5. School Site Update:
A. Sacajawea City Park CPAC requested this project be deleted from agreement.
B. Sacajawea All elements complete. School District requesting CPAC to remove surplus
materials. Wendy Howe to complete.
C. Thomas Jefferson High School August project. Bleachers received, not assembled. CPAC to look into
permit /variance for 8 foot fence. Scheduled for 13th -24th.
D. Federal Way High School August project. Bases installed. Bleachers received, not assembled. School
District to site bleacher locations. Scheduled for 13th -24th.
E. Decatur High School Bases installed. Storage unit installed. August 13 -24 to complete.
F. Silver Lake Elementary Principal has been contacted of project. August 13 -24 project.
G. Woodmont Elementary August 13 -24 project.

SUBJECT: Celebration Park
Recognizing the City Council's 1995 goal of developing Celebration Park, the Arts Commission
urges you to formally address the Arai/Jackson Plan, giving serious consideration to all that went
into its formulation. Extensive public input was obtained through a process of public hearings,
workshops, and meetings with organizations, involving large numbers of Federal Way residents.
The ad -hoc committee appointed by the City Council had numerous meetings as the plan was
formulated prior to its being presented to the City Council. The Arai /Jackson Plan thus
represents the thoughtful deliberations of numerous citizens of Federal Way who invested their
time and energy to assist with the request to participate in the planning process for Celebration
Park.

SUBJECT: EXPLORER SCOUTS
As requested by the committee, inquiries were made regarding use of the Explorer Scout
program for park security.
According to Lt. Beden of the King County Police Department, Explorer Scouts are a
division of Boy Scouts of America. Explorer Scouts are not allowed to patrol parks by
themselves, nor are they commissioned to issue citations. Explorer Scouts are only allowed
to ride in the police vehicles with officers, and provide crowd and traffic control. For
example, during Family Fest, Explorer Scouts roamed the park for security purposes, but
there was a police officer within close proximity at all times. The Explorer Scouts were
equipped with radios so that they could keep in close contact with officers at all times.
