Council MINS 10-02-2001 FEDERAL WAY CITY COUNCIL REGULAR MEETING Council Chambers - City Hall October 2, 2001 – 7:00 p.m. Minutes * * * * * I. CALL MEETING TO ORDER Mayor Park called the regular meeting of the Federal Way City Council to order at the hour of 7:03 p.m. Councilmembers present: Mayor Mike Park, Deputy Mayor Linda Kochmar, Councilmembers Jeanne Burbidge, Mary Gates, Eric Faison, and Dean McColgan. Mayor Park excused Councilmember Hellickson’s absence. Staff present: City Manager David Moseley, City Attorney Bob Sterbank, City Clerk Chris Green, and Deputy City Clerk Stephanie Courtney. II. PLEDGE OF ALLEGIANCE Councilmember McColgan led the flag salute. III. PRESENTATIONS a. ”Fallen Hero’s Day” Proclamation Deputy Mayor Kochmar read and presented the proclamation to Federal Way Fire Chief Al Church. This proclamation declares October 6th as “Fallen Hero’s Day” with Federal Way’s recognition of the fallen firefighters and police officers on September 11, 2001. Chief Church accepted the proclamation and thanked Council, noting there would be a procession of fire engines and police vehicles starting at Celebration Park to the SeaTac Mall on Saturday, October 6th. Federal Way City Council Regular Meeting October 2, 2001 – Page 2 b. ”National DECA Week” Proclamation Deputy Mayor Kochmar read and presented the proclamation to Youth Commissioner and President of the Federal Way High School DECA Chapter David Lock on behalf of National DECA Week. Mr. Lock accepted the proclamation, thanking Council for the recognition. c. City Manager/Introduction of New Employees City Manager David Moseley announced the following new employees: Sean Gotcher, Police Officer for the Public Safety Department, and Terrina Marchant as an Accounting Technician for Management Services Department. d. City Manager/Emerging Issues City Manager David Moseley announced there were no emerging issues tonight. IV. CITIZEN COMMENT Glen Lee, spoke in support of Consent Item (d)/Brigadoon 2001 Neighborhood Traffic Safety Project. George R. Raffle, spoke in concern of the timeline of the solid waste contract for the city. V. CONSENT AGENDA a. Minutes/September 18, 2001 Regular Meeting -Approved b. Intent to Designate Residential Targeted Area for Limited Multi-Family Tax Exemption & to Set Public Hearing Date/Resolution –Approved Resolution #01-347 DEPUTY MAYOR KOCHMAR MOVED APPROVAL OF THE CONSENT AGENDA AS PRESENTED; COUNCILMEMBER FAISON SECOND. Federal Way City Council Regular Meeting October 2, 2001 – Page 3 Councilmember McColgan pulled Consent Item (e)/Intent to Designate Residential Targeted Area for Limited Multi-Family Tax Exemption & to Set Public Hearing Date. Councilmember Burbidge pulled Consent Item (d)/Brigadoon 2001 Neighborhood Traffic Safety Project. The main motion to approve Consent Items (a), (b), (c), and (f) passed as follows: Burbidge yes Kochmar yes Gates yes McColgan yes Faison yes Park yes Hellickson absent Consent Item (d)/Brigadoon 2001 Neighborhood Traffic Safet y Project: COUNCILMEMBER BURBIDGE MOVED APPROVAL OF CONSENT ITEM (d)/BRIGADOON 2001 NEIGHBORHOOD TRAFFIC SAFETY PROJECT TO INSTALL FOUR (4) SPEED HUMPS ON 35TH AVE SW BETWEEN SW 340TH STREET AND SW 333RD STREET; COUNCILMEMBER MCCOLGAN SECOND. Councilmembers concurred this was a very important safety issue and would be supporting the item. The motion to approve Consent Item (d) passed as follows: Burbidge yes Kochmar yes Gates yes McColgan yes Faison yes Park yes Hellickson absent Consent Item (e)/Intent to Designate Residential Targeted Area for Limited Multi-Family Tax Exemption & to Set Public Hearing Date/Resolution. Approved Resolution #01-347 Councilmember McColgan expressed his concern in allowing such tax exemptions, and encouraged citizens to attend the public hearing. Councilmember Faison also encouraged citizens interested in this issue to attend the public hearing, and clarified the proposed tax exemptions would be for residential development and not commercial. CITY COUNCIL REPORTS Councilmember Gates announced the next meeting of the Finance/Economic Development/Regional Affairs Committee would be held October 3rd at 9:00 a.m., and she noted this is the September meeting that was rescheduled. She also noted the Lodging Tax Advisory Committee would also be meeting on October 3rd. Councilmember Gates further reported on various regional issues including Sound Transit. Councilmember Burbidge announced the next meeting of the Parks/Recreation/Human Services/Public Safety Committee would be held October 8th at 12:00 noon. She further reported on her attendance at various regional meetings and reminded citizens of upcoming community events. Councilmember Faison had no report. Councilmember McColgan announced the next meeting of the Land Use/Transportation Committee would be held October 15th at 5:30 p.m. Deputy Mayor Kochmar updated Council on her attendance at various community events and regional meetings. She also reminded Council of the upcoming City of Federal Way City Center Re-Development Workshop scheduled for October 10th. Mayor Park noted his attendance at the Economic Development Oversight Committee. VII. CITY MANAGER REPORT City Manager David Moseley update Council on the recent incident at Celebration Park involving a transient and a small fire. He noted a jogger in the park reported seeing smoke to a Parks Maintenance Worker who called 911. He reported very little damage was done, where only a few trees were damaged. Federal Way City Council Regular Meeting October 2, 2001 – Page 5 Mr. Moseley was also pleased to announce the city receiving another regional award from the Washington State Planning Association for sign code implementation. He extended “kudos” to Director Kathy McClung, Code Compliance Officer Betty Cruz, Planning Intern David Lee, and other staff for their efforts on receiving the second award this year for this program. He further reminded Council of the upcoming City of Federal Way City Center Re- Development Workshop to be held October 10th at LaQuinta Suites Conference Center. He asked that anyone interested in attending should contact Patrick Dorherty in Community Development. City Manager David Moseley reviewed the progress of the 23rd Ave project, where the mall entrance has been realigned to match the Park & Ride entrance. He noted the project would suspend activity during the upcoming holiday season. Mr. Moseley reminded Council that staff is currently working on scheduling a study session to review Biennial Budget adjustments, please contact Management Services Director Iwen Wang if you have scheduling conflicts. He further noted there would not be an executive session tonight. VIII. EXECUTIVE SESSION Potential Litigation/Pursuant to RCW 42.30.110(1)(i) -cancelled IX.
