CALL TO ORDER Chair Faison called the meeting to order at 5:33 pm. 2. APPROVAL OF MINUTES The summary of the May 20, 2002, meeting was approved as presented. 3. PUBLIC COMMENT There was no public comment on any item not included in the agenda. 4. BUSINESS ITEMS A. Nonconforming Uses/Single Family Residential Code Amendment – This proposal, related to non-conforming single-family uses, would allow the expansion of a non-conforming single family residential use in a zoning district which does not allow single family residential uses. Under the proposed Code Amendment, an existing non-- conconforming residential use could be increased by expanding and/or renovating the existing structure and/or the addition of other improvements on the site. Roger Hyppa, whose property has been in his family for forty years, spoke in favor of changes in the code that would allow him to build a garage. The Committee m/s/c to amend the recommendation of the Planning Commission to allow changes, alterations and adding improvements over and above normal maintenance not to exceed 75% valuation in each 36-month period. The recommendation was forwarded to the City Council for review at the June 18, 2002, meeting. B. Nonconforming Structures/Single Family Residential Code Amendment – This Code Amendment would allow the expansion of non-conforming single family residential structures located in a zoning district which allows single family residential uses, so long as the extent of the existing non-conformity is in no way expanded. The proposed Code Amendment would clarify and expand existing Code provisions. Ted Engleman, a new resident who recently moved from New Jersey, supported changes so that he could build a sunroom and deck. The Committee m/s/c recommendation to the City Council at its June 18, 2002, meeting, to approve. C. Tresden Place Final Plat – Tresden Place is a subdivision of 47 single-family lots on 8.53 acres located on the easterly side of Military Road South at South 296th and South 298th Streets. Preliminary approval was granted by the City Council on September 19, 2000. The Committee m/s/c recommendation of approval to the City Council at the Council’s June 18, 2002, meeting. D. Surface Water Unfrastructure Cleaning and Vacuum/Jet Rodding Service Contract Bid Award – Eight (8) bids were received and opened on May 3, 2002, for the Surface Water Infrastructure Cleaning and Vacuum/Jet Rodding Service On-Call Contract. The lowest bidder was Action Services Corporation with a total bid of $103,500. Action Services was a previous contractor for the service from 1992 to 1997. The Committee m/s/c recommendation of approval of contracting with Action Services to the City Council at its June 18, 2002, meeting. E. TIP Resolution Setting Public Hearing for the July 2, 2002, City Council Meeting – The Committee forwarded a recommendation to the City Council at its June 18, 2002, meeting to authorize scheduling a Public Hearing for the July 2, 2002, City council meeting for the review and adoption of the 2003-2008 TIP and ASIP. Sex Predator Siting Legislation – Senate Bill 6594 implements legislation from last year that requires each county to take its fair share of secure community transition facilities for sex predators. Many of these offenders come from King County and other counties but all are housed in Pierce County. The bill gives counties and cities until September 1, 2002, to adopt zoning code amendments for siting these facilities within their jurisdictions. The Committee discussed options available to the City then voted to forward the issue to the City Council for discussion at its June 18, 2002, meeting, with a recommendation to not establish a siting process. F. Phase I Pacific Highway South Bid Award – Five bids were received and opened on May 22, 2002, for the Pacific Highway South HOV Lanes Phase I (South 312th to South 324th Streets) Improvement Project. The lowest responsive, responsible bidder was SCI Infrastructure, LLC, with a total bid of $6,723,626.89. Reference checks reveal that SCI Infrastructure, LLC, can successfully complete this project to the City’s satisfaction. Total available budget is $12,334,630. The Committee m/s/c the recommendation to the City Council at its June 18, 2002, meeting to approve a contract with SCI Infrastructure, LLC, and to award Schedule B (Lakehaven’s portion of the project) contingent upon Lakehaven Utility District Board approval to award Schedule B as bid. G. South 298th Street Vacation – The Committee m/s/c recommendation of approval to the City Council at the Council’s June 18, 2002, meeting. A new street alignment of South 298th Street involving the substitute right-of-way has been constructed and the City has accepted the construction. All existing utilities within the right-of-way area to be vacated have been relocated into the new right-of-way or a utility easement has been granted to the City over existing utilities. The City has verified the substitute right-of-way is of equal or greater value than the vacated right of way. 5. FUTURE MEETINGS The next meeting will be June 17, 2002. 6.
