CALL TO ORDER Chair McColgan called the meeting to order at 5:30pm. 2. APPROVAL OF MINUTES The summary of the November 5, 2001, meeting was approved as presented. 3. PUBLIC COMMENT There was no public comment on any item not included in the agenda. 4. BUSINESS ITEMS A. South Campus Bible School Final Plat – The Committee m/s/c recommendation to the City Council to approve the South Campus Bible School Final Plat at its December 4, 2001, meeting. South Campus Bible School is a subdivision of 21 single-family lots on 4.79 acres. Preliminary plat approval was granted by the City Council on March 21, 2000. The Plat of South Campus Bible School is located on SW 352nd Street between 19th Avenue SW and 21st Avenue SW. The application is consistent with the findings and conclusions contained in the staff report and resolution. B. 2001 Asphalt Overlay Project Final Project Acceptance/Release of Retainage – The contract with Woodworth and Company, Inc., for the 2001 Asphalt Overlay Project is complete. The final construction contract amount is $1,273,271.29. This is $233,557.82 below the $1,506,829.11 (including contingency) budget that was approved by the City council on May 1, 2001. The Committee m/s/c this completed contract to the December 4, 2001, City Council Consent Agenda for approval and release of retainage. C. Pacific Highway South HOV Lanes Phase I Project (South 310th to south 324th Street) and Pacific Highway South HOV Lanes Phase II Project (South 324th to South 340th Street) In-Service Design Evaluation of Median Trees – The Washington State Department of Transportation (WSDOT) presently does not allow for the planting of street trees in medians located in state highways due to a clear zone requirement that state highways include an unobstructed, relatively flat area beyond the traveled roadway for recovery of errant vehicles.. SR 99 runs through the Cities of Federal Way, Des Moines and SeaTac. These cities desire to plant trees in the median as reflected in their Comprehensive Plans. WSDOT has agreed to conduct an in-service design evaluation to study the planting of street trees in and along state highways that will provide real-world experience difficult to mimic in a test environment. The Committee m/s/c recommendation of approval to allow the City of Federal Way to apply to participate in the In-Service Design Evaluation. The City Council will review the proposal at its December 4, 2001, meeting. Amendment of the 2002-2007 TIP/ASIP – The Committee m/s/c the addition of improvements in the South 324th Street and SR99 intersection to the Transportation Improvement Plan (TIP) in order to qualify for a funding grant. A separate grant to construct the intersection improvements would be easier than increasing the scope of work of the existing grant. The amendment to the TIP must be in place prior to application for the separate construction grant. The City Council will review the proposal at its December 4, 2001, meeting. E. METRO Six-Year Transit Plan Questionnaire – King County METRO is in the process of updating the six-year plan for transit. They produced a document this fall summarizing major issues and proposed initiatives. The document has been presented to sub-area Board Technical Advisory Committees and to the Regional Transit Committee. Council member Burbidge requested discussion of the items provided in METRO’s questionnaire prior to the SKATBd meeting on November 20, 2001. Committee consensus was to increase local service. DART and a Shopper Shuttle were high priority. Service to Northeast Tacoma should be improved. Concerns included service duplications with Sound Transit. 5. FUTURE MEETINGS The next meeting will be held in Council Chambers at 5:30 pm on December 4, 2001. 6. ADJOURN The meeting adjourned at 7:10pm.
