ATTENDANCE
Present: C. T. Purdom, Chair, Len Zickler, Vice Chair, Don Dennis, Karl Grosch, Neil
Hellickson, George Pfeiffer and Lisa Welch. Excused Absence: John Morrison.
Unexcused: Bill Foulkes. Staff: Jennifer Schroder, PRCS Director, Kurt Reuter, Park
Operations Superintendent, John Hutton, Recreation Supervisor and Peg Wright,
Administrative Assistant.
Guests: Mayor Jeanne Burbidge.
Grosch moved: Dennis seconded motion to approve the March meeting minutes as
written. Motion passed unanimously.
PUBLIC FORUM
David “The Gardener” Pearlman inquired about a pea patch for city residents. He would
like to see the city provide a parcel of land for residents for gardening and has asked the
commission to consider his proposal.
Stacy Shaw, a local preschool parent, would like to see fencing or some kind of
containment around the play structure at Celebration Park to protect the children from the
road. She feels that currently the play structure is too close to the road and too dangerous
for preschool age children. They used to go to Palisades but there are no longer sanicans
at that location and she questioned that decision. Schroder and Reuter explained that
vandalism forced the removal of sanicans at Palisades and containment around the play
area at Celebration Park is being planned.
REPORTS
Celebration Park Design Alternatives – Reuter reported that he and Schroder had met
with Bruce Dees, Landscape Architect, on issues at Celebration Park. One item of
concern is the containment wall by the play area. Dees will have information to present
at the May Parks and Recreation Commission meeting.
Update on Batting Cage – Schroder said the Mentiks had submitted plans, but they were
incomplete, making revisions necessary and delaying the construction. Construction has
been scheduled to begin in the fall of 2002. The batting cage should be completed and
ready for a full season of use (2003).
6 Year C.I.P. Plan – Schroder sent a meeting recap and C.I.P. Plan to commissioners for
review. There was a question and answer period by commissioners for verification on
changes to be made. Grosch moved: Hellickson seconded a motion to accept the 6 year
C.I.P. Plan as amended and to forward to the joint committee then Council Committee.
Motion passed unanimously.
Armstrong Property Update – Schroder announced that City Council approved the
purchase of the Armstrong property. There is a Level I assessment being done and
should be completed by next week. Purchase price was $90,000.00 for all parcels.
Frisbee Golf – Hutton acquired information on Frisbee Golf off the Internet and talked to
one gentleman from one of the sites. There is no specific site requirement and it should
contain obstacles the same as any golf course – trees, water, sand traps, etc. Also, there is
no rule as to whether it is a 9 or 18 hole course. It was stressed that the more difficult the
obstacles, the more fun the game.
The PRHSPS meeting will be held at 4:00 p.m. on April 8, 2002 at City Hall with Chair
Purdom planning to attend. Chair Purdom thanked Vice Chair Zickler for attending the
last meeting. Chair Purdom was unable to attend due to family health issues.
NEW BUSINESS
Cell Tower Update – Reuter and Schroder met with representatives from Cingular for
both projects. The projects are currently in the permitting process with locations in
agreement. At Sacajawea, the antennae will be on the field #2 along 16th Avenue South.
The existing pole will be replaced with a metal pole to accommodate the cell antennae.
Zickler suggested a co-location pole for future use or need. Reuter distributed a site map
showing where the new pole and structure will be located. Reuter felt the location for the
cell structure that was chosen, is the least intrusive at Saghalie. The vendor lease
agreement includes vandalism removal and all maintenance of the new structures.
King County Parks - Zickler asked about the King County Parks issue. Schroder said
King County Executive Sims has put together a Task Force that meets every two weeks
to address issues and she plans on attending these meetings. King County wants to
transfer ownership of all the pools except the King County Aquatic Center on S.W.
Campus Drive in Federal Way.
Tacoma Smelter – Schroder has attended meetings with the Department of Ecology on
contamination of local areas by hazardous toxins from the Tacoma smelter. The
Department of Ecology tested soils in six Federal Way parks and found no “emergency”
levels. The highest levels found to date have been on Vashon Island and they are not
considered “emergency” levels either. The general pattern of toxins has been found to be
in a northeast direction from the smelter. It was also noted that in the summer the toxins
generally go south.
