Background: Since the former contract far purchase and development of the former AMC Theaters site has expired due to lack of payment of the required $100,000 earnest money deposit by the required date of 1/31/11, that site is again available for redevelopment through an RFQ/RFP process, similar to what was undertaken in 2007. Attached is a draft of the "Project Vision and Principles" section of the draft RFQ. This section will constitute the City's redevelopment vision for the site, forming a key component of the RFQ to which development teams will be sought to respond. At the 3/1/11 Open House members of the public will be encouraged to provide comment on the redevelopment vision. Also attached are two potential RFQ/RFP process timelines for Council's consideration. One represents a more aggressive timeline, ending with development team selection in mid-August, while the other allows for some more time, ending in mid-October. Council action on these matters is tentatively scheduled for 3/15/11. Options: 1. Approve RFQ/RFP Timeline A and incorparate Council comments and direction on the "Project Vision and Principles" verbiage; 2. Approve RFQ/RFP Timeline B and incorporate Council comments and direction on the "Project Vision and Principles" verbiage; 3. Predominant land uses will be residential, commercial and civic uses. The Project should serve as a catalyst within this urban center, designed to bring an active and vital mix of uses to the area in a pedestrian-friendly, transit-supportive format. Different land uses will be found side by side or within the same structures. The mix of uses will Ue located in a development with minimal setbacks, reduced parking requirements, and taller structures, all in an effort to achieve higher densities necessary to support "the place."
