Planning Comm MINS 04-01-1998 SUMMARY Commissioners present: Robert Vaughan (Chair), Peter Morse, Lu Joslin, and Karen Kirkpatrick. Commissioner absent: Tim Carr, Todd Suchan, and Dean Greenough. Staff present: Deputy Director of CDS Kathy McClung, Senior Planner Jim Harris, and Admin Assistant E. Tina Piety. Chair Vaughan called the meeting to order at 7:15 p.m. APPROVAL OF MINUTES Tabled. AUDIENCE COMMENT None. ADMINISTRATIVE REPORT Ms. McClung informed the commission that next Tuesday the City Council will hold a public hearing on the moratorium on adult uses. The LUTC discussed the Environmentally Sensitive Areas Amendments on Monday. They are considering whether to require a wetland survey before making their decision. The city issued the permit for Celebration Park. COMMISSION BUSINESS - Shoreline Management Program Amendments The public hearing was opened at 7:25. Ms. McClung introduced the staff report. The Shoreline Management Program (SMP) establishes controls and regulations for development near shorelines, which in Federal Way includes Puget Sound and some of the lakes. The city is updating regulations adopted from King County when the city incorporated. The intent is to fit the SMP to conditions found in Federal Way. Mr. Harris presented the updated regulations. The majority of the changes in the SMP are housekeeping. Much is deleted because it does not fit Federal Way conditions. Staff has the following changes to the regulations portion of the staff report: Page 8 - Item D, 2 (Moorage piles). Should be 80 feet, not eight. Page 8 - Item E, 4. Should say, “No more than one...” Page 8 - Item 18. Should say Office and Commercial in title. This is in line with state regulations. Page7/8 - Piers section. Staff will lower the length of piers to better fit the size of our lakes. Page 13 - Requires a 50 foot setback for residential, not 20. The Public Testimony was opened at 7:05 p.m. Jerry Hillis, 1221 - 2nd Avenue, Seattle - Proposed changes are consistent with the zoning agreement made with Weyerhaeuser in 1994. William Drake, 32312 - 2nd Avenue, Federal Way - Regarding page 25, item 11. Why was it struck? Is this not a safety issue? For page 3, item 5, keeping the priority list would enhance the shoreline environment. The Public Testimony was closed at 7:10 p.m. It was noted that the existing code delineates what process is used for shoreline development. Discussion was held over whether to reinstate item 5 on page 3. It was consensus that the intent of prioritizing development is met elsewhere and item 5 is not needed and so, it was decided to leave it struck out. It was decided to add the word “commercial” where appropriate (as in page 8, item 18). For item 11 on page 25, it was struck because there are no streams or rivers in Federal Way that are regulated by the Shoreline Management Master Program. It was m/s/c (unanimous) to send the issue on the City Council as amended. The Public Hearing was closed at 8:25 p.m. ADDITIONAL BUSINESS It was m/s/c to approve the minutes of January 28, 1998.
