SUMMARY

Chair Dovey called the meeting to order at 8:03 a.m.

BUSINESS ITEMS
• RECREATION FEE RECOVERY
The Parks and Recreation Commission is continuing their work on recovery rates. A recommendation will be
forwarded to Council Committee in June. The Commission will recommend which programs the City needs to
provide as basic services and programs that could be eliminated. Schroder requested that the Arts Commission
not be part of the recreation recovery formula. Their programs are a benefit to the community as free participation,
but are not part of the recreation program. Mary Gates noted that the Arts Parade could be an opportunity for
revenue potential, i.e., $1.00 donations.
FUTURE FUNDING INITIATIVE RESOLUTION
Applications were submitted to King County Funding Initiative for Celebration Park and the Hylebos Creek
restoration projects on April 30. A resolution identifying project support for the proposed funding initiative was
an additional requirement of the application. HOPE ELDER MOVED, JACK DOVEY SECONDED TO
APPROVE THE RESOLUTION AS PRESENTED. MOTION PASSED. Mary Gates reiterated that there is
support for the projects; however, it does not necessarily qualify as support or non - support of the bond issue itself.
ENGLISH GARDENS TRAIL
English Gardens Trail is undeveloped and owned by the City. The trail links Alderbrook Park to 10th Avenue S.W.
There is a drainage corridor that runs parallel to the trail. In their future work plan, the Public Works Department
will clean out and improve the corridor in 1997. Park Department staff will work closely with Public Works to
coordinate trail improvements for a gravel path. A suggestion was made to solicit the local girl scout troops to
adopt this trail as a service project.
FAMILY FEST MEMORANDUM OF UNDERSTANDING
A Memorandum of Understanding was drafted between the City and Federal Way Community Council for Family
Fest, to be held at Steel Lake Park on July 6 and 7. The Memorandum of Understanding outlines the
responsibilities of both parties. Mary Ehlis will present this draft to the Federal Way Community Council next
week. MARY GATES MOVED, JACK DOVEY SECONDED A MOTION TO APPROVE THE
MEMORANDUM OF UNDERSTANDING. MOTION PASSED. HOPE ELDER ABSTAINED FROM
VOTING.

SCOUT -A -RAMA AT FAMILY FEST
The organizers of Scout -a -Rama are interested in having the Scouts sleep over night at Steel Lake Park during the
Family Fest weekend. This would include approximately 300 boys on Saturday night, and a core group of Friday
night to setup for their event, with adult supervision Mary Ehlis distributed a copy of the Scouts' planned activities,
which included displays, camps, use of barbecue pits and cook stoves, and a first aid station. The Scouts are eager
to hand flyers out to the neighbors of the park notifying them of the events. HOPE ELDER MOVED, MARY
GATES SECONDED A MOTION TO ALLOW SCOUT -A -RAMA CAMP OVERNIGHT AT STEEL LAKE
PARK. MOTION PASSED. Staff will work with Family Fest regarding location of tents at the park.
Mary Ehlis will receive a detailed map and certificate of insurance from the Scouts listing the City as an additional
insured.
