Chair Dovey called the meeting to order at 8:00 a.m.
PUBLIC COMMENT
Dave Kaplan: 1) Mr. Kaplan distributed a copy of a newspaper article entitled °(Seattle) City Council Adopts Initiative
on Parkland Diversion." 2) Mr. Kaplan gave the committee an update on the Parks and Recreation Commission work
• plan.
Bruce Alvorson, 30225 5th Avenue South
Mr. Alvorson voiced his support for an off -leash park. Currently, he takes his dog to the off -leash area at Marymoor
Park in Redmond, where he has not sees a single dog fight, people cleanup after their animals and both owners and dogs
enjoy the freedom.
Linda Kent, 2004 South 304th Street
Ms. Kent was in support of an off -leash area for dogs. Ms. Kent noted that Federal Way supports two large pet stores
and several smaller ones, and felt people should have a place to take their dogs, and volunteered her services to serve
on an ad -hoc committee to do research on these types of parks, and to assist in the maintanance of the park itself.
BUSINESS ITEMS
CPAC UPDATE
Wilbrecht reported that staff, Parks and Recreation Commission members and CPAC have been meeting on a regular
basis, with the primary focus being Lake Grove. The bid document for the ballfield renovation project is currently being
reviewed by the Legal Department. CPAC has not submitted a new budget request, but has revised the old one.

The Parks and Recreation Commission has completed a survey of senior citizens at Klahanee Lake Community/Senior
Center to decide the need and interest in a trail and Korean garden. The survey results indicated an interest in supporting
the trail. The Commission would lace to plan and coordinate volunteer construction of these projects, but recognizes the
financial and time limitations on the City at this time. The Commission requested the Council Committee determine if
this project should be included in their 1997 -1998 work plan, and whether they should use City staff to complete the.
planning and design work. After discussion, the committee felt that there are too many other projects on the work plan
• at this time to consider this project. McColgan suggested that this project be moved to the Commission's 1998. work plan.

McColgan gave the Sports Field Committee final presentation to the Community Investment Advisory Committee on
February 25.

CIP UPDATE
Jainga reviewed the CIP report previously distributed.
OFF -LEASH PARK
Wilbrecht noted that several citizens have come forward in support of an off -leash park in Federal Way. Gates asked staff
and Commission members what projects they plan to put on hold if this were to included in their work plan. McColgan
responded that it is time for the Commission to decide what projects on their work plan can be moved to 1998. GATES
MOVED, DOVEY SECONDED A MOTION, DEPENDING ON WHAT PROJECT ON THE 1997/1998 WORK PLAN
COULD BE MOVED, TO PLACE THIS ITEM ON THE PARKS AND RECREATION COMMISSION WORK PLAN.
MOTION PASSED WITH ELDER OPPOSING. The Parks and Recreation Commission will review their work plan at
their March meeting.
FEDERAL WAY SCHOOL DISTRICT SURPLUS PROPERTY
At the Federal Way School Board's February 10, 1997 meeting, three School District properties were authorized to be
surplused: the 9th Avenue Annex (five acres); Twin Lakes Elementary School's adjacent undeveloped 20 acres; and Five
Mile Lake 48 acres. Committee members requested staff to inquire as to the sale price of each property and the process
to inquire or acquire the sites. Staff will report back at the March meeting.
MISCELLANEOUS
Gates inquired as to the status of the "Storybook Park" behind the 320th Street Library, and requested an update at the
March meeting.
Gates has been approached by citizens asking about no -cost options for recreation activities in Federal Way. Staff
responded that this item is on the March 6 Parks and Recreation Commission agenda.
