Comprehensive Plan MINUTES Present: Jim Baker, Marion Bartholomew, Jerry Bollen, Vice Chair, Laird Chambers, Dini Duclos, Karl Grosch, Bob Kellogg, Dean McColgan, Barbara Reid, Chair and Bob Roach. Excused Absence: Dave Kaplan. Staff: Dave Wilbrecht, Deputy Director, Ed Swan, Neighborhood Development Specialist and Peg Buck, Administrative Assistant. Chair Reid called the meeting to order at 6:00 p.m. * PUBLIC FORUM Scheduled police report on park activity was tabled until next months meeting. MINUTES Bollen moved and Baker seconded the motion to approve the October meeting minutes. Motion passed. * REPORTS - CELEBRATION PARK A. FUNDRAISING Duclos reported that the goal of $350,000.00 had almost been reached. She said $2,500.00 was recently received 411 from the Ferguson Foundation, $7,500.00 from the Horizon Foundation and $35,000.00 from the Boeing Company. Duclos thanked Bollen for his work with the Boeing Company on their generous contribution. B. CONSTRUCTION Wilbrecht said he expects the project to be completed December 8, 1998. The final stages are being completed now. By the end of next week, all plantings will be done. There are approximately 185,000 wetland plants in this project alone. The dedication of Celebration Park will be in May. C, WORK PARTIES Ed Swan distributed a document listing volunteer groups - 22 work parties totaling 1133 volunteer hours to date. He is preparing letters of appreciation to the volunteers. Commissioners and Swan discussed geese problems and plant coverage in park areas. D. FACILITIES McColgan reported on scoreboard issue after meeting with John Hutton. Hutton had met with Pepsi and Coke representatives with Pepsi showing the most of interest of the two companies. McColgan has also been talking with Bob Grebenow of the Federal Way Chamber of Commerce about teams and players coming in to Federal Way for tournaments. He is encouraging the Chamber to promote and coordinate hotels, motels, restaurants and other activities for the teams. E. NOVEMBER 21 HOLIDAY CELEBRATION Reid talked on the hand -out about Celebration Park VIP Tours to coordinate with the downtown Holiday Season kick -off. She is doing invitations for the VIP Tour and they will be sent out within the week. * COMMISSION BUSINESS A. FRENCH LAKE/LAKEHAVEN AGREEMENT Wilbrecht talked on the property division of French Lake Park. He passed out a map and discussed the property division. Lakehaven Utility District will acquire the building. • Parks and Recreation Commission Page 2 November 12, 1998 • B. SKATE PARK Wilbrecht gave a report on the Skate Park Public meeting from October 29, 1998. At the meeting, diagrams of models A & B were handed out to skaters and parents for their feedback. Participants voiced their preferences and chose model B. Wilbrecht said there would probably be one more meeting in December to finalize plan before taking to Council for funding. Duclos received positive feedback from attendee who was impressed with the park and presentation. Reid said Wilbrecht gave an excellent presentation and encouraged skaters to attend the City Council meeting. The Greater Federal Way Kiwanis have a high interest in this project. Wilbrecht and Reid have talked to Dr. Maynard Campbell who is very interested in promoting Skate Park. C. WEDGEWOOD PARK Ed Swan praised the AmeriCorps work in the neighborhood. Their dedication and hard work encouraged local residents to assist in completing trails and planting grass. Kellogg also praised the AmeriCorps group for an impressive job. Kellogg asked about funding for a big toy purchase with neighborhood residents volunteering time to assemble. Wilbrecht said City Manager Nyberg recommended $50,000.00 for Wildwood Park. D. COMPREHENSIVE PLAN Bollen reported there had been two meetings with another scheduled for Monday, November 16, 1998. Parks Director Jenny Schroder and Park Planner Jon Jainga have been attending the meetings. Two focus points for the meeting in November are: 1) format and key elements and 2) development of proposed vision statement. Bollen said the Comprehensive Plan Subcommittee was interested in touring all the City parks. All the Commissioners were interested in the tour and it was scheduled for Saturday, November 21, 1998 at 9:00 a.m. from Steel Lake Maintenance Office. E. STEEL LAKE TREES Wilbrecht discussed the trees bordering 312th Street from Steel Lake Park. There has been ongoing discussions with the City Council, staff, members of Family Fest and Park Commissioners regarding this area of the park. Funds are needed to plan the area if the trees are removed and to construct a fence and landscaping to maintain a seperation between the street and the park. Wilbrecht also stated that the gates are left open in the park so Public Safety Department has better access for the safety issues. Baker and Bollen voiced concern over the removal of the trees with Bartholomew suggesting Commissioners give recommendations on alternatives to City Council. Commissioners decided not to do anything at this time. CQMMISSIONER COMMENTS There was discussion amongst the Commissioners about information submitted to the Parks and Recreation Commission meeting packet. Bartholomew reminded Commissioners that one year ago it was discussed and decided upon that anything could be submitted from Commissioners for the packet. Bollen complimented Kaplan, Reid and Kellogg on their hard work with the media coverage on Celebration Park. He also complimented the Audubon Society for their participation. Duclos thanked the Fundraising Committee for their hard work and determination in the fundraising efforts for Celebration Park. Bartholomew had three issues: 1) inquiring on the bench purchased by the Parks and Recreation Commission for Celebration Park, 2) questioned why a bulldozer was off the 9th Avenue area of Celebration Park. Wilbrecht said it was a storage area for topsoil during construction and will be replanted and 3) what was being done with old wrecking yard building seen from the park? Wilbrecht said Parks Director Schroder was working with the Law Department and Community Development on this issue. Kellogg thanked Wilbrecht for flagpole assistance - very pleased with location, height, etc. Chambers said he enjoyed serving on the Parks and Recreation Commission. King County Aquatic Center has a girls state championship Friday and Saturday. • Parks and Recreation Commission Page 3 • November 12, 1998 Commission Comments continued: McColgan thanked all the Committees who worked so diligently on Celebration Park. Raising the funds for the park has been appreciated. Baker voiced his appreciation and great respect for all the Committees working on Celebration Park. Reid praised Duclos and Bollen on their major fundraising efforts. She would like to see the gift catalog continue for all park facilities. Commissioners thought it a good concept. * ADJOURNMENT Motion to adjourn was made by Roach with a second by Chambers. Motion passed. Our experts will be Ann Zoller, Director of CleanLand, a Cleveland nonprofit which has just been transformed into a citywide parks foundation called ParkWorks, and Kirsten Hampton, a strategic planning and marketing consultant who helped facilitate the restructuring and Memorandum of Understanding between CleanLand and the city. In addition, you may want to participate in our monthly "Ask the Expert" which is currently featuring Greg Moore, Executive Director of the Golden Gate National Park Association, a non - profit that works with the National Park Service on the Golden Gate National Recreation Area in the San Francisco Bay area. Please contact us if you have suggestions regarding future discussion topics or if you need help in accessing the website. Great Parks /Great Cities also has a "Resource Inventory" which lists the skills of people who have attended the regional workshops. The idea is for people to share their skills and information with each other.
