NEWLY APPOINTED COMMISSIONER ORIENTATION
Present: Joel Howitt, Fred Konkell, David Talcott and Marie Sciacqua.
Vice Chair Pfeiffer and Parks Operations Superintendent Reuter introduced staff and commissioners.
Pfeiffer discussed a commissioner's role in the Parks and Recreation Commission and explained they are an advisory board
that works closely with the PRHSPS Council Committee and City Council.
Superintendent Reuter explained how the meetings are run, the commission role, staff contacts, etc.
MINUTES
Vice Chair Pfeiffer called the meeting to order at 6:00 p.m. after an orientation with the newly appointed Parks and Recreation
commissioners.
Present: Vice Chair Pfeiffer, Ade Bright, Don Dennis, Cindy Dodge, Joe Henry, Joel Howitt, Fred Konkell, Tom Medhurst,
Marie Sciacqua and David Talcott. Excused: Chair Purdom. Staff: Donna Hanson, Interim PRCS Director, Kurt Reuter,
Parks Operatons Superintendent and Peg Wright, Administrative Assistant.
Guest: Iwen Wang, Management Services Director.
• Dennis moved: Henry seconded a motion to approve the May meeting minutes as written. Motion passed unanimously.
PUBLIC FORUM
Iwen Wang, Management Services Director, gave an update and answered questions on the 2005/06 budget preparation
process. She had several updates to the information she presented at the May meeting.
COMMISSION BUSINESS
Director Hanson requested input from the Parks and Recreation Commission for the City Council on the Park Impact Fee
Workshop that was held on May 25, 2004. Information packets will be distributed to all commissioners then discussed at the
August 5, 2004 meeting.
Review Meeting Calendar — Commission and staff reviewed and made changes to the Work Plan Calendar for public meetings,
parks tours, dedications, etc. for the next few months.
Schedule Parks Tours — The tour of City parks was scheduled for two consecutive Mondays for staff and commissioners.
Reuter will pick participants up at City Hall on June 21 and June 28 at 6:00 p.m.
Naming of Parks/Naming Softball Field at Celebration Park for Jim Webster — Dennis proposed, with a second by Bright, to
forward a recommendation to PRHSPS Council Committee to name Field #1 at Celebration Park after Jim Webster. Proposal
approved with unanimous vote to forward to committee.
In addition, Lynda Jenkins from the Historical Society was on hand to give recommendations on geographical names on both
the Armstrong and Thompson properties. Names associated with the Armstrong property are Webb (year 1884 on 160 acre
homestead) and Ben/Judy Robertson (early settlers /ran a pottery shop). Names for the Thompson property are Canna (year
1884 on 157 acre homestead plus first African American settler in area), Earl Chambers (lived at 19 and 356 active in
logging and the school board plus Laird Chambers father) and Francis /Ilene Marxx (longtime neighborhood residents).
• STAFF REPORTS •
Palisades Park Play Area — A public meeting has been scheduled for June 16, 2004 at 7:00 p.m. at Twin Lakes Elementary
School to acquire information from residents on the play structure replacement scheduled for Palisades Park. Three models
will be presented by Northwest Playgrounds, a vendor of Playworld Systems. The goal is for the attendees to select one design
that best suits neighborhood needs. The projected timeframe for completion is September /October, 2004.
Brooklake Community Church Skateboard Meet — Reuter reported that the Law Department has reviewed and approved
waivers for the proposed Skate Meet. The event has been approved and will be held on Saturday, July 17 at the Skate Park in
Steel Lake Park.
Community Center Update — Donna Hanson gave a report on the Community Center. The architects presented a computer
model where options on mechanical elements of the building were shown. Based on the choices made, the model can show
costs, life of the element and cost efficiency of the investment over several years. The architects will return June 15, 2004 for a
meeting with City Council.
Woodward Property — Code Compliance Officer, Martin Nordby, has not heard from Mr. Woodward to date on the park
encroachment issue.
C.I.P. Update — No update at this time, subject moved to the August agenda.
PRHSPS Council Committee meeting will be attended by Chair Purdom on Monday, June 14 at 5:00 p.m. in the Mt. Baker
Conference Room.
NEW BUSINESS
Pfeiffer asked about the warranty on the turf at Sacajawea Park. He asked if Field Turf has contacted the City on the field
deficiencies /problems. Reuter said Field Turf has committed to address the problems, it just needs to be scheduled. There is a
10 -year warranty on the field.
Howitt asked if French Lake is an off -leash dog park. Reuter reported that French Lake is not an off -leash dog park. The
closest off -leash park is Grandview located in the City of Seatac at 228 St. and Military Road South.
Konkell asked about the use of herbicides in the parks. Reuter explained that Parks staff are licensed in pesticide use and
application. Blackberries and scotch broom are both problems in the parks. It has been reported that the blackberries are .
overtaking the trails in Celebration Park.
Reuter reported that the new sign has been installed at Grosch Field.
Tacoma Water will asphalt overlay the BPA Trail after the 4 of July event.
Commissioners and staff discussed the clear- cutting near Poverty Bay open space.
