These citizens shared their concerns and a need for an off-leash dog area/park in the City of Federal Way. Since this item
is not on the Parks Commission's 1997 -1998 work plan, the Commission will refer the request to the Parks and Recreation
Council Committee for review and action.

A. Follow -up Items
French Lake Park: Wilbrecht reported that the City and the Lakehaven Utility District have been meeting to discuss the
property. The City and Lakehaven are discussing splitting the site north to south with the City receiving the parking area
and the on -site building. The conservation garden is under consideration. The project will be further discussed at the April
16 Lakehaven Utility District meeting. The Parks staff has posted "dogs on leash" signs at the park.
Wilbrecht reported he met with Brian Wilson, Deputy Director, Federal Way Police Department. The police department
is willing to help Parks staff with safety concerns and with enforcement of the City's ordinances within its parks.
The Public Works Department is currently bidding the BPA Phase II project. Wilbrecht announced that the construction
is targeted to begin this spring.
Baker and Bartholomew gave accolades to the Parks Department staff for a spectacular job of storm damage clean up at
Adelaide Park.
B. Lake Grove Sports Fields
Reid reported on her presentation to the Lake Grove Elementary School parents. A ballfield renovation project items insert
will be added to the Lake Grove PTA newsletter. Kaplan, Reid, and Wendy Howe have been meeting with the Federal Way

Chamber of Commerce, leaders of local sports teams, and Jim Walton, LDS Stake representative. The next presentation
will be to the Rotary Club on Thursday, February 27. Reid reminded the members that volunteers will be needed for May,
June, and July to work on the project.
C. Work Plan
I. Klahanee Lake Trail: Grosch discussed the survey comments. The Korean Senior Group showed their interest for

a Korean community garden and the Senior Bridge Group is interested in a trail around Klahanee Lake. After much •
discussion, it was decided that the Commission would like to design a plan and coordinate volunteer construction of these
projects. The Parks and Recreation Council Committee will be requested to review the survey and determine if the
Commission should include this project in the 1997 -1998 work plan.
BARTHOLOMEW MOVED, BAKER SECONDED A MOTION TO REQUEST THE PARKS AND
RECREATION COUNCIL COM IIITEE INCLUDE THIS PROJECT IN THE 1997 -1998 WORK PLAN, USE
CITY STAFF TO COMPLETE THE PLANNING AND DESIGN WORK AND SEEK VOLUNTEERS, i.e., BOY
SCOUTS, TO CONSTRUCT THESE PROJECTS. MOTION PASSED.
II. Adopt -a -Park: Grosch reported that he has received information from Seattle, Bellevue, and Des Moines. Other
cities have used Seattle as a model. Representatives from these cities were contacted. They explained that the program
takes at least eight months to implement. The Commission's subcommittee will reexamine all the material. McColgan
requested that the Commission identify what parks are adoptable. The Adopt -a -Park subcommittee will draft procedures
and recommendations for review at the March 6 meeting.
D. Skateboard Park
Kaplan distributed handouts of newspaper articles targeting skateboard parks. The Commission's subcommittee is planning
site visits in April. It is the general feeling that French Lake Park would be the best site for the project.
E. Sports Fields Committee
McColgan reported on the status of the sports fields committee meetings. The sports field shortages were addressed as well
as open space for community events. Members were encouraged to attend the next two meetings, February 10 and 12, when
the committee will finalize recommendations. These will be presented to the Civic Investment Advisory Committee on
Tuesday, February 25, 5:30 p.m. These recommendations will then be forwarded to the City Council for action.
F. Blueberry Farm II/
Wilbrecht reported that a Girl Scout volunteer group from Federal Way will do clean up work on Friday, February 21, 11:00
a.m. - 3:00 p.m. They plan to come back in June. AmeriCorps have agreed to work on several different Fridays. The group
will be contacted to set up specific dates.
G. 356th and Military Road King County Baseball Field
Roach requested staff feedback on the project. Wilbrecht responded that this project has been on the King County level and
the City or City staff has not been involved in the process. This item will be reported on at a future meeting.
• COMMISSION COMMENTS
Reid reported she will be meeting with a representative from the National Wildflower Association on February 11. A project
update will be given at the next Commission meeting.
Roach reported on his visit to the Tukwila Community Center and he feels that Federal Way senior citizens could benefit
from this type of facility. He announced that the senior slowpitch team he coaches was featured on the front page of Slow
Pitch News. Roach gave an update on the community prayer breakfast.
Kaplan distributed newspaper articles on a initiative for parkland diversion in Seattle and Five Mile Lake site request. He
also distributed copies of the Hylebos Highlights newsletter. Kaplan reported that he had met Debbie McGee, Partnership
Coordinator, Federal Way Public Schools. She will be invited to one of the Commission's future meetings. Kaplan reported
that Jon Jainga had received the City's Spirit Award for the month of February.
Chambers gave an update on the SW Campus Drive traffic light installation/fifth lane project and acknowledged the great
job that Ken Miller and his staff had done. The Aquatic Center expansion project is nearing completion.

Attached you will find the 3rd version of a draft package prepared by the Adopt -A -Park
Subcommittee following two separate meetings. This package was developed after our review of
material provided by the cities of Seattle, Bellevue and Des Moines.
It was felt that both, Bellevue and Des Moines, adopted many aspects from Seattle and tailored
their program and paperwork to suit their needs. We also agreed that the City of FW operates
somewhat different than the other cities and, therefore, we based our draft package on the City's
P &R Staff draft material (dated 1995 which was still on Sue's computer) which was provided to
us in December. We added some explanatory stuff, reviewed the forms, and made several changes
we thought are apropos for our purposes within the current plans & programs for future parks
projects.
Please review this material, so we may discuss it at our next commission meeting. This will result
in a final draft to be forwarded to the P,R & CS Staff (Dave) to be massaged by everybody
interested (including City Attorney's Office), before it gets passed on to the Council P &R
Committee for consideration. Since there are only minor expenditures to the City involved, which
could be covered by the General Fund, we believe that this program should not be the cause for
major budgetary hiccups.

Dear Volunteer:
Welcome to Federal Way's Adopt -A -Park program. This program was created by the Department of Parks,
Recreation an Cultural Services to encourage Federal Way community members to become involved in the
development, care and maintenance of our City's park and trail facilities.
Since the incorporation of the City of Federal Way ( "FW "), our citizens have been active in our community
through volunteerism and partnerships. Volunteers not only help restore the beauty of green spaces and their
surroundings, but they plan and implement projects that guarantee today's children will have a place to bring their
own children in the future.
This program provides opportunities for citizens, service clubs, community and youth organizations, schools,
neighborhoods, and business to join the City as partners to make our parks, facilities and programs the best they
can be.
Adopt -A -Park projects are applicable to areas such as:
FW parks, trails, sports fields and playgrounds. Projects can involve park & trail clean-up, neighborhood park
watch (make parks safer),tree & flower planting, landscape maintenance, park & trail enhancements, play area
restoration, classroom and school use of parks as outdoor laboratories, etc.
Volunteer Groups and Organizations may include:
• Individuals, community and civic groups,
• Student conservation effort, such as student projects & work -study programs,
• Service clubs ( Rotary, Jaycees, Kiwanis, Eagles, Elks, Lions, etc.),
• Youth organizations ( Boys & Girls Clubs, Campfire boys /girls, Boy & Girl Scouts, Brownie
troops,
• Youth sports organizations ( Youth Soccer, Little League Baseball, Junior Football, etc.),
• Citizen groups such as neighborhoods, blocks, "friends" groups, home owner associations,
community clubs,and residence associations, schools, PTA's, church groups, business groups.
Project Duration -- Partnership projects may be one day work parties or long term projects.
Volunteering -- Contributions are accepted in the form of volunteer labor; donations of cash, supplies,
materials, equipment usage, or land; in -kind technical service and consultation, etc.
Tips for Volunteers -- wear comfortable shoes, light- colored protective clothing, hard -soled shoes or boots,
bring work gloves, dress for the weather, and expect to get dirty.
What the City provides -- Washington State Department of Labor and Industries Insurance and secondary
Liability Insurance at no cost, limited usage of some specific tools, some materials, limited maintenance staff
•iPPort. refuse disposal.
How to get involved
To become an active volunteer, fill out the enclosed forms as indicated below. A time will be arranged for you to
meet with park department staff to discuss tasks you may perform, to learn how to access tools as necessary, and
to answer any questions you may have.
The following forms, as applicable, have to be filled out and returned to the Parks, Recreation and Cultural
Services Department before beginning your volunteer work.
Individuals will complete and return the first three forms (forms 1,2,3) prior to project start, and turn in the
time sheet (form 4) every two months.
Groups are to designate one lead person to fill out and turn in the first three forms (forms 1,2,3) prior to project
start, and turn in the group time sheets at the completion of each project.
Required Forms:
The types /names of forms and their purposes are as follows:
1. Service Agreement Form - for insurance and contractual agreement purposes. If you were to
injure yourself while working in a park, carrying out a department assignment, you are covered by
Washington State Labor and Industries. There is not cost to you for premiums. Your coverage is
effective only when we have received the signed and dated agreement.
2.,3. Volunteer Consent Form and Volunteer Disclosure Form - These two forms are
necessary to comply with the Washington Child/Adult Abuse Information Act. At a meeting with
the Parks Department Staff, you will be asked to show your driver's license and then Staff will
witness your signature. (An alternate option is to have your signature notarized).
4. Event Volunteer Agreement/Liability Waiver and Time Sheet - On project days,
everyone volunteering for a project shall sign in and sign out on this form. The same applies for
anyone working individually on a project. This form will be used for all projects.

FEDERAL WAY PARKS, RECREATION & CULTURAL SERVICES DEPARTMENT
SERVICE AGREEMENT FOR ADOPT -A -PARK VOLUNTEERS
The City of Federal Way, acting by and through its Department of Parks, Recreation and Cultural Services (called
the "Department" herein), and (called the "Volunteer"
h erein), agree as follows:
1. The Department will:
a. Provide the Volunteer with such training, supervision, staff support, work space, and materials as
deemed necessary to enable the Volunteer to perform his /her donated support services.
b. Provide the Volunteer with insurance for his /her personal injury through the Washington State Department
of Labor and Industries, at no cost to the Volunteer.
c. On the same basis and applicable conditions as for a City employee, provide liabilityand property damage
insurance coverage up to $1,000,000 per occurrence. This liability and property damage coverage shall be
secondary coverage to all existing insurance that the Volunteer may have or is provided by the club or
organization that he /she may represent in performing the donated service (s).
d. Not provide any coverage for use of owned or non -owned automobiles or vehicles, unless specifically
authorized by the parks department.
e. Provide Volunteers with authorization to operate a City automobile or vehicle upon obtaining a
Washington State Motor Vehicle Record confirming that there are no at fault accidents or driving violations
in the last 3 years. In the event a claim or legal action arises out of an accident involving a Volunteer's
authorized use of a City vehicle, the Department will request such action be defended the same as for a
regular City employee.
f. Agree to appear and defend all claims, lawsuits or actions made against the Volunteer for activities that
were solely within the scope and course of the Volunteer's Adopt -A -Park program assignment.
2. The Volunteer will:
a. Abide by and conform to Department policies relative to appearance, discipline, attendance, caliber of
work and written and oral directives.
b. Be personally responsible for prompt and accurate recording of his /her hours of actual work on form
provided by the Department. Failure to do so may result in loss of benefits.
c. Notify the Department when circumstance dictate termination of his /her volunteer services if prior to the
date agreed upon in Section 3.
d. Agree to hold the City of Federal Way, its elected officials, employees, agenda and other volunteers free
and harmless from all liability arising out of any and all claims, demands, losses, damages, action or
judgments (including all costs and attorney fees) of every kind and description to or by any and all persons
or entities, including, without limitation, their respective agents, licensees, invitees or representatives,
which may occur to or be suffered by such persons by reason of activities arising out of this agreement.
e. Grants full permission to the City to use photographs, videotapes, motion pictures, recordings, or any
other record of this program for any purpose.

CIP Update as of February 1997
BPA Phase II: The Public Works Department is currently bidding the project. The construction is
targeted to begin spring 1997.
Neighborhood Park Improvements: The Mirror Lake Neighborhood Park improvements is
scheduled to start summer 1997.
Lake Grove Ballfield Renovation Project: The bid documents and specifications are in the Legal
Department for approval. After the documents are approved, PARCS will release the documents for
public bid. The construction for the sports field is targeted to start in July 1997.
Lake Killarney Master Plan: Hough Beck and Baird are currently working on the documents and
specifications for the Lake Killarney Open Space Park. The public bid is scheduled for spring 1997.
The project construction phase is targeted to begin summer 1997.
Sports Field Complex: Staff is currently working with the Sports Field Committee. PARCS staff
is working with Michael Williams and the US Army Corps of Engineers on the 1997 Nationwide 26
wetland permit for the site.
• Visitation Retreat and Cultural Center, Performing Arts Theater: PARCS staff is currently
working with the Civic Theatre Committee. The public restroom construction documents and
specification are currently being reviewed by the Legal Department. The project will be released for
public bid after the Legal Department has approved the documents. As
Mark Twain: The King County CDBG has approved the revised 1997 CDBG project the sports field
renovation at Mark Twain Elementary School. The revised interlocal agreement for the Mark Twain
sports field renovation is currently being reviewed by the Legal Department as well as the PSA for
Marty Lyon, Landscape Architect and Earth Tech Engineering and Surveying Inc. S'I,, *Amy G ,
VRCC Signage: Linda Feltner is currently working on the interpretive signs for the VRCC. Ms.
Feltner is the graphic and wildlife designer that created the Dumas Bay interpretive signs.
