over those in the unincorporated areas.
2. Upgrading existing park sites should have the priority because they can
provide an immediate effect at a nominal cost.
3. The acquisition of community park sites should have priority over
neighborhood park sites because of the difficulty in locating suitable
parcels.
4. Neighborhood park development should have priority over community
park development because several large community parks already exist.
5 The development of sport fields should be an on -going process but
balanced against other needs.
6. Trail development should be an on -going process. Trails should first be
developed to connect existing trail systems.
7. Open space should have a lower priority because usually it is land that is
already protected by other governmental restrictions.

SUBJECT: CDBG Eligibility for Lak Grove Elementary
Per your request, I have reviewed Lake Grove Elementary School for CDBG eligibility.
To be considered for CDBG funds, a project must meet three federal threshold requirements.
These requirements are:
1. The project must be an eligible activity. There are eight types of activities that are
eligible:
• Acquisition
• Community Facilities
• Economic Development
• Public Facilities or Improvements (sidewalks, parks, water and sewer projects
etc.)
• Public Services
• Rehabilitation
• Relocation
• Special Needs Housing /Shelter
2. The project must meet one of two federal national objectives: a) benefits low and
moderate income persons, b) prevents or eliminate slums or blight.
3. The applicant submitting the project must be an eligible recipient of CDBG funds;
public agencies or private non - profit.
The current field improvement project at Lake Grove Elementary could satisfy the project
eligibility and the eligible applicant requirements, but it does not meet the federal national
objective of benefiting low and moderate income persons nor is it an area of blight.
The School District has confirmed that Lake Grove Elementary has only 29.52 % of students
that are on the free /reduce lunch program. The Lake Grove service area is not in the
identified census block areas that have 51% low and moderate residences.
In comparison, Mark Twain Elementary has 48.5 % on the free /reduce lunch program and is
located with in a census block area that serves 51% or greater low and moderate residences.

for reallocation of Truman project funds.

• April 18 Full Council to approve new project request.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF FEDERAL WAY, WASHINGTON, RELATING TO PARKS •
AND PUBLIC FACILITIES, CREATING A POLICY AND
PROCEDURE FOR NAMING /RENAMING CITY PARKS AND
FP_CILITI FS .
WHEREAS, the City Council may have occasions to name•or
rename City parks and other City facilities; and
WHEREAS, it is appropriate to establish criteria and
procedures for the official naming /renaming of City parks and other
facilities; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDER'-'_? WAY, WASHINGTON,
DOES HEREBY RESOLVE AS FOLLOWS:
Section 1.
A. The naming /renaming of City Parks and other City
facilities shall only be in accordance with the procedures and
criteria set forth below. Once adopted, name changes should only
occur on an exceptional basis.
B. The following criteria shall be considered:
1. Neighborhood or geographical identification;
2. Natural or geological features;
3.' Historical or cultural significance;
4. The individual or entity who has donated
substantial monies or land or has been
otherwise instrumental in the acquisition of
the property.
5. The articulated preference of residents of the
neighborhood surrounding the public facility.
6. Facilities shall not be named for living
persons; however, exceptions may be considered
when a significant contribution of land or
money is made and the donor stipulates naming
the facility as a condition of the _.cnation cr
when an unusually outstanding public service
would so justify.
C. The following procedures shall be followed for
naming /renaming of City parks and other City facilities:
1. The City shall solicit suggestions for names
from organizations and individuals. All
suggestions, whether solicited or
independently offered, shall be acknowledged
and recorded by the City.
2. The City Council, following review and
recommendations and public meetings by the
City Council and /or its designee, shall
determine the name for City parks and other
City facilities.
3. There shall be a lapse of at least twelve (12)
months between the date of the death of the
person(s) or of the event commemorated and the
issuance of the final Committee recommendation
of the proposed park name.

After receiving your letter, I asked our staff if they knew of any skateboard facilities in the area
other that the one in Seattle. I was surprised to learn there were not any facilities. If you have
information on other cities that have this type of facility, I would like to contact them. Please
