CALL TO ORDER Chair Faison called the meeting to order at 5:28 pm. 2. APPROVAL OF MINUTES The minutes of the November 4, 2002, meeting were approved as presented. 3. PUBLIC COMMENT There was no public comment on any item not included in the agenda. 4. BUSINESS ITEMS A. Star Lake Vista Final Plat – Star Lake Vista Subdivision is a proposed subdivision of 18 single-family lots on 4.63 acres. Access for Star Lake Vista Subdivision is via South Star Lake Road onto South 275th Place. Based on site visits, review of the final plat maps, construction drawings, and the project file, staff has determined that the application for final plat approval meets all platting requirements. The Committee m/s/c recommendation of approval to the City Council at its December 3, 2002, meeting. B. City Center Core Supplementary Development Standards Code Amendment –The downtown currently is the collection of properties in the community which offer the best opportunities for redevelopment. Big-box retail is not in keeping with the vision for the downtown Federal Way City Center Core zone as defined in the Comprehensive Plan. The City can assist and guide the market in the redevelopment of the downtown area. The Planning Commission recommended denial of a proposed code amendment that limits the amount of single story development that can occur in downtown without adding residential or mixed use. The Planning Commission wanted more discussion to occur with business and property owners before this amendment was passed. Following discussion, the Committee stated that there is adequate time to continue discussions, meet jointly with the Planning Commission in the future, and explore the full extent of the redevelopment possibilities for achieving the downtown development goals as envisioned in the Comprehensive Plan. C. Orchid Lane Preliminary Plat – Orchid Lane is an “L” shaped, 15.9 acre unimproved site located at the northwest corner of the intersection of 12th Avenue SW and the unopened SW 344th Street right-of- way. The preliminary plat includes 50 single family clustered homes on lots ranging in size between 4600 and 5400 square feet. The Committee m/s/c recommendation of approval of the Orchid Lane Preliminary Plat to the City Council at its next meeting on December 3, 2002, with conditions. Those conditions include the installation of eight speed humps/tables. The conditions were not part of any limitations or mitigation early in the process. However, the Public Works director, in a proactive effort to deal with future traffic issues negotiated with the developer to install the traffic calming devices at the developer’s expense (four speed humps or $8000). The developer will also be allowed to grade the all the lots at one time because of the size of the lots, existing limited vegetation and protection of new infrastructure. Nautilus 2002 Neighborhood Traffic Safety Program – On October 23, 2002, staff conducted a neighborhood meeting to discuss potential traffic calming alternatives that might be effective in reducing speed within the Nautilus neighborhood. After discussion between the residents and staff, and in order to mitigate the identified problems in the neighborhood, consensus was reached to propose the installation of two speed humps and one speed table on 8th Avenue South between South 312th Street and South 304th Street, and one speed hump on South 308th Street just east of 8th Avenue South. Based on Neighborhood Traffic Safety (NTS) policy revision, if a project reaches six or more points, the balloting process may be bypassed. The consensus of those attending the neighborhood meeting was to exercise that right to expedite the installation of the proposed traffic calming devices. The Committee m/s/c the recommendation to the City Council to approve at the December 3, 2002, meeting. 5. FUTURE MEETINGS The next scheduled meeting will be December 2, 2002. 6.
