As you are aware, yesterday we both received telephone calls from Donn Fountain, Assistant
Superintendent of the Federal Way School District, advising City staff that the School District
would not take action or consider the adoption of an interlocal agreement(s) for sports field
improvement at Lake Grove Elementary School pending the passage of an
operations /maintenance levy and is reconsidering their position on Harry S Truman High School.
According to Assistant Superintendent Fountain, the School District is considering a ballot issue
for late April 1994 and advised the City that interlocals would not be considered by the School
District prior to a vote.
During the interim, City staff, Celebration Park Action Committee members and School District
staff will continue to work on a program consistent with Council direction on February 15, 1994
authorizing up to $50,000 for improvements to publicly -owned sports fields in the Federal Way
community. However, Parks and Recreation staff will have to re- evaluate the disposition and
timeframe for improvements to Lake Grove Elementary and Harry S. Truman based on concerns
expressed by the Federal Way School District.
With your concurrence, this item will be placed on the Parks and Recreation Council
Committee's February 22, 1994 agenda.

Dear Mr. Stevens:
The Federal Way School District is submitting a request on behalf of the Federal
Way Soccer Association and the Federal Way School District to purchase one
pair portable soccer goals with net. This quality sports equipment
will be cost, plus tax, plus shipping and installation - -total $2500.
The equipment will be installed at Sherwood Forest Elementary mid -field
so that two full soccer fields would be made available to the School District and
the Federal Way Soccer Association from August to mid - December.
The Federal Way Soccer Association will work with the District regarding
placement and installation arrangements. The quality of the equipment has been
discussed for safety and details of storage will be worked out as well.
Please consider this request at your earliest convenience and notify me
at the Federal Way School District, 31405 18th Avenue South, Federal Way,

SUMMARY/BACKGROUND: On February 3, 1994, the Parks and Recreation Commission unanimously
• recommended that the City Council authorize up to $50,000 of the $200,000 be made available in the City's
1994 budget for improvements at sports fields in the Federal Way community. This expenditure of funds would
be targeted toward the improvement of playing conditions at select school and public use sites and may include,
but will not be limited to, the acquisition and installation of backstops, soccer goals, field amendments (i.e.,
sod, seed, sand, fertilizer), irrigation, etc. These improvements will be coordinated with the Celebration Park
Action Committee (CPAC) and the Federal Way School District. It is anticipated that the cost of improvements
at any one site will not exceed $10,000. The Parks and Recreation Commission also unanimously
recommended that the City Council move forward with plans to improve sports fields at Lake Grove Elementary
and initiate planning for an enhancement program at Harry S Truman High School (Continuation High School).
These two improvement projects are contingent upon the adoption of interlocal agreements for design,
development and construction between the City and the School District. On Monday, February 7, 1994, the
City Council Committee for Parks and Recreation met and unanimously endorsed (Watkins absent) the
recommendations of the Parks and Recreation Commission.
Alternatives:
1) Adopt the recommendations of the Council Committee and the Parks and Recreation Commission
authorizing up to $50,000 being made available for improvements to publicly -owned sports fields in the Federal
Way community and that plans proceed for the improvements of sports fields at Lake Grove Elementary School
and that City staff and CPAC continue to explore an enhancement program at Harry S Truman High School
with the understanding that Lake Grove and Harry S Truman upgrades are contingent upon the adoption of an
interlocal agreement with the Federal Way School District.
2) Refer the recommendations back to the Council Committee and /or Parks and Recreation Commission for
additional study.
3) Authorize up to $50,000 be made available for improvements to publicly -owned play fields in the Federal
• Way community, but defer a decision pending City Council and School Board approval of an interlocal
agreement for design, development and construction of joint school and park facilities at Harry S Truman High
School and Lake Grove Elementary School.

CITY MANAGER RECOMMENDATION: It is recommended that the City Council adopt alternative #1
adopting the recommendation of the Council Committee and the Parks and Recreation Commission authorizing
up to $50,000 being made available for improvements to publicly -owned sports fields in the Federal Way •

Background
At the February 3, 1994 Parks and Recreation Commission meeting, Commission member Baker
moved and Commission member Kaplan seconded a motion that the City Council endorse the
operation of the Blueberry Farm with proceeds utilized for City of Federal Way Parks and
Recreation projects as recommended to the City Council by the Parks and Recreation
Commission. Motion passed unanimously (Casserly and Charnell were absent).
By way of background, the City of Federal Way acquired this ten acre parcel utilizing open
space bond funds in the spring of 1993. Historically, the site was a single family residence and
was also the site of a "ready pick" and "u- pick" blueberry farm. During the summer of 1993,
the Parks and Recreation Commission coordinated the sale of blueberries at the site with the
proceeds "earmarked" for the Federal Way Family Funland project. This all- volunteer effort
lasted for approximately five weeks and according to Commission member Dave Kaplan,
resulted in several major logistical problems including, but not limited to, the observation that
volunteers were more readily available on weekends and the public did not have an
understanding or appreciation as to who owned or operated the facility and for what purpose.
In 1993, the established price for blueberries was $1.50 /lb. for "u -pick" and $2.00/lb. for "ready
picked." The project earned $4,083.02 for the Family Funland project. For 1994, the Parks
and Recreation Commission would like to solicit proposals from interested civic - minded service
organizations with the understanding that the proceeds for this volunteer project would be
utilized for City of Federal Way Parks and Recreation projects as authorized by the City Council
upon recommendation from the Parks and Recreation Commission.
For Council Committee information, it should perhaps be noted that staff recently invited a
Washington State Extension Services representative to evaluate the blueberries and he offered
the following: 1) the bushes should be trimmed, 2) every other bush should be taken out, or
3) clear all bushes and start over with a two year waiting period prior to harvesting a new crop.
The consensus of the Commission was to trim existing live bushes and solicit proposals from
service clubs to "staff' the stand and pick the berries in 1994.

The following non - inclusive listing of 1994 Parks and Recreation projects is being provided at
the request of Parks and Recreation Committee Chairperson Tomlinson.
• Complete Process III and SEPA at the Visitation Retreat Center.
• Complete the Federal Way Family Funland project in Steel Lake Park.
• Conclude open space /Conservation Futures projects as previously identified and
authorized by Council.
• Explore and submit grants when appropriate and as directed by the City Manager.
• Explore and implement programs and activities that will build and project a safer
community with an emphasis on safety, dealing effectively with vandalism in City parks
and in promoting appropriate youth programming within the Parks and Recreation
Department in cooperation with the Youth Commission, Federal Way School District and
other public and private agencies.
• Enhance teen programs in 1994:
• Work with the Arts Commission and Parks and Recreation Commission to recommend
a name to the City Council for the Visitation Retreat Center as well as continue to
evaluate management and operations issues at the site.
• Prepare a master plan for Steel Lake Park commensurate with the IAC grant.
• Bid phase I of the "BPA" trail corridor, initiate construction and open the first phase of
the trail by the end of 1994.
• Prepare preliminary design for the construction of the "BPA" trail, phase two.
• Install an elevator at Klahanee Lake Community /Senior Center as authorized by City
Council utilizing CDBG funds.
• Open Saghalie Park and School and coordinate a grand opening celebration as directed
by the City Manager.
• Develop timeframe for implementation of park upgrades or master plans concurrently
with the six year CIP.
• Obtain fee -in- lieu -of funds from King County.
• Implement sports field upgrades in coordination with CPAC and the Federal Way School
District.

• Continue developing park and open space maintenance standards in the department
analyzing both contracted and in -house strategies. The focus for 1995 budget
presentation will be Saghalie Park and School including contract services and
coordination with the Federal Way School District.
• Renovate City Hall office space as directed by the City Manager.
• Implement policies /procedures for 15 -seat van usage as well as a plan for putting the unit
(acquired with CDBG funds) into service emphasizing special populations and senior
services.
• Emphasize volunteers in special populations, senior programs and youth programs.
• Work cooperatively with a variety of organizations in providing significant public
outreach to the community including, but not limited to, hosting of the City's second
annual Red, White and Blues celebration.
• Research the City's eligibility to enter the Tree City USA competition and National
Recreation and Park Association gold medal competition.
• Encourage cultural diversity.
• Complete the cultural plan and feasibility study.
• Assist the Historical Society in developing an "historical cabin park."
• Improve the operation of the Blueberry Farm.
• Host open houses and at least one special event at the Visitation Retreat Center.
