Planning Comm MINS 08-19-1998 SUMMARY Commissioners present: Robert Vaughan (Chair), Tim Carr, Lu Joslin, Todd Suchan, and Dean Greenough. Commissioners absent: Peter Morse and Karen Kirkpatrick. Staff present: Senior Planner Margaret Clark, Contract Planner Mark Hinshaw, and Admin Assistant E. Tina Piety. Chair Vaughan called the meeting to order at 7:05 p.m. APPROVAL OF MINUTES The minutes of July 15, 1998, were approved. AUDIENCE COMMENT None. ADMINISTRATIVE REPORT Ms. Clark presented the commission with a list of major projects the city has received applications for as of August 19, 1998. She commented that the Comprehensive Plan went before the Land Use/Transportation Committee (LUTC) on Monday, August 17, 1998. They reviewed Chapters I (Introduction), II (Land Use), VIII (Potential Annexation Area), and IX (Natural Environment). They will have a special meeting on September 14, 1998, to go over the Transportation Chapter (Chapter III) and code changes to the subdivision and zoning chapters. On September 21, 1998, they will review the remaining chapters and the site specific requests. The terms for Commissioners Lu Joslin, Tim Carr, and Todd Suchan expire on September 30, 1998. Commissioners Joslin and Carr have stated they will not seek to be reappointed. In addition, Commissioner Peter Morse has resigned because he has been transferred to Portland. The city is currently advertising for the expired positions. The due date for applications is September 18, 1998. The City Council will appoint the new members in October. The commission will not hold a meeting the first week of September. It was decided to hold a farewell dinner for the outgoing commissioners on September 16, 1998, at the regular meeting time. It is likely there will be no business conducted at this meeting and the commission may not meet again until the second regular meeting in October. City of Federal Way PLANNING COMMISSION August 19, 1998 City Hall 7:00 p.m. Council Chambers Planning Commission August 19, 1998 2 COMMISSION BUSINESS - Residential Design Guidelines The Public Hearing was reopened at 7:25 p.m. Mr. Hinshaw informed the commission that their comments/changes have been incorporated into the Residential Design Guidelines, except he inadvertently neglected to strike the word “All” from the Building Design sections. He noted that these amendments would be placed at the end of Article XIX, Community Design Guidelines. Staff suggested that Section 22-1640 be extended to all of the Residential Multi-Family (RM) zones in order to cover all residential zones. Staff suggested that the Residential Single Family 5.0 (RS 5.0) zone be added to Section 22-1642 in order to cover all zones that allow multi-family. It was m/s/c (no nays) to approve the staff recommendation, with the addition of striking the word “All” from the Building Design sections, adding the RM zones to Section 22-1640, and adding RS 5.0 to Section 22-1642.
