Chair Reid called the meeting to order at 5:35 p.m. Minutes were approved as written. * PUBLIC FORUM • None. , Chair -Reid introduced two of the new Parks and Recreation Commission alternates, C.T. Purdom and Mike Lane. The third alternate, Dave Armstrong, was unable to attend because of a prior commitment. * ELECTION OF CHAIR AND VICE CHAIR Grosch nominated Duclos for chair with Bartholomew seconding the motion. Kaplan closed the nominations and Duclos was voted Parks and Recreation Commission Chairperson unanimously. Kellogg nominated Kaplan for Vice Chair with Grosch seconding the motion. Duclos closed the nominations and Kaplan was voted vice chair unanimously. Duclos delineated the role of alternates on the commission. * YOUTH SPORTS FACILITY GRANT Jainga reported on the Youth Athletics Facilities Grant and application process. In January 1999, the Department Director received a letter from David Vining, president of the Federal Way Youth Soccer Association. He requested partnering with the Soccer Association and school district to apply for funding under the Paul Allen/Youth Athletic Facilities Grant program. Staff presented the request to the Parks Council Committee on February 22 for grant monies to be used for field renovation and improvements to Sacajawea Park and/or Federal Way High School. Council Committee approved the request and full council approved the request on March 2, • 1999. The city, school district and Soccer Association continue to meet and review the scope of project and grant requirements. Sacajawea Park football/soccer field provides the best project to move Parks and Recreation Commission Meeting Minutes Page 2 • forward with because of poor field drainage. The goal is to renovate the field with a product that can accommodate the heavy schedule of soccer practices, games and the schools needs for PE classes and football. The project scope is to remove the existing turf and install a artificial turf product. The application deadline is the end of July. The city has contracted with a grant writer to assist with the application. This project is consistent with the city's current project priorities for upgrading existing park sites and to continue developing sports fields. Kellogg had questions on the Capital Facilities Plan relative to the time lines given two major park projects. It shows on Table 5 the Lakota Park redevelopment occurring in 2004 and on Table 6 Community Facilities, the Federal Way Community Center time line of 2003. One question was why the Community Center was placed before the Lakota Redevelopment project when Lakota has had the public review and master plan, whereas the Community Center has not. Also, with the close time frame, will it create an either /or situation? Kellogg would like clarification on these issues. Jainga will research these concerns and report at the June meeting. * REPORTS - CELEBRATION PARK A. CONSTRUCTION Wilbrecht reported that the park opened for the first tournament on April 22, 1999 and all went well. There are still some minor items to be completed. There was discussion on signal corrections. Jainga said the pavini tiles would be installed prior to the dedication in two • locations - Weyerhaeuser Plaza and one area near the parking lot. B. DEDICATION CEREMONIES Reid reported on the dedication ceremony scheduled for May 22, 1999 at Celebration Park. Parking for the dedication was discussed, since there is also a ball tournament that weekend. Reid scheduled a walk - through the Park on Friday, May 21st, at 7:00 p.m. to finalize arrangements. She announced that the plaza banners had arrived and arrangements have been made for the stages and sound system for the dedication ceremony. C. SOUVENIR PROGRAM A draft copy of the dedication program was circulated for review. The invitations and souvenir programs were completed under budget. Reid said a local photographer will be in attendance at a good hourly rate. There was discussion on compensating Duclos's assistant, Phalla Pol, for the work she did on the souvenir program. All agreed it turned out very nice and she deserved recognition/compensation. Bartholomew made a motion for some type of compensation to be discussed at a later time with a second by Reid and unanimous vote. D. PRESS KIT Kaplan, Kellogg and Reid will finalize the press kit early next week. • • Parks and Recreation Commission Meeting Minutes Page 3 COMPREHENSIVE PLAN A. REVISIONS & NOTEBOOKS Duclos reported that the new goals and objectives were compared to the old plan with discussion following. The use of a consultant was also discussed with no decision made at this time. The next Comprehensive Plan meeting is scheduled for May 19, 1999 at 6:00 p.m. Jainga said that they would try to set up interviews with some consultants. Jainga will add a list of consultants, an updated schedule and additional information in the packets sent to commissioners. Chambers can't meet on the scheduled Wednesday evenings but still wants to work on the plan. Duclos said he could input by telephone and e -mail. * PANTHER LAKE CLEAN -UP Bartholomew would like to schedule another Panther Lake clean-up similar to the one Commissioners did last year. Last year's took approximately half a day and with parks staff filled a dump truck. Bartholomew asked for assistance from parks staff and a dump truck again this year. The clean -up was scheduled for Saturday, June 12th at 9:00 a.m. and participants are to meet at the King County Aquatic Center. Commissioners Bartholomew, Duclos, Kellogg and Reid committed to the work party. COMMISSION COMMENTS • Grosch thanked Reid for a job well done as Parks and Recreation Commission Chairperson for the last year to a round of applause by the commissioners and staff. Reid mentioned that the Lakota Park field is in bad shape. During football season, players are ankle deep in foul smelling water. Reid would like to see improvements with Baker agreeing on the need. * ADJOURNMENT Kellogg made a motion with Bartholomew seconding that the meeting adjourn at 6:50 p.m. • Commission Members: Please review and update the information. A discussion was held regarding Section VII and it was agreed that: • We should keep concept of "planning areas." • We should simplify /reduce each area's description, recommendation, etc., e.g., eliminate "topography" and "character" and replace it with "overview" (staff will draft this for committee review). • We will attempt to keep format similar to VII -8. Discussion shifted to questionnaire. What is purpose of it? On Saturday, May 22, the former Evergreen Airport will be dedicated as Celebration Park in the heart of Washington's Seventh largest city. More than half of the 83.5 acre site has been preserved in its natural state. 41) Wetlands have been enhanced and walking trails have been built throughout the woodlands, =and across the entire property. There is also a connection to the three -mile BPA Trail that borders the Northern rim of the park. Sports fans can enjoy tournament play on four batting fields and four soccer fields. All fields are illuminated for night play. Dedication ceremonies begin at 11:00 AM, with flag raising by the Totem Council Girls Scouts at the main entrance. The Tacoma Scots Pipe Band will set the pace of the procession up to the main entrance and the flag raising ceremonies at the three poles designed to display the Stars and Stripes, as well as the Washington State and Federal Way flags. The procession will then move up the Weyerhaeuser Plaza to the large central pole funded by the Federal Way Kiwanis accompanied by a color guard from the Veterans of 1110 Foreign Wars. Federal Way to Dedicate Park ... Page 2 • The Federal Way High School Jazz Band will accompany Diane Sweeney, a well -known local soprano, who will sing the National Anthem. The Country Squires, an award winning barbershop quartet will also perform and conclude the day's events by leading the crowd in singing "Take Me Out To The Ball Game ". Specially priced, low cost refreshments will be available at the newly opened concession stand. Celebration Park is located at the intersection of South 324th Street and 11th Place South, one block West of Pacific Highway South. It became a project that took $1,000 in seed money and the energy of members to ask the business community to help finance the installation of the pole and the purchase of a 15 by 20 foot American flag. On Saturday, May 22, the Veterans of Foreign Wars Color Guard will raise the large flag during park dedication ceremonies. The members of the Color Guard will be Tom Leonard, Post Commander, Chuck Weick, Junior Vice Commander; Don Eschbeck, Senior Vice Commander; Dick Whipple, State Department Commander; Pat Watson, Quarter Master and Eugene Nottor, • Chaplain. , i The presentation and flying of the Stars and Stripes will be followed with the National Anthem sung by Diane Sweeney, a well known local soprano, accompanied by the Federal Way High School band under the baton of Larry Walsh, director. Dedication ceremonies will start at 11:00 AM, at the entrance to the Weyerhaeuser Plaza by the main parking lot inside the park. Chuck Kalkstine, Jerry McCarthy, Jim Burbidge and Jim Latham have been singing harmony for years, but have been singing together for just one year. Yet, they recently came home with the Division II Senior Championship for the Evergreen District Barbershop Quartet competition. The four men all belong to the well known Harmony Kings Barbershop Chorus, frequently featured at Federal Way civic events over the years. The Country Squires will compete in Spokane next October for the District • Championship. On Saturday the girls will march in the procession leading to the three flag poles at the entrance to the park and, assisted by some older boy scouts, raise their own flag. They have also been chosen to raise the flags of Washington State and the City of Federal Way. Eagle Scouts Bryan Baker and Brett Palsson will assist, along with Life Scout - Ethan Fey. • Many Girls Scouts from all four service Units in Federal Way will participate in the rocession behind their t5etr s' tster scouts. She will be accompanied by the Federal Way High School Jazz Band under the direction of Larry Walsh. Dedication ceremonies will start at 11:00 AM with a procession leading to the flag poles at the entrance to the Weyerhaueser Plaza. The park is located at 324th Street and 11th Place South, one block West of Pacific Highway South. - • In addition to her activities raising funds for the Knurzen Family Theater at Dumas Bay, Diane has been a member of the Federal Way Coalition of the Performaing Arts for five years and has been cast in nine musical productions at the Fifth Avenue Theater in Seattle. In September, she will be the guest soloist at the annual Federal Way Philharmonic POPS Concert. In December Diane will perform with the Boston POPS conductor, Keith Lockhart, during a performance at the Tacoma Dome.
