The apparent responsive low bidder for this project is Lloyd's Construction. The following is a breakdown of the costs: Approved budget $474,000.00 Cost to -date (contractor, WSDOT, 71,094.00 advertising, printing) Budget available $403,906.00 Low base bid received (including tax) $368,803.47 10% contingency 36.880.35 $405,683.82 15% construction administration $ 60,852.57 Total required $466,536.39 Total available $403.906.00 Project shortfall $ 62,630.39 Recommendation Recommend at the July 19, City Council meeting, using the consent agenda: 1) Award the Base Bid of the BPA Trail Phase I Project to Lloyd's Construction, the apparent low bidder, in the amount of $ 368,803.47 (including tax). 2) Authorize the City Manager to execute the contract and proceed with the work. 3) Authorize the City Manager to fund the project shortfall by transferring the Parks 1994 CIP acquisition funds of $67,566 to the BPA Trail Phase I project. I: \BPATRAO;\AWDCOM.MEM CITY OF FEDERAL WAY PARKS AND RECREATION DEPARTMENT MEMORANDUM DATE: July 6, 1994 TO: Jenny Schroder, Director of Parks and Recreation FROM: Barbara Simpson, Park Planner SUBJECT: Celebration Park Contracts As requested by the Parks and Recreation Council Committee, contracts for wetlands and topography background information on the site have been negotiated and given notice to proceed. The wetland delineation and report contract has been awarded to Parametrix, Inc. They were chosen from the City roster and will complete the work by August 31, 1993 for $9,070. An application to the Army Corps of Engineers is being prepared for a wetland boundary verification date. They will coordinate with the wetland specialist from Parametrix to determine final agreed -upon boundaries. The flagged boundaries will then be mapped as a part of the topographic survey contract. The topographic survey was awarded to Barrett Consulting Group, Inc., of Federal Way. They were chosen from the City roster and will complete the work by September 2, 1994 for $29,875. Also requested by the Committee is an environmental assessment of the site. The consultant has not yet been selected. A previous fee proposal for an environmental assessment was requested by the City in December of 1991. . The company, Environmental Associates, Inc., estimated that it would cost $5,118.80 to complete the study. Since this quote is 2 -1/2 years old, the cost most likely has increased since that time. The consultant will be selected from the City roster this week to begin negotiations. We are currently still relying on the preliminary environmental audit done for Praxis Development by Earth Consultants in 1989 for hydrological/geological information. Other geotechnical consulting services will probably be necessary during design.
