MINUTES Present: Commission members Jim Baker, Jerry Bollen, Laird Chambers, Vice Chair, Dave Kaplan, Bob Kellogg, Dean McColgan, Chair, Barbara Reid, Bobby Roach, alternate members Dini Duclos and Marion Bartholomew. Commission member excused: Karl Grosch Staff: David Wilbrecht, Deputy Director, Pam Pollman, Administrative Assistant. Chair McColgan called the meeting to order at 6:11 p.m. • PUBLIC FORUM Margaret Nelson 32904 4th Ave. SW Federal Way, WA 98023 Mrs. Nelson related to the Commission that the wildflower planting project was an excellent idea. She hopes that the City will do this project every year or at least every other year. Chair McColgan congratulated the reappointed Commission members, Bob Kellogg, Bobby Roach and welcomed them back. (Dean McColgan was also reappointed to the Parks and Recreation Commission.) • • MINUTES BOT J FN MOVED, CHAMBERS SECONDED A MOTION TO APPROVE THE APRIL 3,1997 MINUTES AS CORRECTED. MOTION PASSED. • COMMISSION BUSINESS A Election of New Officers BAKER MADE A MOTION TO NOMINATE LAIRD CHAMBERS AS CHAIRPERSON OF THE PARKS AND RECREATION COMMISSION FOR 1997 - APRIL 1998, BOLLEN SECONDED. MOTION PASSED. KAPLAN MADE A MOTION TO NOMINATE BARBARA REID AS VICE CHAIRPERSON OF THE PARKS AND RECREATION COMMISSION FOR 1997 - APRIL 1998, BAKER SECONDED. MOTION PASSED. McColgan extended recognition for his term as Chair, which included heartfelt thanks to the City staff and to the Commission members for a rewarding and exiting year. Chair Chambers thanked McColgan for his patience, his confidence and advice as he takes the Chair of the Commission and for the tremendous job he did as chair of the Sports Fields Committee. There were no added agenda items. The CIP update was distributed. B. Lake Grove Field Update Reid reported that a preliminary user agreement, customized for the site, has been developed with the Federal Way School District. Wilbrecht explained how the agreement works. This agreement is based on a previous agreement that was used with the School District and Saghalie fields. On May 12 a preconstruction meeting is scheduled at the Steel Lake Recreation • Office (fire station). PARKS AND RECREATION COMMISSION May 8, 1997 C. Wildflower Project • Reid distributed the final report and budget on the project (see attachment). Next year, a sign -in sheet or handout will be created to help establish a volunteer pool. For a future wildflower event, balloons would be deleted, the focus would be only on one trail, and the project operated under a two -hour time frame. Wilbrecht suggested using the City's photographer to take pictures of group areas, before and after. The Commission expressed a BIG THANK YOU to Reid for her organization, support and devotion to this very successful project. D. Skate Park Kaplan distributed articles and reports on various skateboard parks. A video presentation and vocal description was shown of the recent tour of skate parks that was completed by members of the Youth and Parks and Recreation Commissions on April 21. Discussion was held during and after the video. A public meeting discussing skate parks will be held Thursday, May 15, 7:00 p.m., in Council Chambers. A panel has been asked to discuss topics of design, competitive interests, community volunteers, funding sources, public safety, engineering recommendations, Federal Way community policy and youth and local interest in a skateboard facility. Kaplan and Wilbrecht will spearhead this public forum. Wilbrecht shared copies of skateboard magazines. The Commission's goals are to be family oriented, a safe place for youth, a social gathering place, and user friendly for the skate park facility. E. Park Security Wilbrecht met with Lieutenant Ken Morgan on Friday, May 2. Federal Way police are very responsive to our needs and will remove any negative element in parks as soon as it happens, Wilbrecht reported. All officers now have designated zones. Lieutenant Steve Kelly is assigned as the primary public safety contact with the Parks and Recreation staff Reid and Roach reported on meetings they had attended and of the favorable police representation at these meetings. Bartholomew reiterated his awareness of the Federal Way Police's help with mail theft The Commission feels the police department is doing a great job. F. Celebration Park • McColgan discussed the Commission's role on this important project. Through recommendations of the CIAC, many issues and policies of development will have to be contemplated and produced. Councilman Dovey has suggested that this project should be top priority in the Commission's 1997 -1998 work plan. Many items need to be addressed, i.e., time frames established for issues of development of the park complex, amenities, funding resources, user fees, private enterprise, etc. A meeting on May 21, 6:00 p.m., place TBA, will start the procedure. At this time a subcommittees will be formed Commission members asked for complete clarification of boundaries for members on fund raising and development committees. Wilbrecht will report on this at the May 21 meeting. Wilbrecht will also ask the City's Finance Department about 501(c) 3s for fund raising for nonprofit and how this all fits together. An agenda will be established for the May 21 meeting. There is no in-kind service to account for dollars for fund raising. All the budget information for the park complex that has been established and approved by the City Council will be distributed at the special meeting. . • COMMISSION COMMENTS Reid distributed wildflower buttons to those members who had not received one. Bollen asked for a point of clarification on the off-leash dog concern that was in the minutes of the City Council Parks and Recreation Committee. The minutes state that the Commission will place this item on their work plan in September. Wilbrecht will ask for a correction at the May 19 meeting. Baker asked about the moratorium on cellular towers that was enacted for 120 days by the City Council on May 5. Wilbrecht reported that the purpose of the moratorium is to give staff time to develop guidelines/regulations on the siting, placement, screening, camouflaging, removal, etc. of cellular towers. The moratorium will be lifted when the new codes are adopted. The City will not be accepting applications for new cellular towers during the moratorium time frame. Duclos reminded members of the food drive this Saturday, May 10, in association with the United States Postal Service. • PARKS AND RECREATIONCOMMISSION May 8, 1997 • Kellogg reported and he and Kaplan had attended the Lakehaven Utility District meeting and that the actuation of the French Lake property was not on the agenda for that meeting. Kellogg spoke with Councilman Gintz about this matter and the Councilman will see that it is on the agenda for the May 22 meeting. Kellogg also reported on the excellent turnout at Arbor Day, April 19, which was held at Steel Lake Park. Kaplan built on Kellogg's Lakehaven report, i.e., they do no allow a public forum at their meetings, and the land has not been purchased at French Lake from the Fire District. Kaplan reported he will be attending the Community Connections Celebration as guest of Debbie McGee, Federal Way School District Partnership Coordinator on May 13. Chambers stated that "Taste of the Best" was very successful. The Aquatic Center will host the United States Masters Meet May 14 -15. Participants will come from all over the world On May 31 and June 1 the State Special Olympics will be held; volunteers are needed if Commission members are available. Chambers then spoke of interview issues, such as adding the alternate members to full member status to help with the extra work load of Celebration Park. Chambers will investigate this issue. Chambers is also concerned with the open gym issue at various schools throughout the District, this is a partnership issue which will be researched.
