Canoe Club MINUTES Present: Dave Armstrong, Jim Baker, Marion Bartholomew, Jerry Bollen, Laird Chambers, Dini Duclos, Chair, Karl Grosch, Bob Kellogg, Dean McColgan, C. T. Purdom, Barbara Reid and Bobby Roach. Excused: Dave Kaplan, Vice Chair and Mike Lane. Staff: Jenny Schroder, PRCS Director, David Wilbrecht, Deputy Director, Kurt Reuter, Recreation Manager and Peg Buck, Administrative Assistant. Chair Duclos called the meeting to order at 6:00 p.m. Minutes were approved as corrected. * PUBLIC FORUM George Pfeiffer of the Federal Way Youth Soccer discussed ways to improve soccer activities in Federal Way. One of the major problems he sees are the grass fields that cannot hold up to the wear and tear of continued use. He noted that the Lakota fields need to be raised and lighted and Sacajawea was an ongoing problem with heavily used • fields. The Youth Association came up with an option of a sports grass made of long plastic fibers with one manufacturer located in Portland, Oregon. Mr. Pfeiffer went to the manufacturer to look at the product and was impressed with how it held up to heavy usage. He requested support in the form of a letter from the Parks and Recreation Commission and also, support in the grant processes they may apply for to acquire the turf. Mr. Pfeiffer's request will be put on the July meeting agenda. Chair Duclos introduced and welcomed Dave Armstrong as a new alternate member to the commission. She said an orientation for the new alternates would be scheduled. Bartholomew had a concern on the order of the work plan on the agenda and that there was no Commission Comments listed. Duclos added the items to the agenda for the meeting. Duclos thanked Reid for a job well done on the Celebration Park dedication. Reid thanked Chambers for his excellent job as Master of Ceremonies. * REPORTS A. CELEBRATION PARK Dedication - Wilbrecht reported the dedication ceremony went very well with no major problems. He thanked Reid for all her work and time on the dedication ceremony. Reid said she was pleased with the coordination and assistance from the Parks Department and wrote a letter to City Manager, Ken Nyberg, commending staff. Status of Furnishings - The benches have been fabricated, packaged and shipped to the Celebration Park site from the east coast. Schroder showed a map of Celebration Park and pointed out to commissioners where benches would be located. Location of the benches and the direction they should face was discussed. There will be a flower planter around the large flagpole rather than a bench. A bench would make the area too narrow to safely make deliveries in the plaza. The contractor will do the preparation • work for the tiles on Monday, June 14th, then install. Plaques for the ballfields will be attached to the backstops. Parks & Recreation Commission , June 10, 1999 Page 2 • Hangar Litigation - Building officials in Community Development are in charge of the hangar litigation process. The property owners had 90 days to respond to city notification. Since there was no response the building officials are now working with the legal department on building removal and enforcement. Maintenance of Celebration Park - Reuter gave a report on the maintenance issues at the park. He said every day is a learning experience for his 6 person staff and all agree it is a very high maintenance facility. B. CAPITAL FACILITIES PLAN Schroder reported that Council approved funding for two projects that impact the Parks department: $165,000 for the grant match with the school district/Soccer Association and $50,000 for Wedgewood Park. C. WETLAND SURVEY Wilbrecht said the entire report is available at the Community Development counter for review. It is over one inch thick with legal maps and Wilbrecht didn't have access to copy it. In the survey, it listed 220 wetland areas in the city - 159 in city limits, 54 in unincorporated areas and 7 that overlap both areas. The survey was done per Council direction so they would have a comprehensive survey of all the wetlands in the City of Federal Way and Comprehensive Plan area. D. EXCESS UTILITY TAX COLLECTIONS Discussed at an earlier time and passed by the City Council. E. STATUS OF LAKOTA/SCHOOL DISTRICT Wilbrecht reported that the Master Plan is available to review (It was completed approximately two years ago). Estimated cost is between $6 -7 million to improve Lakota Park. The school district has rerouted their funds to Sacajawea Park with less monies than the projected $200,000. * COMMISSION BUSINESS A. CELEBRATION PARK Policies Committee - Baker asked if there were any new developments or any input by other commissioners on park policies. Wilbrecht requested the Policies Committee meet to review use, fees and • revenue projections. Wilbrecht will schedule and attend these meetings to get information and a provide a status report for the July meeting Signage for Advertising - Wilbrecht said the Policies Committee will also look at this issue and report at the July meeting. Certificate of Appreciation for Phalla Pol - A Certificate of Appreciation was signed and given to Duclos to present to Phalla Pol for her excellent job on the Souvenir Program along with a Bon Marche gift certificate. Maintenance Report - Reuter reported that the maintenance at Celebration Park is a daily learning experience and they are finding it to be a very high maintenance facility. B. COMPREHENSIVE PLAN SUBCOMMITTEE Duclos reported that the subcommittee meetings are going well and work is being accomplished within the time line. The committee reviewed the survey that was to have been done two years ago and reduced the contents to 8 -9 questions. The committee discussed the role of a consultant in the process and are looking at two major requirements - be a good communicator and a good writer so the document is easily understood. The next meeting will be held Wednesday, June 16th. C. WORK PLAN ITEMS Duclos discussed work plan items. Kellogg would like to see Wedgewood Park made a priority since $50,000 has been budgeted for 1999 and the work needs to be completed during the dry weather. Wilbrecht said there had been no monies budgeted for operations and maintenance of Wedgewood Park this year. It will be a neighborhood project with the work possibly beginning in August or September. McColgan asked why maintenance monies aren't budgeted when construction projects are approved and built. Chambers asked if Wedgewood had ever been surveyed. Bartholomew said he would like to see Wedgewood surveyed so the encroachment issues could be dealt with. The neighbors of the park need to have the correct survey lines and adhere to the boundaries. Wilbrecht stated that the encroachment issue must be addressed because of the liability to the city. Duclos suggested all these issues be dealt with before proceeding with construction. AGENDA ITEMS FOR NEXT MEETING Agenda items suggested for the July 8, 1999 meeting are the Communication Plan, Celebration Park Policies committee update, Comprehensive Plan subcommittee report, trash cans at Celebration Park/BPA Trail, tournament bids at Celebration Park, Panther Lake clean -up and the results of the meeting on the soccer field grass issue. Commissioners discussed a canoe club public meeting. Duclos suggested scheduling for July 19, 1999 at 7:00 p.m. There will be more discussion as to how the meeting should be set -up, facilitated and location. B. COMPREHENSIVE PLAN It has been requested that all commissioners receive the Comprehensive Plan subcommittee meeting notes and that will be coordinated with Jon Jainga. C. SUMMER BREAK It was suggested that the Parks and Recreation Commission take a summer break and not hold a meeting in August. After discussion amongst the commissioners, it was decided to stay on schedule and hold the August 5, 1999 meeting. * COMMISSION COMMENTS Bartholomew asked about having a tournament board/awning at Celebration Park. Reuter will report on that at the July 8th meeting. He has a concern about the lack of garbage cans in Celebration Park. Recommended that the Celebration Park teeshirts be ordered and sold at the concession stand at the park as a fund raiser. Bartholomew said the city website is not on our work plan and he offered to follow -up with Mehdi Sadri, Information Systems Manager, on updating information. The Panther Lake clean -up was canceled for June 12th and will be rescheduled at the July meeting. Baker asked Wilbrecht if he was satisfied with the grass on the soccer fields. Wilbrecht said he was meeting with the contractor tomorrow on this issue. Reid talked about the Blueberry Farm. She is working with Ed Swan to get volunteers to work at the farm. She also inquired if a gift catalog was going to be an ongoing project for all the parks? Also, a once a year paver sale for Celebration Park? Wilbrecht said the catalog would be an excellent idea and provide items needed in the park system. McColgan voiced his concern that parks projects are being approved and completed yet there aren't monies budgeted for the maintenance and operations of the facility. Roach has a concern on safety at Celebration Park during the NIT Tournament in July. He also voiced a concern about the July 4th Red, White and Blues Festival at Celebration Park and damage to the fields. He suggested placing benches on the BPA Trail. * ADJOURNMENT Baker made a motion with Reid seconding that the meeting adjourn at 8:32 p.m. r 1 Y
