MINUTES
Present: Commission members Jim Baker, Jerry Bollen, Karl Grosch, Dave Kaplan, Bob Kellogg, Barbara Reid, Bobby
Roach, alternate members Dini Duclos and Marion Bartholomew.

Vice Chair Reid called the meeting to order at 6:05 p.m.

Ms. Padem, representing the Wedgewood Neighborhood Park project, requested advice from the Commission as to what
process should be completed for the project to proceed. The project has been approved, is part of the Commission's Work
Plan for 1997 -1998, but there is no funding available. A discussion was held. Ms. Padem and Ms. Bennight were advised
• that when the budget is discussed for the biennium, their concerns will be taken into consideration. It was also suggested
that Padem and Bennight establish a budget, have a plan in place, and attended the City Council Parks Committee meeting
on August 18 to ask for guidance in the development for the completion of this project.
KAPLAN MADE A MOTION THAT THE PARKS AND RECREATION COMMISSION REAFFIRM ITS
SUPPORT OF TILE WEDGEWOOD PARK DEVELOPMENT AND REQUEST THAT THE CITY COUNCIL
PARKS COM IITTEE LOOK INTO POSSIBLE FUNDING IN THE REVISED BIENNIUM BUDGET.

• COMMISSION BUSINESS
A. Appropriate Agenda Items for Commission Packet
All members are invited to include items of Commission interest, making sure their names are on each article, for the
Commission's monthly agenda packet. Members were asked to call Pam to ensure the time line of the distribution of the
monthly packet. Members are also welcome to bring mutual interest articles to distribute at the monthly meetings.
B. Work Plan
I. Adopt -a -Park
The Adopt -a -Park work plan item is on hold. At this time, Celebration Park and Skate Park are the two primary projects
of the Commission. Staff will forward the Adopt -a -Park document to the City's Legal Department, to insure that the forms
meet City standards. Grosch reminded staff to incorporate the follow -up notes from the City Council Park Committee
recommendations before the document is given to the law department for approval. Members discussed the Wedgewood
project as a possible adopt -a -park project. Could this be used as a test case? Follow -up will be done by staff.
• II. Skate Park
Kellogg reported on the skate park presentation made to the City Council Parks Committee. Reid made a presentation to
the City Council. Kaplan stated the skate park clay model will be in the Family Fest parade and shown in the Parks and
Recreation Commission's booth at Family Fest. Skate Park site locations were discussed by members. Wilbrecht reminded
the members of the list of attributes that need to be applied to the location of any property used as a potential site. It was

• decided to wait on a presentation of potential park sites to the City Council Parks Committee until after receiving feedback
from the public at Family Fest. Kaplan will report the findings at the next Parks and Recreation meeting on September 4.
Some potential sites discussed was the NE corner of the Steel Lake Annex property, but parking would be a main concern.
Also examined was the BPA Trail, Phase II, the comers of First Way South and Campus Way, French Lake Park, and
Celebration Park.
III. Celebration Park
Wilbrecht reported that the time line process is on track Discussed was the pending appeal, awarding of bids and future
important meetings of interest to the Commission. Ground breaking will be in September.
Bartholomew reported on the presentations he had made to the Soccer Club and Soccer Association, bringing their
memberships up to date on the project. Traffic mitigation on park usage and field maintenance are some of the member's
concerns as was adult use of the soccer fields. It was a general consensus by the group that adult usage should not be
available until after 9:00 p.m. The soccer groups would like to see a formal agreement from the City on limited adult usage.
Jenny Schroder, Parks, Recreation and Cultural Services Department Director, attended the Soccer Association meeting
asking for an endorsement of the Celebration Park project, seeking help funding dollars for light poles and asking for help
to put up the lights. She was asked to have the City draft a document and the association will sign.
a. Funding Committee
Identifying foundations for grants, and preparing proposals for presentations has been the main emphasis of
the committee. A Blue Ribbon Committee will be established for fund raising ideas. Reid distributed
information on possible tiles for the main plaza. Wilbrecht reported that Mary Warren had distributed a
tile information flyer at weekend soccer tournaments. Reid also shared examples of marketing ideas.
• b. Budget Issues
Wilbrecht reported on the highlights on his Celebration Park presentation to the City Council. The following
will be part of the 8.325 million project: the South and North Roads, Four Lighted Ballfields, Four Lighted
Soccer Fields plus restrooms for each area, and Parking. A discussion followed. Field maintenance and park
usage are concerns of the Commission and from public input.

D. Lake Grove Project
Please see CIP update attachment. Wilbrecht reported that there has been vandalism at both the park and playground.
Federal Way police have been notified and spoke with responsible parties' parents. Kaplan reported that the steps between
the school and field will be an Eagle Scout project in the near future.
E. Red, White & Blues Festival
Wilbrecht reported that the City was very disappointed in the fireworks display. A discount in the final invoice was
negotiated by Mary Faber.
F. Family Fest
Wilbrecht reported that the parks staff is providing the same level of services as in the past for Family Fest. Reid reported
that Cindi Rinehart will serve as Grand Marshall for the parade. Kaplan requested members to sign up to work at the
Commission's booth.
G. BPA Trail, Phase II
Please see CIP update attachment. The project is expected to be completed by September 1, 1997.
• H. Blueberry Farm
Wilbrecht reported that there is a great deal of interest in blueberry picking this year. The farm will be open through August
17, 1997. Kaplan reported that the blackberry vines are growing back. Council member Hope Elder and her family have
volunteered a work party for clean up in March 1998.

Kaplan reported that he and Commissioner Kellogg had attended a meeting of the Lakehaven Utility District on July 30. The
French Lake Park property acquisition will be discussed at a meeting to be held on August 18 at the Lakehaven Utility
District office. All Commission members were encouraged to attend to support the City's position.
Roach stated he will be involved with his senior's softball team preparing for the world championship tournament. He
reported that he will have vertebrae surgery for a pinched nerve on August 25. He invited members to a prayer rally on
September 14 at the Federal Way High School football stadium.
Duclos announced that a Celebration Park map is available for members' use in public presentations.
Baker thanked Marion for taking the initiative in presenting Celebration Park project information at the soccer meetings.
Baker and Bartholomew expressed accolades to the LDS group for the tremendous clean up job at Adelaide Park.
Reid distributed a picture of the original Federal Way airfield built in 1946 for $30,000.

Parks Recreation and Cultural Services Department
• CIP Update as of August 7,1997
BPA Phase II: Bids were opened on February 25, 1997. LUTC approved and forwarded the low bid
to City Council. March 18, 1997, City Council approved and awarded the project base bid, Schedule
C, Schedule D, and Schedule E (which includes all the trail spurs, the spur to the King County Aquatic
Center, the spur to the trail view point and the spur to the existing West Campus Trail System).
Westmark Excavating, Inc. of Summer, Washington submitted the lowest responsive bid of
$460,707.88; the letter of acceptance was mailed on March 24, 1997. April 2, the contractor ordered
the signals and illumination poles and the site survey will begin mid May.
The Public Works Department conducted the preconstruction meeting on May 1 with the contractor.
The contractor began construction on June 2.
The contractor has completed the grading, installed the base material for paving, installed the rockery,
culvert and retaining wall. The contractor is scheduled to pave the trail in mid - August and also
scheduled to install the signal on 1st Way South.
Neighborhood Park Improvements: Staff has met with a play structure vendor representative to
begin working on a proposal of upgrading the existing play structure that meets the neighborhood's
need for Mirror Lake Park The vendor has submitted four different design proposals for Mirror Lake.
Staff met with the PTA in June to look at the four designs. The Mirror Lake play structure work party
is scheduled for September 20, 1997, Mirror Lake Park at 0900.
Lake Grove Sports Field Renovation Project: The project bid schedule for the Lake Grove Sports
Field Renovation 97 -103, started March 5 and ends on April 4. The bids were opened on April 4,
3:10 p.m. at City Hall. The preconstruction meeting for the sports field was held on May 12, 1997 at
the Steel Lake Recreation Office. The CBIC bonding company of Washington held the contractor's
bond for four week trying to finalize the paper work Ohana Nursery hired a private bonding company,
which released their bond within two days. Ohana Nursery started the construction on July 14. The
grading, rockery, drainage and retention stations are all complete. Ohana is currently working on the
field drainage and irrigation system. They are scheduled to be completed by the beginning of
September.
Lake Killarney Open Space Pa k Development: Hough -Beck and Baird have completed the master
plan for Lake Killarney Open Space Park They have completed the documents and specifications for
the Lake Killarney Open Space Park. Hough -Beck and Baird met with the civil engineers on May 7
at Lake Killarney to discuss the boardwalk foundations. July 29, staff submitted the plan to the
Community Development for the pre -land use application.
Sports Field Complex: March 24, 1997, the United States Army Corps of Engineers has granted the
City of Federal Way a Nationwide Permit (NWP) 26, authorizes the placement of fill material into 0.78
• of an acre of wetlands in the headwaters of an unnamed tributary for the Celebration Park site.

The site plans for the project were submitted to the Community Development and Public Works
Departments on May 5 for site plan and SEPA review.
Staff is currently working Community Development, rkin with Communi Public Works and the consultants. The land •

use public hearing is scheduled for August 26.
Dumas Bay Centre Public Restrooms: April 21, Kiel Construction started the demolition work at
Dumas Bay Centre for the new public restrooms.
August 5, restrooms are 90% complete. The project is to be completed by August 20.
Dumas Bay Centre Parking Lot Addition: (Additional 60 Stalls): April 21, Bumgardner Architects
reviewed the parking lot plans with PRCS staff.
April 21 -30, the engineering firm of Coughlin Porter Lundeen completed the parking lot site plan
revisions.
May 6, pre -site plan review meeting with Community Development and Public Works.
July 1, Staff submitted parking lot plans for land use site approval and grading permit.
July 31, Community Development issued the Notice of Application (14 day comment period).
August 5, Community Development and Public Works completed the site plan review and grading

plan review.
August 6, Coughlin Porter Lundeen make some minor revisions per Public Works (Lisa Read).
August 7& 8, Staff prepared bid documents.
August 18, Community Development - Site Plan Approval (3 day mail and 14 days appeal period)
September 2, land use appeal period ends.
September 3, building/grading permit.
September 3, advertise to bid.
September 16, bids close at 3:00 p.m. Bids will be opened at 3:10 pm. and publicly read out loud.
October 7, Council approval and award of bid to the lowest responsive, responsible bidder.
October 14, anticipated start date of construction. (60 days of construction).
Week of December 8, anticipated dates of parking lot completion.

Dumas Bay Centre Theatre: April 21, Bumgardner completed schematic plans for the theatre.
• Bumgardner working on the design development phase of the theatre plans. Design development
completed May 30.
June 1, Bumgardner begun the construction documents.
June 2, Bumgardner completed the theatre model for the Arts Commission.
July 29, the civic theatre construction documents were submitted to the Community Development for
permits.
August 14, Arts Commission recommendation to proceed with the bid documents for the civic theatre
and to proceed with the public bidding process.
August 19, building permit for construction.
August 28, Finance Council Committee authorizes staff to proceed with the bid documents for the
civic theatre and to proceed with the public bidding process. The Finance Council Committee
recommendation is to forward to full Council for approval.
September 2, Council recommends approval of the bid documents and directs staff to proceed with
the public bidding process.
• September 5, advertise to bid.
September 19, bids close at 3:00 p.m. Bids opened at 3:10 p.m. and publicly read out loud at.
October 7, Council approval of bid and awards to the lowest responsive, responsible bidder.
October 14, construction contract.
October 20, anticipated date to begin construction (anticipated 120 days of construction).
Anticipated schedule of completion for the theatre is February 14 -20, 1998.
Mark Twain: The Interlocal Agreement was recently completed and mailed to the Federal Way
School District for their signature. Earth Tech Engineering and Surveying has completed the site
survey map. Staff has forwarded the survey map to Marty Lyons and Associates, who has begun work
on the site renovation plan. Marty Lyons has completed the design documents. Staff is submitting
the plans to Community Development Department for site review and permitting. Federal Way CDBG
Coordinator has scheduled a joint meeting with King County CDBG, King County Sports Youth Grant
Coordinator, Mark Twain Principal, Federal Way School District Facility Manager, PRCS staff and
Marty Lyon, project architect, to discuss the coordination between the two grants for the construction
of the project.
June 30 was the bid opening; Buckley Nursery was the low responsive, responsible bidder. July 15,
Council awarded the bid to Buckley Nursery. Buckley Nursery will begin work on August 11, 1997.

Heritage Woods Park: April 23,1997, the PRCS Department contracted the services of Marty Lyon,
landscape architecture firm, to develop the neighborhood park at the Heritage Wood Division I
subdivision. May 1, Marty Lyon completed the park plans for the project and will be working with

Dave Morrison of Parkland Ventures in developing the park. This complies with the land use
conditions for the Heritage Woods Division I development.
Dumas Bay Signage: Linda Feltner has currently completed the interpretation signs for Dumas Bay
Centre. Ms. Feltner is the graphic and wildlife designer that created the Dumas Bay interpretive signs.
Staff has ordered five special sign post from the Fireside company which are designed for public
information signs.
