1. CALL MEETING TO ORDER
Mayor Priest called the meeting to order at 6:02 p.m.
Councilmembers present: Mayor Skip Priest, Deputy Mayor Dini Duclos, CouncilmemberJim
Ferrell, Councilmember Linda Kochmar, Councilmember Mike Park, CouncilmemberJeanne
Burbidge, Councilmember Jack Dovey and Councilmember Roger Freeman.
Staff present: City Attorney Pat Richardson and City Clerk Carol McNeilly.
2. DRAFT RFQ/RFP FOR FORMER AMC THEATRE SITE REDEVELOPMENT
Economic and Community Development Director Patrick Doherty reviewed the draft RFQ/RFP
for the former AMC Theatre site redevelopment. He stated the comments provided by Council
at their special meeting on March 1, 2011 were incorporated into the "Project Vision and
Principles" portion of the RFQ. He reviewed the redevelopment vision for the downtown area
as well as the project vision. Mr. Doherty reviewed the RFP Components as well as the
timeline.
Public Comment:
Julie Vance opposed the Twin Towers project. She feels the property belongs to the citizens
of Federal Way and the Council should listen to the citizens as to whattheywantto see on the
site.
Nancv Combs echoed Ms. Vance's comments. She would like to see shops, walking areas, a
fountain or an area similar to Puyallup and Kent Station.
Clara McArthur would like to see this site preserved. She wants to see grass/trees, benches
and a gazebo. She wants to see a park area where families can gather. She begged the
Council to listen to the citizens on this item.
Louise Wessel submitted comments for the Clerk to read into the record. She would like to
see a large open space park built on this site.

Shervl Nevers submitted comments for the Clerk to read into the record. She wouid like to
see the entire site developed into a park.
Barbara Reid feels the City currently lacks charm/architectural interest and would like to see a
Commission of Architects to serve as advisors to the development of this site.
Roger Flygare owns three businesses in Federal Way . He is concerned with traffic flow; he
fears having multi-family living in the downtown core would add to current traffic issues.
3. EXECUTIVE SESSION
The Council adjourned to executive session at 6:30 p.m. to discuss cotlective bargaining
pursuant to RCW 42.30.140(4)(b) and potential litigation pursuant to RCW 42.30.110(1)(i) for
approximately 30 minutes. The Council adjourned from executive session at 7:00 p.m.
4. ADJOURNMENT
Mayor Priest adjourned the meeting at 7:00 p.m.
