1. CALL TO ORDER
Chair McColgan called the meeting to order at 5:32pm.
2. APPROVAL OF MINUTES
The summary of the October 1, 2001, meeting was approved as presented.
3. PUBLIC COMMENT
There was no public comment on any item not included in the agenda.
4. BUSINESS ITEMS
A. Status of Proposed New Growth Target Methodology - Staff provided an in-depth and
comprehensive update of the proposed new Growth Target Methodology. The Washington State Office
of Financial Management (OFM) will be issuing a 20-year population projection for King County based
on the 2000 Census numbers in the near future. New 2012-2022 targets will be assigned to
jurisdictions based on the OFM projections and a methodology to be approved by the Growth
Management Planning Council (GMPC). The proposed methodology is a two-tiered methodology that
first assigns households to three sub-areas of King County then further allocates the households to
cities within the sub-areas based on predetermined criteria. While King County as a whole has met
population projections, not all of the jurisdictions are getting their projected share of the population
increases. The Buildable Lands and Targets Committee, in which Margaret Clark and Kathy McClung
participate, is studying exact numbers and formulas in an effort to understand what has been done in
the past and how to negotiate future policy. It was not necessary to take any action as this was an
information only item.

The next meeting will be held in Council Chambers at 5:30 pm on November 5, 2001.
