PRHSPSC MINS 04-14-1997 .. ..::::. . • SUMMARY In attendance: Council Committee members Jack Dovey, Hope Elder Absent: Mary Gates Staff members Jenny Schroder, Director of Parks, Recreation and Cultural Services; David Wilbrecht, Deputy Director; Jon Jainga, Parks Development Planner; Mary Faber, Cultural Services Manager; Bonnie Lindstrom, Assistant City Attorney; Sue Floyd, Administrative Assistant Guests: Parks and Recreation Commission members Dean McColgan, David Kaplan, Barbara Reid; Mary Ehlis, Family Fest; Mrs. Margaret Armstrong, citizen Chair Dovey called the meeting to order at 8:03 a.m. PUBLIC COMMENT • BUSINESS ITEMS 1997 FAMILY FEST MEMORANDUM OF UNDERSTANDING After discussion, HOPE ELDER MOVED, JACK DOVEY SECONDED A MOTION TO APPROVE THE FAMILY FEST MEMORANDUM OF UNDERSTANDING FOR 1997. It was noted that Mary Fhlis will meet with the Police Department to discuss security. TAKE GROVE SPORTS FIELD RENOVATION PROJECT On April 4, the City received ten bids for the Lake Grove project. Ohana Nursery was the low bid at $183,699.45. HOPE ELDER MOVED, JACK DOVEY SECONDED A MOTION TO ACCEPT THE LOWEST RESPONSIVE BID, OHANA NURSERY AND FORWARD TO FULL COUNCIL. MOTION PASSED. TAC GRANT FOR SPORTS FIELDS AT CELEBRATION PARK The deadline to submit grant applications to IAC (Interagency Committee for Outdoor Recreation) is May 1, 1997. The IAC offers matching grants of up to $300,000 for development projects. A resolution authorizing application for funding assistance must be submitted with the grant. HOPE ELDER MOVED, JACK DOVEY SECONDED A MOTION TO APPROVE THE RESOLUTION AUTHORIZING APPLICATION TO IAC FOR FUNDING ASSISTANCE FOR THE DEVELOPMENT OF SPORTS FIELDS AT CELEBRATION PARK IN THE AMOUNT OF $300,000 AND FORWARD TO FULL COUNCIL. MOTION PASSED. ARMSTRONG PROPERTY Mrs. Armstrong has approximately 19 acres of land that she would like to sell to the City for a park, trail or ballfield. The property is located south of the city bordering 356th Street and the BPA power line, a portion of which is in Pierce County. Staff was directed to visit the site and report back to the Council Committee with additional information on the site. • OFF -LEASH DOG AREA The Parks and Recreation Commission reviewed this topic at their April meeting and have decided to place it on their work plan in September, due to their potential work supporting the development of the sports fields at Celebration Park. The volunteer committee will continue to gather information on off -leash dog parks. Parks and Recreation Council Committee Page Two April 14, 1997 Summary • The Parks and Recreation Commission approved a motion at their March meeting regarding divesture of park land. The Commission believes there is a benefit in having a public process regarding the sale of park land. Staff have reviewed Resolution No. 93 -156, which addresses the disposal of surplus property. Currently, there is no impending sale of City property. The resolution states that when park property is sold, the money goes into the general fund versus a park fund. Dovey stated that he would like to see money received from the sale of park had go into a park fund so that it would go back into park and recreation property. Staff will research amending the resolution. WILDFLOWERS Barbara Reid, Parks and Recreation Commission member, distrbuted a preliminary press packet regarding the wildflower project scheduled for may 3 from 10:00 a.m. to 2:00 p.m. Volunteers are needed to assist in planting wildflower seeds at the BPA and West Campus Trails. The budget for the project is $500. Buttons have been ordered, and there will be balloon trees at the entrances. High school students are packaging the seeds, which were purchased at cost. Ms Reid will meet with the Police Department regarding safety issues. SKATEBOARD PARK Wilbrecht distributed the minutes of the skateboard park meeting. TEEN JAM SESSION Changes to the teen "Jam Session" were distributed. The age group needs to be limited to 12 -19; there has been participation by children as yang as 7 years old. The program will be held every Friday night except the last Friday of the month. MAY MEETING RESCHFDIJT FD • The May meeting will be rescheduled to May 19.
