LUTC MINS 05-17-2010 City of Federal Way City Council Land Use/Transportation Committee May 17, 2010 City Hall 5:30 PM City Council Chambers MEETING SUMMARY Committee Members in Attendance: Committee Chair Dini Duclos and Committee Member Jim Ferrell. Council Member Jack Dovey was excused. Council Members in Attendance: Mayor Linda Kochmar Staff Members in Attendance: Director of Parks, Public Works, and Emergency Management Cary Roe, Deputy Public Works Director Marwan Salloum, Deputy Public Works Director Ken Miller, Surface Water Manager Will Appleton, Street Systems Project Engineer Brian Roberts, Assistant City Attorney Peter Beckwith, and Administrative Assistant II Darlene LeMaster. 1. CALL TO ORDER Committee Chair Duclos called the meeting to order at 5:30 PM. 2. PUBLIC COMMENT There was no public comment. 3. BUSINESS ITEMS Forward Topic Title/Description to Council A. Approval of the May 3, 2010, LUTC Minutes Committee approved May 3, 2010, LUTC minutes with correction of date to May 3, 2010. Moved: Ferrell Seconded: Duclos Passed: Unanimously, 2-0 N/A B. West Hylebos Creek Culvert Replacement/Removal and Flood Control Improvements – 100% Design Approval and Authorization to Bid Surface Water Manager Will Appleton presented information on this item. There was no public comment or discussion. Committee forwarded Option #1 as presented. Moved: Ferrell Seconded: Duclos Passed: Unanimously, 2-0 6/1/2010 Consent C. Pacific Highway South HOV Lanes Phase IV Bid Award Street Systems Project Engineer Brian Roberts presented information on this item. There was no public comment or discussion. Committee Member Ferrell asked if the 25% gap in the bid from the engineer’s estimate was concerning as well as how the bidder was able to get the bid so low. Did anything specific stand out? Mr. Roberts responded that all five bids were considerably below the engineer’s estimate. Deputy PW Director Salloum stated that this past year’s market trend has resulted in most bids coming in at 25% to 30% below the engineer’s estimate. Contractors are reducing their profits in order to reduce their bid enough to be awarded a contract. Mr. Roberts and Deputy Director Salloum discussed how bids were compared and analyzed.
