MINUTES
Chair Konkell called the meeting to order at 6:02 p.m.
Present: Chair Fred Konkell, Vice Chair Brian Ailinger, Julio Diaz, Marie Sciacqua, Jack Sharlock and Louise Wessel.
Excused: Justin Schmitter and Karl Zinner. Unexcused: Martin Moore, Carol Otto, Dwight Otto and George Pfeiffer.
Staff: Steve Ikerd, Parks and Facilities Manager, Ken Miller, Public Works Deputy Director and Peggy Wright, Parks
Administrative Assistant.
Guests: Jeanne Burbidge, Councilmember, Jeff Greene and Jesse Ahlberg of Greene - Gasaway, Marc Errichetti of
Springline Design, Pat Caylor and Dave Calyor.
The June Parks and Recreation Commission meeting minutes were approved as written.
No public forum.
COMMISSION BUSINESS
Review Work Plan — Trail & Pedestrian Access Improvements, sidewalk area by Hylebos looks good, trail map
discussion to follow; Explore Park Enforcement Fines, what is Police policy on enforcing bike and dog violations?
RCW's address these concerns; Disc Golf, Ikerd said the Panther Lake trail study will bring forth information on
whether this is a feasible location and parking continues to be a concern; Annual Playground Equipment
Replacement, Work Plan #1 & #2 completed; 2010/2011 CIP Budget, no budgeted monies; 2010 Volunteer Events,
Earth Day completed, AmeriCorps has several projects completed to date, Target & WalMart stores, Boy Scout and
church groups continue to volunteer. Additional recognition was discussed for volunteer groups to include write -up in
local newspaper, certificates of appreciation at Council meetings which are televised, etc.; Laurelwood Park, site has
been cleaned up and picnic shelter re- roofed, Public Works currently working on -site doing surface water ditch cleanup.
The neighborhood is pleased with accomplishments in the park to date.
Trail Map — Ikerd distributed a "draft" Trail Map that was compiled by staff for commission review. Ikerd has been
working closely with Kevin Long, graphics staff at FWCC and Erik Earle in the GIS division. The commission was
very pleased with the "draft" map set -up, information/legends, rules /ordinances, etc. The back page is set up so it could
be used as a mailer, too. Ikerd said he would like to see new symbols referencing park amenities and asked
commissioners to make suggestions. Sciacqua thought one addition could be length/mileage noted for each trail.
Ailinger asked about having the map on the city website. Sciacqua also reported through a newspaper article that the
City had received a stimulus grant to promote health and fitness in Federal Way. She inquired if any of those monies
would be available for the trail map project. Councilmember Burbidge said the money has strict guidelines that
accompany the grant for specific projects within the City. Ikerd asked commissioners to review the "draft" trail map,
make changes in red, email Ms. Wright the changes prior to the next meeting and bring their "corrected" copy to the
next meeting for further discussion. Additional pictures in high resolution of the park system were requested to possibly
add to brochure.
Consultant RFP /Interview Report — Commissioner Diaz reported on the consultant RFP meeting that was attended by
two consultant groups. Of the two consultants, one had visited the site, giving them a better knowledge of what staff is
requesting in the RFP. Huitt- Zollars was chosen through this process and commissioners felt they targeted their
presentation to the panel by best meeting the needs of the City. Ikerd said a tentative goal of an October - November
commission presentation is projected from the consultant.
Naming of Hylebos/Brooklake Overview —With changes being made in the Friends of the Hylebos management,
Councilmember Burbidge asked that this topic be tabled for now.

New South 332 Street Detention Pond Proposal , Celebration Park Public Works Deputy Director Miller

the proposed detention pond on the south end of Celebration Park which would include the removal of the large berm
There will be a change in the road configuration — extending 13 Ave S. to the north and 332 St. S. east to west.
Miller explained that originally the road through Celebration Park was to be a park road only, not north/south access
between main streets. With the new school district building and Church of Blessing construction, new roads will be
connected as their construction progresses and they pay for the road improvements. Chair Konkell asked about fencing
the north side of pond with the close proximity to the soccer field but consultant said it is not required and is far enough
away from the soccer field not to warrant a fence. Fencing and safety are the commissioners main concern with the
proposed pond site. Commissioners asked why the new detention pond was on city property if for another entity with
Miller explaining that it is for our benefit to have control of site. Sharlock asked about the types of trees lining the street
and the right trees have been chosen, according to Miller and Ikerd, to prevent future buckling of sidewalks and
overflowing in to the street causing maintenance issues. The road through Celebration Park will remain a "parks road"
and be maintained by Parks and the pond will be Surface Water with Public Works maintaining. Miller said he
welcomed input from commissioners on the project.
Red. White and Blue Festival Update — Ikerd reported that the Red, White and Blue Festival was successful with an
estimated attendance of 20,000 people. Vendors reported they had successful sales during the event and additional
parking was provided at the Dunn Lumber site with monies used to offset event costs.
2011 -2012 Budtret Update - Director Roe was not in attendance. Burbidge commented that the budget is a work in
progress and City Council is working hard to adjust, balance as best they can. Ikerd said department Directors have
made their recommendations to the City Manager for his consideration. Chair Konkell wanted to state on the record
that he is against the merge /co- mingling of the PRCS and Public Works departments. He feels PRCS — especially Parks
Maintenance division - will lose their identity. Burbidge and Ikerd said both departments do share a lot of resources
currently — equipment, staff, etc. - but Chair Konkell said he would hate to see both departments under one "umbrella"
and PRCS disappear in the City.
No Parks and Recreation agenda items on PRHSPS Council Committee meeting agenda so Chair Fred Konkell will not
be attending meeting.
