Planning Comm MINS 07-15-1998 SUMMARY
Commissioners present: Robert Vaughan (Chair), Tim Carr, Lu Joslin, Peter Morse, Dean
Greenough, and Karen Kirkpatrick. Commissioners absent: Todd Suchan. Staff present: Deputy
Director of Community Development Services Kathy McClung, Traffic Engineer Rick Perez,
Contract Planner Mark Hinshaw, and Administrative Assistant E. Tina Piety.
Chair Vaughan called the meeting to order at 7:04 p.m.
APPROVAL OF MINUTES
The minutes of July 1, 1998, were approved.

ADMINISTRATIVE REPORT
Ms. McClung gave an update on proposed development.
COMMISSION BUSINESS - Residential Design Guidelines
The Public Hearing was opened at 7:25 p.m. (There was no audience, so the Public Testimony
was never opened.)
Ms. McClung introduced Mark Hinshaw and Mr. Hinshaw gave the staff report. He went over
the objectives, issues, and alternatives for residential design guidelines. There are three issues:
guidelines for multi-family and non-residential uses in residential zones and multi-family uses in
non-residential zones. He noted that where feasible, Community Planning Through
Environmental Design (CPTED) principles were used. He remarked that there are three
alternatives:
A. Prescriptive Guidelines, which state, “you shall do this.”
B. Descriptive Guidelines, which state, “you should do this.” and
C. Combination of Both.
The staff recommendation is a combination of both.
Discussion was held on ways to evaluate the guidelines after they have been in place for a few
years. One issue was what are the indicators that they working well, or poorly?

Mr. Hinshaw went over two charts that listed the proposed guidelines in regards to Site Design
and Building Design. He gave a slide show of examples of communities which have had
guidelines for three to ten years or more. It was m/s/withdrawn to accept the staff
recommendations for Alternative C, adopt this concept and direction for site and building design
and to use the principles of CPTED. The motion was withdrawn because the commission is just
looking at the options at this point. Staff will take the commission’s recommendations and draft
code language, which will be presented at the next meeting.
The commission reached consensus on the following recommendations (numbering corresponds
to guideline numbering):
Site Design
1. Recommended striking the word “All.” There may be a good reason to remove a
significant tree, and the word is not needed because the guideline implies that all must
be retained even without the word “all.” It should also apply to multi-family in
residential and non-residential zones.
3. Change from a shall to a should to allow flexibility.
5. Allow for higher lighting fixtures for parks, etc. Indicate whether it is pole or other type
of lighting fixtures.
7. Change from should to shall and extend to non-residential development.
9. Rework. Fencing may be needed to cut down on noise from a busy street and sentence
should be turned around because it seems to require fencing.
Building Design
1. Delete the word “All,” it is redundant. Extend to non-residential development.
2. Extend to non-residential development.
3. Extend to multi-family in non-residential.
5. & 6. Combine.
6. Change from a should to a shall.
It was m/s/c to continue the Public Hearing to August 19, 1998, at 7:00 p.m. in the Council
Chambers.
ADDITIONAL BUSINESS
Ms. McClung informed the commission that the next code amendment deals with code
compliance issues. Commissioner Kirkpatrick will be out of town on August 19, 1998.
Commissioner Greenough may also be gone.
