SUMMARY
In attendance: Commission Chair Bob Vaughn; Commission members John Caulfield, Hope Elder, Bill Drake, and
Eric Faison; Senior Planner Margaret Clark; GIS Analyst Michael Strong; Administrative Assistant Sandy Lyle.
1. CALL TO ORDER
Chair Vaughn called the meeting to order at 7:05.
2. APPROVAL OF MINUTES
The minutes of the February 16, 2000, meeting were approved as presented.
3. PUBLIC COMMENT
There was neither audience
4. COMMISSION COMMENT
Stephan Clifton, the Director of Community Development Services, will be conferring with Phil Watkins about
filling the current vacancy on the Planning Commission. Ms. Elder reported on a workshop she attended in
University Place. She also commented that the Volunteer Recognition Dinner was very nice and that staff does
an excellent job each year organizing the event. She also noted that at the 10th birthday celebration, all the
speakers addressed land use and land planning issues. She also recalled that land use issues were the driving
force of incorporation.
5. BUSINESS ITEMS
The Commission held a workshop on Capacity Analysis (also called Buildable Lands). Existing housing targets
were previously assigned by the Countywide Planning Policies based upon information gathered in 1996.
Federal Way did not approve the Countywide Planning Policies because they policies are only a plan In 2002,
when there is 5 years of data to analyze, new numbers can be produced, new targets and new capacities set. .
Wetlands are exempt; targets should be less than capacity. Commission members asked good questions and
shared opinions about what they believed would be good areas to develop into housing. Available land does not
provide space for new units without building upwards. Commission members did not support the Proposed
Growth Target Ranges for Households and Employment chart.

The next meeting will be held at 7:00pm in City Council Chambers on March 13, 2000.
