* REPORTS
A. CELEBRATION PARK
Wilbrecht reported that he was approached by a person interested in forming a batting cage area at Celebration Park.
More proposals are coming in for additional services. Reid inquired why the gates were locked at Weyerhaeuser
Plaza making it inaccessible. Wilbrecht said it is locked only when the park is not staffed.
1. POLICIES AND PROCEDURES COMMrImE
The Policies and Procedures Committee has met and will be reviewing several elements of the park's
financial status to determine the level of funds needed to maintain the park. Based on that information,
recommendations will be made regarding signage, advertising and other income producing elements in the
park. Reid said she would like to see the advertising limited in Celebration Park. Roach voiced concern on
the selling of alcohol in the park. Next meeting is October 18, 1999.
B. SKATE PARK
No verbal report.
C. WEDGEWOOD PARK ENCROACHMENT
Dryco Surveying & Mapping Inc. has been selected for the boundary survey at Wedgewood Park. The survey will
occur in mid - October with letters being sent to all property owners regarding the survey and park development
schedule. The survey is to be completed by November 1, 1999. Neighbors will be notified by November 1, 1999 of
encroachment concerns and resolve possible encroachment problems by March 1, 2000. Kellogg asked what the
city would do to park neighbors who are encroached on the property. Wilbrecht responded that it is a liability issue
for the city and must be resolved in a timely manner. Discussion followed on enforcement.
D. CANOE CLUB
Staff presented the Parks and Recreation Commission recommendation at the September 27, 1999 meeting of the
Council Committee who approved the motion and forwarded to the full Council for the October 19, 1999 meeting.
As discussed at a previous meeting, a letter was drafted and sent to attendees of the Canoe Club meetings with the
• information.

E. STEEL LAKE PARK •
Reid voiced concern on the poor quality of the grassy areas in Steel Lake Park and were there going to be any major
improvements in this area. Wilbrecht responded that the majority of the turf is unirrigated and has a high ratio of
weed grasses. During the summer months, the vegetation turns brown and is compacted by foot and vehicle traffic.
There is no schedule for any major maintenance of the Steel Lake Park grounds.
F. CELEBRATION PARK PLAY STRUCTURE
Jainga presented diagrams of several play structures to the commission for informational purposes and to show the
types of equipment available. He discussed traditional vs. new trends in the play structure industry. Wilbrecht
reported that $30,000 had been approved by City Council for the structure. Kaplan suggested looking at Family
Funland at Steel Lake Park and see what the popular activities are on that structure as a guideline. Bollen asked
about the costs on the structures that had been presented with Jainga responding that they were all within the
budgeted monies. Jainga also presented a "climbing wall" structure similar to the one just constructed in Gig
Harbor. The Celebration Park play structure is scheduled to be installed in 2000.
* COMMISSION BUSINESS
A. COMMUNICATIONS PLAN
Kellogg presented the Communications Liaison Committee purpose, function, procedure and protocol document for
review. Kellogg made a motion that the document be approved with Kaplan seconding. Motion passed with
unanimous vote.
B. COMPREHENSIVE PLAN
Minutes of the September 15, 1999 Comprehensive Plan Subcommittee meeting and the Public Opinion Survey
were included in the agenda packets for review. Jainga distributed a revised survey that had been approved by City
Manager David Moseley. The survey is now on the City's web site and Channel 28. A telephone survey will be
done by Senior Girl Scouts. November 10, 1999 has been added to the Comprehensive Plan Subcommittee
meeting schedule.
C. POVERTY BAY •
Wilbrecht reported that no one showed up for the Poverty Bay Tour with Mr. Chris Carrell on Wednesday,
September 29, 1999. It will be rescheduled after contacting Mr. Carrell.
D. I -695
Derek Matheson from the City Manager's office gave the same presentation to commissioners as he did to City
Council on September 7, 1999. Copies of the data were distributed to all commissioners.
E. HYLEBOS STATE PARK •
Wilbrecht reported that Schroder went to Olympia and received the information that the Hylebos property had been
left to the State of Washington. Duclos asked if that meant the state had the property. Kaplan inquired if the proper
permits were being sought for the parking lot through the city building department. Wilbrecht responded that they
were in process now.
F. BPA PHASE III
Jainga gave a report on the BPA Phase III Trail design. He had two photo /drawings that he explained along with
the projected development schedule. On October 4, 1999, Parametrix Engineering completed 95% of the design
development. The engineer's cost estimate for construction is $728,064. The Public Works department recently
received a Federal Enhancement Grant "TEA -21" for $629,775; the estimated City match for construction is
$150,000. Staff will present the final design and answer questions at the October 11, 1999 meeting of the Parks,
Recreation, Human Services and Public Safety Council Committee. Jainga expanded on the three staff
recommendations for the BPA Phase III Trail design. Bollen made a motion to accept the recommendations with a
second by Kellogg. Motion passed unanimously.
G. PARKS REPORT/PUBLIC SAFETY
Public Safety Crime Prevention/Public Information Officer Brett Hatfield attended the commission meeting with an
update to the report he gave six months ago on crime in the city's parks. He had compiled an extensive packet of
information for each commissioner on the number of crimes in each reporting area. The packet also included a
map showing each of the reporting areas. Baker said it costs the city $18.50 every time someone calls "911" and he
thinks there should be a non - emergency number for reporting other infractions. Hatfield said they are to direct all
calls through 911 and if someone were to call the office number their call would be transferred to dispatch •
automatically.

B. OTHER BUSINESS
Commissioners discussed the issue of "dinner" at the monthly Parks and Recreation meetings. The "dinner" order
did not arrive at the meeting tonight. Discussion followed on whether to alternate vendors and what type of food is
preferred.
Celebration Park was awarded the "Design of the Year" through the INPRA. (International Pacific Northwest Parks
and Recreation Association).

Kellogg made a motion with Roach seconding to adjourn the meeting at 7:30 p.m.

Skatepark Update
The Parks, Recreation, Public Safety and Human Services Committee forward the Skatepark funding
recommendation to the full City Council for approval. At the October 19, 1999 City Council meeting the
City Council tabled funding decision until the November 9, 1999 budget study session. Staff is continuing
to develop project costs for the project and will be prepared for questions from the Council on November

Wedgewood Park Update
The City has contracted with Dryco Surveying for the survey work at Wedgewood Park. Notice regarding
the survey has been sent to all adjacent property owners explaining the need for the survey with a phone
number to call for questions or comments. The survey is expected to be completed by the end of
November.

Dear Federal Way Citizen:
Thank you for attending the public meetings regarding the Kikaha 0 Ke Kai Canoe Club's requested
use of Steel Lake Park for canoe trials and competitions. As promised, this letter is to notify you of
the Parks and Recreation Commission's recommendation on this matter.
As you know, last year the Kikaha 0 Ke Kai Canoe Club of Federal Way requested the City amend
Ordinance No. 91 -82 to allow the club to hold trials and competitions on Steel Lake.
On July 19,1999, the Parks and Recreation Commission held a public meeting and took public
comment on the recommendation to change Ordinance No. 91 -82, Section 1, No. 29 Trials and
Competitions. Prior to the Commission's regular meeting on August 5, the Canoe Club held a
demonstration of the club's outrigger canoe stopping ability and maneuverability. Public comment
• was also taken at the Commission's meeting following the demonstration.
After a thorough review of the public's comments, the club's purpose and objectives, insurance
coverages and the demonstration of the canoes, the Commission moved to recommend to Council
that Ordinance No. 91 -82 be amended to approve the Canoe Club's authorization to hold
trials /competitions at Steel Lake. The Commission further requested that staff work with the City
Attorney to draft an amendment and policy to review requests for use of park facilities for
trials /competitions on a case -by -case basis.
At the September 2 Parks and Recreation Commission meeting, the following amendment to the
ordinance was recommended: "It is unlawful to engage in, conduct or hold any trials or competitions
for speed endurance, or hill climbing involving any vehicle, boat, aircraft or animal in any park
except pursuant to a permit issued by the Director."
On September 27,1999, the Parks, Recreation, Human Services & Public Safety Council Committee
made a motion to recommend to City Council the amendment to Ordinance No. 91 -82. The City
Council will vote on the amendment at their October 19, 1999 meeting. The meeting will be held
in the Council Chambers at City Hall at 7:00 p.m.

Dear Wedgewood Park Neighbor,
The Federal Way City Council approved $50,000 to improve the Wedgewood Neighborhood
Park and the early stages of the development are beginning. Some of the first things that need to
be done is clearing the property lines and completing a property boundary survey. The survey will
determine the location of property lines between the park and adjacent neighbor's property. The
. city has contracted with two companies to do the work. A local landscaper will clear the area and
Dryco Surveying will do the surveying. The work will occur later this month and early
November.
The park boundary information is important for several reasons. As the park is developed, it
becomes an attraction to children and adults alike to play and use the property. To reduce the
• city's and the neighbor's risk, it is important to know where the property line is located. We want
park visitors to stay in the park and knowing where the park boundary is located will help in this
area. If necessary, the boundary information will help determine if a fence should be included in
the project scope. It is impossible to tell at this time if there is encroachment into the park by
some properties and the survey will help with this information as well. If there is an
encroachment, city staff will work with each property owner to locate the property line and
determine an appropriate schedule to move any structures if necessary. Please feel free to call the
phone number below if you have questions.
Park staff will be working with Ed Swan, the City's Neighborhood Specialist, to organize work
parties this spring to help with the more enjoyable parts of the project such as installing the play
structure, building trails and installing signs, and will be contracting for less attractive task such
as removing blackberry bushes and materials if necessary. We expect to complete this project in
early spring.
