Council MINS 01-16-2001 FEDERAL WAY CITY COUNCIL Regular Meeting Council Chambers - City Hall January 16, 2001 - 7:00 p.m. MINUTES I. CALL MEETING TO ORDER Mayor Park called the regular meeting of the Federal Way City Council to order at the hour of 7:01 p.m. Councilmembers present: Mayor Mike Park, Deputy Mayor Linda Kochmar, Councilmembers Jeanne Burbidge, Mary Gates, Eric Faison, Dean McColgan, and Michael Hellickson. Staff present: City Manager David Moseley, City Attorney Bob Sterbank, City Clerk Chris Green, and Deputy City Clerk Stephanie Courtney. II. PLEDGE OF ALLEGIANCE The Cub Scouts/Bear Den #3 Pack #307 led the flag salute. III. SWEARING-IN CEREMONY City Council Appointment to Position No. 6 City Clerk Chris Green administered the oath of office to Councilmember Eric Faison. IV. PRESENTATIONS 1. Certificates of Commendation/Public Works Employees City Manager David Moseley recognized and awarded Certificates of Commendation to Public Works employees Eugene Soto and John Giger for their heroism and distinguished service while placing themselves at significant risk to serious injury during the rescue of a Federal Way citizen on December 15, 2000. Federal Way Fire Department Chief of Operations Al Church also presented plaques to Public Works employees Eugene Soto and John Giger for their heroic act of bravery and commended them for their efforts. SPIRIT Award/Month of January City Manager David Moseley presented the January SPIRIT award winner to Community Development employee Debbie Lusibrink. Ms. Lusibrink received the SPIRIT award as a result of her friendly and courteous manner in dealing with customers and citizens at the city’s main reception desk and Community Development’s permit counter. 3. City Manager/Introduction of New City Employees City Manager introduced and welcomed the following new employees: Russ Clary and Robert Miesse were hired for the Municipal Court as Security Services Officers; Jennifer Mayer, who has been hired for the Parks, Recreation and Cultural Services Department as a Recreation Coordinator; and Renee Miller, the new Prosecutor for Law Department. 4. City Manager/Emerging Issues Mr. Moseley introduced Doug Levy, the new lobbyist for the City of Federal Way. This contract position was made available in this year’s budget, to represent the city at the state legislature. Mr. Levy thanked Council and the City Manager for this opportunity. V. CITIZEN COMMENT Steve Gorester, thanked Council for the development of the new Park & Ride lot in Twin Lakes, and also voiced opposition to strict Park & Ride Lot parking enforcement at the current SeaTac Mall Park & Ride location. William Sarno, spoke regarding domestic violence issues. Alexander Paterson, spoke on behalf of Saghalie Junior High School’s upcoming Cultural Fair, February 15th from 7:00 p.m. to 9:00 p.m.; he asked anyone who would like to participate as a judge, please contact the school. Bill May, spoke in opposition to the proposed cluster subdivision ordinance, stating he would still like to see revisions such as clarifications to neighborhood and sewer impacts. Deputy Mayor Kochmar pulled Consent Item (d)/Council Bill #260/Cluster Subdivision Code Amendment. Councilmember Faison pulled Consent Item (e)/Council Bill #261/Crime Prevention Through Environmental Design Principles and Guidelines (CPTED) Zoning Code Amendments. The main motion to approve Consent Items (a), (b), (c), (f), (g), (h), (i), and (j) passed as follows: Burbidge Yes Kochmar Yes Faison Yes McColgan Yes Gates Yes Park Yes Hellickson Yes Consent Item (d)/Council Bill #260/Cluster Subdivision Code Amendment: Deputy Mayor Kochmar asked the City Manager for clarification on the adjacency requirements in dealing with cluster subdivisions. Acting Community Development Director Kathy McClung noted the adjacency issue is not specific to cluster subdivisions, as all proposed plats are reviewed for impacts on transportation, sewer, water, utilities and schools. COUNCILMEMBER MCCOLGAN MOVED APPROVAL OF CONSENT ITEM (d)/COUNCIL BILL #260/CLUSTER SUBDIVISION CODE AMENDMENT; DEPUTY MAYOR KOCHMAR SECOND. City of Federal Way City Council Regular Meeting January 16, 2001 – Page 4 COUNCILMEMBER MCCOLGAN MOVED TO AMEND SECTION 20-154 FOR CLARIFICATION PURPOSES TO INCLUDE “SLOPES ARE TO BE MEASURED IN THEIR NATURAL STATE”; DEPUTY MAYOR KOCHMAR SECOND. INTRODUCTION ORDINANCE- Council Bill #262/Metromedia Right-of-Way Franchise Agreement AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, GRANTING METROMEDIA FIBER NETWORK SERVICES, INC., A DELAWARE CORPORATION, A NONEXCLUSIVE FRANCHISE TO OCCUPY RIGHTS-OF-WAY OF THE CITY OF FEDERAL WAY, WASHINGTON, WITHIN A SPECIFIED FRANCHISE AREA FOR THE PURPOSES OF INSTALLING, CONSTRUCTING, MAINTAINING, REPAIRING, AND RESTORING A FIBER OPTIC COMMUNICATIONS SYSTEM WITHIN AND THROUGH THE CITY OF FEDERAL WAY. COUNCILMEMBER GATES PULLED FROM AGENDA. IX. CITY COUNCIL REPORTS Councilmember Gates announced the next meeting of the Finance/Economic Development/Regional City of Federal Way City Council Regular Meeting January 16, 2001 – Page 6 Affairs Committee will be February 23rd at 2:00 p.m.; and updated Council on regional issues. Councilmember Burbidge announced the next meeting of the Parks/Recreation/Human Services/ Public Safety Committee will be held February 12th at 12:00 p.m.; and extended “kudos” to Ron Walker, Diversity Commission and Youth Commission for their work on the Martin Luther King Jr. Celebration held at Decatur High School. She also updated Council on various regional issues and reminded citizens of upcoming events at the Knutzen Family Theatre. Councilmember Hellickson stated he attended the Martin Luther King Jr. Celebration and also extended “kudos” to both the Diversity Commission and Youth Commission for their efforts. Councilmember Faison thanked his colleagues for the opportunity to serve the residents of Federal Way and also thanked Kathy McClung, Margaret Clark and all of the city staff who do an exceptional job; and noted he is looking forward to working together. Councilmember McColgan echoed the comments of praise to Ron Walker, the Diversity Commission, and Youth Commission for each year raising the bar and doing an exceptional job on the Martin Luther King Jr. Celebration. He announced the next meeting of the Land Use/Transportation Committee will be January 22nd at 5:30 p.m. in Council Chambers, and welcomed Councilmember Faison. Deputy Mayor Kochmar also echoed the comments regarding the Martin Luther King Jr. Celebration; and thanked all 11 people who applied for the open Councilmember position. She updated Council on her attendance at various events in the community. Mayor Park noted the recent visit of twenty Enburi Dancers from Hachinohe on January 8th ; and updated Council on his attendance at the Seattle/King County Economic Focus which was held in Seattle. X. CITY MANAGER REPORT City Manager David Moseley thanked all who participated in the Community Development Director interviews, he received great feedback and will continue to review in the next few weeks; and noted they are in the second week of accepting applications for the Assistant City Manager position. Mr. Moseley noted this would be Interim Police Chief Chaney’s last council meeting as Chief Kirkpatrick begins January 29th; he offered his since appreciation to Chief Chaney for his dedication during this transition. He noted the Advancing Leadership class will be visiting City Hall for “government day”; he thanked Cameron Parker for his leadership and involvement with this visit. City Manager David Moseley noted jail costs for 2000 have not yet been finalized, but appear to come in at or slightly below budget expectations; he noted interdepartmental teams are looking at City of Federal Way City Council Regular Meeting January 16, 2001 – Page 7 ways of stabilizing or decreasing the rising jail costs. He added the first prisoner has been moved to Chelan County Jail and a contract with the Fife Jail is being finalized. He added there will be no executive session tonight. XI.
